Role Overview:
As an Area Coordinator in the Partnership Unit, I am responsible for overseeing and strategically managing the implementation of a diverse range of programs in line with organizational strategies and objectives. My role entails close collaboration with internal and external stakeholders to ensure effective program planning, implementation, quality control, and achievement of outcomes.
Key Responsibilities:
1. Program Strategy and Implementation:
- Lead the strategic implementation of ACTED's country and partnership program strategies, identifying opportunities for expanding programmatic impact within the region.
- Establish and nurture active working relationships with partners, INGOs, and other relevant actors, contributing to collaborative program planning and execution.
- Contribute to proposal conceptualization, including problem statements and logframes, in alignment with the organization's strategies.
2. Partnership and Stakeholder Management:
- Facilitate clear communication and coordination between ACTED, implementing partners (IPs), and other stakeholders, ensuring the delivery of quality outputs and outcomes.
- Support IPs in adhering to ACTED's procedures and risk mitigation measures, minimizing the risk of fraud and corruption.
- Engage in advocacy efforts by drafting issues papers, advocacy notes, and press releases on relevant humanitarian and development issues.
3. Program Quality Control and Monitoring:
- Develop and implement an effective field-based monitoring and evaluation (M&E) system for each project, ensuring technical requirements and quality standards are met.
- Coordinate the timely reception and review of IP project progress reports, ensuring the accuracy and quality of technical information provided.
4. Administrative and Financial Oversight:
- Review project budgets and financial reports to ensure adherence to established procedures and guidelines.
- Contribute to the development of project procurement plans, supporting efficient and transparent resource allocation.
5. Team Management and Development:
- Supervise project staff, ensuring they understand and perform their roles and responsibilities effectively.
- Support the development of individual Performance Management Systems for team members, fostering a culture of continuous improve.
1. Project Planning
- In coordination with the Area Coordinator, lead on the proposal development with IPs and internally and support the project budget development.
- Ensure the timely organization of project kick-off and close-out meetings.
- Together with Area Coordinators, ACTED Project Managers/Officers, and IP staff, plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
2. Project Implementation Follow-up and Reporting.
- Lead the development of overall project implementation strategy, systems, approaches, tools, and materials.
- Oversee the implementation of projects ensuring that technical requirements and quality standards are considered and respected during project implementation.
- Coordinate the reception of IP project progress reports (internal and external), ensuring the quality and accuracy of technical information provided and Supporting the IPs in the independent reporting process.
3. Project Quality Control and External Relations
- Support the ACTED Project Managers/Officers and IPs to monitor the progress of activities, and monitor the efficient use of resources, and technical standards.
- Ensure the application of a practical field-based M&E system/plan for each project.
- Cultivate good relations with key humanitarian actors - local and international, including through regular attendance at technical meetings and bilateral meetings.
4. Administrative and Operational Management of Project Implementation
- Review the project BFU(s) to avoid under/overspending and coordinate the submissions with IP program teams.
- Contribute to the development of project procurement plans.
• Under operational guidance of the Area Coordinator and technical guidance of the Technical Program Coordinators, \[WASH, CCCM, FSL), the project manager is responsible for ensuring proper implementation of ACTED's projects under Implementing Partners (IPs) in Gov. Controlled Areas and NES.
• The Project Manager oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs, and achievement of outcomes with maximum impact for beneficiaries.
• The Project Manager supervises the project staff in day to day management of all aspects of the Implementing partner projects, capacity builds relevant IP project staff and liaises with relevant internal departments and external partners and project stakeholders
* Supporting the implementation of ACTED’s food security and nutrition (FSN) projects, that are aimed at addressing food insecurity of conflict-affected communities across Syria by providing technical advice, supervision and backstopping to implementing Partners’ (IP`s) programme and logistic teams as well as provide technical advice to logistics and NW/NE hubs as needed.
• Supporting in monitoring, reporting and quality assurance of the implementing partners’ project cycle management grant agreements with implementing partners through the consolidation of information from IP’s field teams to ACTED Capital in Amman. In addition, the Chief Specialist will support the supervision and guidance of Third-Party Monitors responsible for food safety/quality assurance monitoring throughout
the project.
Supporting coordination and program managers in the implementation of food security projects, particularly Food for Peace (FFP) related projects, through the consolidation of information at a capital level.
• Overseeing, through a team of Food Safety Monitors, quality checks for local food vendors.
• Providing guidance to ACTED on appropriate food testing methodologies to produce Certification of
(CoAs) that are in line with WFP and FFP.
