• Contract Execution - Convert defined scope, deliverables, and fee structures into templated contract formats. Review contracts for accuracy and completion, route contracts for approvals and upload to contract repository. Liaise with the in-house Legal team regarding contract compliance.
• Contract Tracking - Track all contracts and facilitate business and legal approvals; proactively follow up with approvers during contract life cycle. Ensure contracts are submitted through correct workflow.
• Project Funding - Collaborate with the project team to ensure projects have sufficient funding to execute work.
• Review of project correspondence and identify key risks to programme and budget, working closely with project management team and senior management to identify mitigations and action plans.
• Prepare / review contractual correspondence and notices where required ensuring that all carried out in accordance with the contract requirements.
• Review of claim notices and submissions and preparing assessments of the exposure of the client to under the contract to additional costs and budgets, working closely with the project team and consultants.
• Invoice Issue Resolution - Assist in resolving issues related to invoices, purchase orders and payments by working closely with vendors and internal Accounts Payable (AP) team.
• Invoice Tracking - Track invoices from submission for review through to payment, ensuring vendors follow invoice submission requirements and AP processes the invoices correctly.
• Reporting - Assist in compiling monthly reports for Client approval.

Worked as a Senior Contracts Manager, My role entails pre and post contract management of high value packages from execution to final account. Besides the day to day activities associated with my role, I'm also involved in the wider Contracts management, Procurement Management and Commercial Management function undertaking responsibility for systems implementation, responding to internal and external audit comments, dispute resolution and settlement of claims. I liaison with other departments such as legal, finance and other internal stakeholder departments to resolve all commercial and contract issues, facilitating negotiation of key contract terms and conditions. Lead implementation of post contract management processes including supplier performance, payment validation, change order, variation and claim management, dispute resolution, contract administration and contract closure, whil st executing training to internal stakeholders to improve post contract management efficiency. Pre Contract Stage
•Managing the tender event schedule including procurement process, ensuring that all stages including pre qualification, inquiry, analysis, evaluation selection, negotiation, finalisation and contract preparation.
•Manage the day-to-day operations of procurement function providing some guidance in the related area, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards.
•Implement effective negotiation techniques and initiatives, and drive cost saving initiatives during tender process & Manage pricing and contract negotiations in line with business requirements.
•Identify potential value engineering options if pre tender estimate is not being achieved.
•Manage the fu ll tender through the company Ariba system.
•Monitor and report on supplier performance, and facilitate regular performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision -making on future collaborations.
•Establish, implement and manage the standard contract tendering and contractual documentation. Post Contracts Stage
•Administering the Interim Payment Certificate (IPC) process, Expo 2020 end user departments, Expo 2020 Finance, Contractors and Consultants.
•Managing the production of monthly cost reports.
•Applying value management techniques
•Managing cost variances and change control processes (Change Authorization Request - CAR).
•Negotiating and agreeing on final accounts.
•Managing meetings associated with their scope including consultants and contractors.
•Acting in a timely manner in producing information to ensure efficient operation of the management systems, and reporting procedures.
•Identifying opportunities to improve cost management procedures, templates, and products to improve services to clients.
•Monitor transaction compliance (milestone, deliverables, invoicing, etc.) to ensure all contractual obligations are fulfilled.
•Maintain Contractual records & documentation and ensure Contract close out, extension or renewal.
•Preparation of valuations of variations and claims, ensuring that they are supported with the relevant records and substantiations.
•Act as Expo contact for all commercial issues related to contractual disputes and claims and liaise with the Expo Claims Management Team.
•Observe and follow the requisite processes as set forth in the department's Governance Manual and feedback for its continuous improvement as required.
•Identify and provide advice to the claims committee on potential claim issues.
•Assisting the in the settlement of disputes or differences that may arise between the Ex20 and any Contractor and attempt to resolve claim without recourse to formal dispute resolution.
•Responding to all claim notifications by Contractors and /or suppliers via the Engineer.

I have undertaken the role of quantity surveying, procurement and contract administration in public and private development projects including road & infrastructure, commercial, residential, educational and healthcare pr ojects involved in pre & post contract projects which includes but not limited to, cost management, commercial management & throughout the entire life cycle of the project from inception to post-completion and supported to UWI Dubai - Technical Team. •Assist tender process from procurement strategy, EOI, bid list, document issue, responding to tender queries, issuing addenda, tender review, post tender clarifications, evaluation through to Tender recommendation report, notice of award and attending post award meetings
•Review Contractor's, Consultant's payment application, issue certificate and payment recommendation to finance.
•Change Management including reviewing claims, and variations from contractors and consultants, issuing variation orders, and recommendations to the Client.
•Prepare and present monthly cost report and cash flow forecast to Client.
•Quantify, value, review and validate payment certificates, variation orders for additional cost and final accounts.
•Analysis of cost data & Information to produce and enhance cost models.
•Preparation of tender analysis, tender evaluations, n egotiations for award and reporting / recommending to the management.
•Developing and managing the commercial administration, monitoring and change control system requirements, as required by the Contract and to comply with UWI internal business

Project Descriptions
The Police Training Institute project is a complete infrastructure works. It would provide new facilities for educating, housing and training new police recruits as well as present police officers. It includes several multi- storey buildings clusters located around a central parade ground, football field, running track, indoor and outdoor multi-purpose courts and gymnasiums and would be serviced by an internal road system, main entrance gate, watch towers, fencing, substations / pump rooms, parking, street lighting, landscaping with irrigation system and all external works.


Key Responsibilities - Involved in Pre-contract & Post Contact
• Preparation of Bill of Quantities and detailed and accurate quantity take off from drawings and material enquiries.
• Preparing interim payment applications.
• Preparation of budget estimate cost for the full project and preparation of variations order.
• Unit rate build & preparation of backup documents for variation claim.
• Evaluation of subcontractor’s quantities and preparation of their payment certificate.
• Finalizing the variation for subcontractor’s work done.
• Joint measurement with sub-contractors and client for valuations and variations and rectify disputes.
• Coordination with construction team & planning department.
• Preparation and submission of monthly progress report.
• Commercial and technical evaluation of contract quotation and negotiation with contractors and suppliers.
• Preparation of technical clarification letter to client/consultant.
• Preparing projection cost, value for the following month.
• Attending meeting with sub-contractor for quantities dispute and variation order work.
• Attending site visit and assessing site conditions for tender estimate for new packages.
