- Manage and coordinate to prepare Cost Proposal for EPC Projects as per client requirements from ITB and make sure that tender delivered to the client in time.
- Coordinate with other Disciplines from Engineering, Procurement and Construction to make sure the BMBQ information meet the highest accuracy for proposal bid calculation by having review and analysis for each cost component.
- Finalization the bid proposal and make presentation to get approval from Corporate management.
- Pre Bid Meeting, Site visit, Technical Meeting & Coaching HSE Plan for Bidding Project

A. Cost Estimating
- Review and interpreting of Project Specification from ITB which needed to be part of Bid.
- Develop Estimate Plan, methodologies and strategy to produce cost estimate into proper WBS.
- Prepare the PCE estimate to provide a guideline for the estimate process and to inform Top Management of the expected price range of the proposal.
- Coordinate with other Disciplines from Engineering, Procurement and Construction to make sure the BMBQ information meet the highest accuracy for proposal bid calculation by having review and analysis for each cost component.
- Perform Risk Analysis to define cost contingency for cost estimating amount (cost risk assessment)
- Finalization the bid proposal and make presentation to get approval from corporate management.
- Finalization the commercial proposal/Price Schedule as per Client formats/Bid Requirement.
- Maintain and updated costing database, historical cost information & benchmarks.
• Historical data of various project executed in terms of unit rates like engineering man-hours and Construction Costs.
• Cost for bulks procurement, structural steel and packaged units.

B. Cost Control
- Develop Budget setting & Target setting (Forecasting) cost preparation once the project award.
- Preparing Project control procedure and methodology based on awarded contract type.
- Carries out comparison between the project budget and the project cost forecast and prepares project expenditure cost trend analysis
- Analyze the cost variance by monthly and inform the project status performance Project Manager.
- Control the Project expenditure by doing check estimate for BM/BQ, and updating for Risk Analysis periodically for contingency analyses.
- Submit Monthly Cost report, Man hour report and Project Management report by determined the Earn Value Management as guidelines of Project Performance.
- Taking part to proceed the potential Change Order together with PMT from identifying the change, submit the change notification, preparing Change Order proposal, making negotiation and get approval from Client.
- Maintains master Change Order Register and provides status information as necessary.

- Collaborates with project team members to review project risk, opportunity and contingency register on an on-going basis to ensure if any significant value that potential impact to project.
- Maintain and updated costing database, historical cost information & benchmarks.
• Historical data of various project executed in terms of unit rates like engineering man-hours, onshore fabrication costs, various equipment rental and usage cost at yard.
• Cost for bulks procurement, structural steel and packaged units.
• Rates for Offshore and Pipeline installation using DLB’s and PLB’s.
• Unit rates for Hook Up and Commissioning labour Cost etc.
- Contribute to the development of local citizens especially new professionals Cost Engineer.

- Evaluate and analyse change orders (hours, days & cost) which requested by contractor. Liaise with engineering team for technical justification of change orders.
- Assisting Project Controls & Services manager to review change orders with estimate cost and negotiate with contractor.
- Technical and commercial review for contractor invoices and make sure billing is in accordance with the contractually compensation agreement.

- Prepare and review measurement quantity report from AFC drawing against actual on site (Piping, Mechanical and Instrumentation trades) for FPSO Conversion Project.
- Prepare budgeting based on agreed quantity with client.
- Negotiate with client for re-measurement and budgeting.
- Technical and commercial review for sub-contractor invoices and make sure billing is in accordance with the contractually compensation agreement.
- Prepare the cost proposal for repair marine vessels based on specification from client.
- Coordinate with other Disciplines from Engineering, Procurement and Construction to make sure the BMBQ information meet the highest accuracy for proposal bid calculation by having review and analysis for each cost component.

- Managed lump sum, unit rates and reimbursable contracts including re-measurement.
- Prepare and submit change order with estimate cost and negotiate with client, maintain change order log and ensure the change order approved and ready for payment
- Technical and commercial review for subcontractor invoices and make sure billing is in accordance with the contractually compensation agreement.
- Support Project Controls Manager in day to day activity, review & analyse cost performance by identifying cost over/under run and prepare variance explanation.

- Review contract documents and commercial procedures from sub-contractor to meet Company’s requirement, evaluate cost and schedule impact of all individual internal and external changes. Evaluate and analyse change orders (hours, days & cost) which requested by sub-contractor. Liaise with engineering team for technical justification of change orders.
