Develops appropriate health and safety policies, procedures and processes based on accepted best practice international standards.
•Provides strategic direction and leadership to the HSE Department for the development of appropriate HSE standards in relation to the operations of the organization.
•Establishes relevant performance targets for the Department in conjunction with the GM, ensuring that they are realistic and achievable within a timescale and support the objectives of the company. Develops long-term plans and appropriate strategies to ensure these objectives are achieved.
•Carryout site and factory tour inspection make sure the machineries are inspected and provide third party certificate for the machine that require it, e.g. lifting equipment, compressor, boiler etc.
•Identify the HSE training requirements applicable to the various levels of supervision.
•Provides day-to-day direction and works with staff to ensure an orientated work environment that supports achieving the completion of the projects in a safe manner.
•Provides necessary recommendations to Senior Management in relation to safety, health and environment.
•Monitors of all projects in relation with health and safety and environmental compliance and recommends necessary corrective actions to the project managers and divisions head.
•Leading and planning potential initiatives related to obtaining certifications such as relevant ISO and OSHAD -SF standards.
•Maintains liaison with outside institutions, such as fire Departments, mutual aid societies and rescue teams.
•Reviews and analyses reports which are prepared and submitted on the findings from investigation of accidents, inspection of facilities or testing of environment and proposes corrective solutions to prevent recurrence in coordination with the divisions’ heads.
•Ensures that regular surveys are completed to determine the levels of safety across different project locations & Company offices / Stores / Camps.
•In consultation with the concerned department, ensures that plans and specifications for new machinery or equipment are reviewed to determine if all safety requirements have been included.
•Reviews and approves the emergency response procedures suitable to the various activities during the project and the surrounding areas as per the international HSE standard and the UAE labor legislations pertaining to safety.
•Reviews and approves the method statement, to be submitted within the tender document.
•Coordinates with the suppliers and vendors regarding supplying the health and safety equipment’s
•Inspect the raw material and design product and carryout product measurement and inspect the product from stage to stage in order to meet up with the customer requirement and also monitor the loading and delivery of the product to meet customer satisfactory.
•Conduct internal Audit in order to be accordant with international and local standard requirement such as ISO and OSHAD-SF.
Adhere to and implement HSE management system requirements and procedures for site team.

•Monitor the compliance of all staff with the applicable safety standards and company’s procedures and bring to the attention of the Project Manager any safety violations by site team for their further action.
•Monitor, assess and report on Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice
•Immediately bring to the attention of the PM the critical and outstanding safety issues for their further actions. * Conduct and co-ordinate regular safety training for staff.
•Carry out daily site HSE tours with HSE staff and highlight findings.
•Issue Safety Enforcement Notices (SEN) as per applicable procedure.
•Follow up on outstanding HSE issues and ensuring prompt closure with adequate evidence of compliance.
•Review and comment of the HSE Plans. Update the site safety plan when necessary.
•Review and comment on risk assessments and work method statements.
•Develop and update HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc.