• Providing advice and support to the Logistics team on the correct processes for quality control/assurance during purchasing of food items and subsequent delivery and storage of food items.
• Providing technical support to ACTED’s Monitoring and Evaluation (AME) team on the development of nutrition indicators and surveys.
• Taking a lead in managing nutritional assessments, including coordination with AME in the development of tools, gathering of data and analysis of results.
• Assessing, monitoring and evaluation reports identify gaps, strengths and/or weaknesses in nutrition.
Identify lessons learned and use the knowledge gained for development planning and timely intervention to achieve goals
• Supporting the reporting team in the preparation of reports to be submitted to Donors / Authorities / Coordinating bodies Food Security and livelihood (FSL) working group / Internal Coordination) and will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.
• Supporting and meet Project Development Department to assist with project design, especially by technical specifications and related budgets, participation in the review of technical proposals and concept notes, create assessment related to project development.
• Participating in technical and sectoral meetings, and working groups involving NGOs and UN Agencies
and all other governmental institutions.
ACTED - Syria
• Working with the project development department on the food assistance proposal to the technical information that is needed.
• Formulating the nutrition awareness session material and following with the training of the staff to perform the duties needed at field level.
• Providing technical support for the logistics, regarding the food qualities, quantities, and certificates that needed for the technical evaluation for DJH in-kind suppliers.
• Doing technical evaluation for the food supplier in order to assure the conformity to ACTED and the donor; Food for Peace (FFP) quality and safety standards.
• Designing the packaging of food kits and labeling.
• Doing technical evaluation for the offers of the 3rd party monitoring and inspection company that will inspect the warehouse, taking the sampling, testing of the samples and inspection of the packaging and loading.
• Designing the checklist and reports templates that will be used by the 3rd monitoring and inspection company.
• Reviewing reports from the 3rd monitoring and inspection company to ensure the conformity of the food supplier.
• Training of field monitors to ensure the food quality and safety during the offloading and insuring the ACTED warehouses are following USAID standards for storage and preventing in order to lessen any food commodity losses and food quality and safety issues.
• Ensuring the present of the pest controlling system at ACTED warehouses and to deal with events in case of any food safety incidents.
• Support the capacity of the field food monitors for an effective role during the nutrition awareness sessions.
- Al Azraq Camp / Jordan
• Ensure the implementation of the nutrition strategy and plan of action at the camp.
• Ensure systematic evaluation of the nutritional status of all children under the age of 5 and pregnant/lactating women, while making sure that the most severe cases of patients are seen as a priority.
• Ensure that cases identified with as severe acute malnutrition (SAM) or moderate acute malnutrition (MAM) with medical complications receive the requisite medical treatment, either at the clinic or through referrals to the Jordan University Hospital.
• Ensure that nutrition products (RUTF) following the National community based management of acute malnutrition (CMAM) Guidelines are given to the patient accordingly to his/her nutritional status.
• Ensure adequate technical support to all health staff presents at the clinic in the identification of both moderate acute malnutrition (MAM) and SAM patients.
• Ensure the delivery of nutrition awareness among refugees.
• Identify the causes or potential risk factors involved in the development of malnutrition.
• Provide timely requests for nutrition supplies, particularly ready-to-use foods (RUTF).
• Routine evaluation of the quality and calibration of equipment to ensure all materials are in good working condition.
Save the Children Jordan
• To provide one on one breastfeeding counselling for mothers experiencing difficulties breastfeeding (including supporting relactation) via tent visits, the Infant and Young Child Feeding (IYCF) caravans and the (Jordan Health Aid Society) JHAS clinic
• To assess mothers and their children to identify specific feeding support needs and refer to medical professionals as required.
• To provide training, demonstration, on-going guidance and support to provide artificial feeding safely for exceptional cases until the infant is at least 6 months’
• To lead and conduct support groups for caregivers of children under 2 and pregnant and lactating women
• To keep a register of mothers and children attending education sessions, receiving skilled assessment and support and provide monthly reports
• Promote the IYCF-E program and activities to the community and stakeholders and provide regular
feedback on the community perception of the program
• Assist in nutritional assessments as required, such as completing MUAC measurements
To counsel patients about their nutrition modifications according to their health status and ensure the preparation of their meals.
Al karma kitchen / Jordan River
• To know and practice the preparations of different traditional dishes and sweets.
• To know how to train the local community on the preparation of foods and the basic fundamentals of nutrition.
