Description of responsibilities:
• Formulation and development of economical,
effective and efficient municipal administration;
• Review and Implement the Integrated
Development Plan, including the Performance
Management System;
• Ensuring effective utilization, training and
maintenance of discipline of staff according to
sound labor matters and applicable legislation;
• Ensure compliance to legislative prescripts and
policies
• Ensure sound financial and assets management;
• Ensure development and implementation of
financial turnaround strategy/ and revenue
enhancement strategy;
• Responsible for managing the financial
administration of the municipality; and
• Responsible for taking all reasonable steps to
ensure—
that the resources of the municipality are
used effectively, efficiently and
economically;
Proper records and knowledge
management;
ensure that effective, efficient and
transparent systems—
o of financial and risk management and
internal control; and
o of external and internal audit processes
o that unauthorized, irregular or fruitless and
wasteful expenditure and other losses are
prevented;
o Ensure review of budget related policies;
o Ensure safe keeping of assets;
o Development /update of contract register
and Risk management;
o Ensure a system of delegations .

o Improved audit outcome and reduced matters
of emphasis to retain unqualified audit outcome
for three consecutive financial years;

effectiveness of Audit Committee and Internal
Audit unit;
o Review, strengthen and implement
Performance Management and formulation of
SMART KPIs in th3e short term;
