• Develop, Lead, Manage & Maintain QHSE Management System and CSMS during operation and/or production of refinery/plant.
• Elaborate operational activity and maintenance activity in safe manner control base on Process Safety Management & Quality System to comply with company objectives, target and government regulation.
• Conduct incident / accident investigation and risk assessment such as JSA, HAZID, HAZOP, TRA, PSM, PHA, HYSYS, SIL, LOPAs, etc and recommendation control implementation base on standard and audit to ensure effectiveness implementation and loss prevention control implemented.
• Develop, provide procedure, reporting, site inspection and special work procedure.
• Maintain, testing and updated of emergency respond procedure & preparedness and readiness of ERT team.
• Lead and coordinate company certification program for ISO 9001, ISO 14001, OHSAS 18001, ISRS Level and PROPER including Internal Audit for those certification and implementation requirement.
• Liaise with third party organization and government agencies such as Ditjen Migas, SKK Migas, Ministry of Manpower, Ministry of Environmental, Local Government agencies, etc.
• Develop, Lead, Conduct, Evaluate & Improve HSE Training program such as MOC/AFA, PTW System, LOTO, Defeat Safety Critical Equipment, Confined Space, Pre Commissioning Safety Review, etc for plant reliability improvement.
• Provide and Ensure all statutory of Safety, Health & Environment regulations & requirements are implemented & complied.
• To ensure terminal employees are trained to handle minor and major emergencies and resident contractors (e.g. mooring & warehouse) are trained to support the terminal Emergency Respond Teams (ERT).
• Ensure all statutory safety, health & environment & security regulations & requirements are implemented & complied with Prepare and Implementation SHE & Security Procedure.
• Ensure that all new employees & contractors are given the required safety orientation training & refresher training as well
• Support site incident commander during an emergency and ensure that all fire fighting, safety, environmental control and security equipment are in working condition and also support to other department for equipment and facilities.
• Responsible to company to ensure the site installation activities are executed safety and in full compliance with the Vopak standards.
• Comply with ISPS Code (International Ship and Port Facility Security Code) requirement and Management Implementation (PFSA & PFSP) as appointed of PFSO.
• Reporting, monitoring and assist of implementation SHE Management System, industrial hygiene compliance, incident investigation and resolution, TRA (Task Risk Assessment), Hazop, control on prevention of water, ground and air pollution by oils, chemicals and air pollutants etc.
• To maintain good relationship with related government and external agencies for mutual assistance and exchange of information and experience.
• Update Emergency Response Plan, SHE Manual and guides.
• Support SHE Manager to attend the required meeting with the Local Authority MIGAS, BPLHD, KLH, MoM and Port Authority to built strong working relationship and co-operation and also reporting of Environmental Implementation (RKL/RPL), review and update AMDAL, maintain system such as WWTP, STP, purging etc.
• To attend to internal & external SHE auditors
• Responsible Manager and Action Tracer at Quality on Line System (QoL).
