Undertake all financial activities related to budget, providing technical support to expedite the Project as per the established processes for disbursement of funds for different activities related to the Project including but not limited to funds under the Technical Assistance component being disbursed and spent using World Bank disbursement and procurement rules with appropriate arrangement of budget and flow of funds, accounting, internal controls, interim and annual reporting (submission of quarterly Interim Unaudited Financial Reports (IUFRs) and external audits to be placed in the public domain.
Continuous follow-up so that disbursement modalities for each DLI are met depending on the implementing agencies such as MSDE, NSDA, and NSDC, in accordance with the verification by a third party.
Prepare all financial reports, Project’s financial statements, Managing and coordinating external audit activities so that the required audit reports are available by their respective due dates. Follow up on compliance with the internal/external audit observations.

Activities:
Responsibility of Municipal Finance analysis, Municipal Budgeting, and Accounting.
Responsible for financial projections, modeling, PPP (HAM)
Preparation of financial operating Plans, Development of Revenue Generation Plan.
Team Handling.
Preparation of daily progress report, and share with the concerned authority.
Contract Management of Vendors, Procurement, and preparation of RFP, etc.
Incorporation of infrastructure/service design the adoption of value capture financing-VCF tools to generate revenue to fund future development. As per requirement of Modernised Multiple paid parking proposals in a substantial manner. Models that are sustainable such design, and facilitate the government in arriving at recommended tariff/fare, amenity/user charges, etc. at various destinations/sites, as applicable, under tourism sector .
• Financial management review of towns Designing and implementing good financial management practices, designing, building and implementing financial management (PFMS) MIS of Financial Progress, systems & procedures including preparation of financial reports of Urban Local Bodies Wastewater, SWM, Water Supply.
• Assisting ULBs in migration to Double Entry Accounting Systems, Assisting ULBs in making them creditworthy by implementing reforms
• Training plan under DEAS, Municipal Finance, Urban Financial Reforms, Professional support in maintaining of various books of accounts, as per MPMAM, project finance, and resource mobilization being imparted.
• Maintenance of fund flow Register Assist in the smooth operation of Accrual base Double accounting system,
• Enhance revenue mobilization, raising debt capital, development of Revenue Model for urban local bodies to use GIS survey techniques, for detection of revenue leakage, optimize the Property tax Collection, Collection of O&M of water supply, SWM, etc.
• Ensure speedy implementation of reforms in Migration of Single Entry Accounting System to Double Entry Accounting System (AB-DEAS) Property Tax, user charges, E-Governance
• Feasibility study of “Bhopal Municipal Corporation Proposal for Development of Land at PulBogda (Opp My Car) under Public-Private Partnership”, “Transport Nagar of Vidisha, Vidisha MunicipalCouncil “. Cost-Benefit Analysis, Financial Modelling, Project Finance etc.
• Providing procurement support including preparing ToRs, RFP, Contract Management, evaluation, for Accounting Reform, Process Reengineering Cost Estimation and Management. Submission of MIS Report on Coverage Property Tax, User Charges, Funds Related Reports, as required by Commissioner UAD, M P Bhopal.
• JnNNRM Reform Appraisal includes Mandatory Reforms ( Property Tax, Accrual Based Double Entry Accounting System, User Charges( Water Tax, Sanitation, Light Tax) e-governance, Death and Birth Certificates, Citizens' grievance monitoring, Personal Management Systems, etc.

Preparation of Fixed Assets statement, Analysis of Bids/Quotations of Assets sales, payment of Gratuity, Employees provident funds, Reconciliation of Branch accounts with head office. Computerization of Stores Inventory and stores accounts, and maintenance Management of Staff, establishment, supervision of Accounts. Marketing of Govt. supply, liaison work, and organization of exhibitions at National and International level, Recovery from Govt. departments.
