• Review, evaluate, comment, and recommend the approval of the Health, Safety and Environment Program submitted by the sub-Contractor to compliance with QCS, international safety / health policies and Company Health & Safety standard.
• Review, evaluate, comment, and recommend on the sub-Contractor Safety Organization Chart & the curriculum vitae (CV) of site safety personnel.
• Ensure the implementation of the approved safety program to prevent or correct unsafe environmental working conditions, utilizing knowledge of industrial process, mechanics, chemistry, psychology and industrial health and safety laws.
• Study the feasibility of the proposed safety precautions and advise / instruct for the changes, if required.
• Review, suggest & recommend acceptance of the ingress & egress ways provided by the Contractor for the whole project site as well as for individual buildings under Construction / completed.
• Ensure the implementation of the appropriate usage of the Personal Protective Equipment depending on the hazard / project safety requirements and direct the installation of safety devices.
• Present / monitor and advise / instruct (if required) the sub-Contractor during the Contractor Conducted Toolbox meetings. Audit the Toolbox meeting reports.

• Established and maintain legal compliance with HSE legislation QCS 2014.
• Direct the resources and activities of the department to support the HSE
programs through
advising and guidance.
• Prepare and schedule of safety meetings as necessary.
• Environmental Auditing of the project site.
• Manage and implement all HSE requirements according to the LERDC HSE policy.
• Manage all HSE activities of the project according to Lusail City HSE policy.
• Implementation of OHSAS 18001, ISO 9001 and ISO 14001 on the site.
• Manage and modify system of environmental monitoring and reporting.
• Identify and implement critical environmental corrective actions and recognize
opportunity for improvement.
• Prepare HSE plan in accordance with the client’s HSE management system.

• Coordinate with stakeholder manager for all the necessary NOC/Approval from
civil authorities for civil work permits and Traffic Diversion Plans
• Supervising and monitoring the Implementation of the PHSSP and CEMP.
• Coordinate with traffic manager in traffic diversion process and implementation.
• Conduct weekly site safety inspections and report all findings to the Project
Manager.
• Maintaining a daily site diary, which comprehensively record all relevant matters
concerning site safety.
• Close observations raised by consultant and Client.
• Keep records of all relevant documents and reports
• Develop training matrix as per the scope of the project and ensure workers and
staffs are trained to maintain their level of competency
• Assist the environmental manager in addressing environmental related issues
• Site safety team arrangement and organization
• Ensure emergency evacuation drill are performed as per scheduled
• Conduct monthly inspection on worker accommodation and prepare report on
findings.
• Ensure that accident and incident information is properly recorded and reported,
and that relevant information and data are collected for analysis.

• Conduct Environmental Impact Analysis (EIA) and write report
