-Emergency support to programme requests in areas affected by the earthquake via procurement, IT, warehousing and distribution channels.
-Capacity building for support and non-support staff linked to low value and high value procurement / direct purchases in compliant with DRC and donors’ procurement thresholds and regulations.
-Ensure proper on boarding and efficient resources in field offices and CO linked to supply chain and IT.
-Ensure timely field visits and monitoring on Procurement and deliveries to the field including Aleppo, Hama, Homs, Idlib, Daraa, and Damascus and Rural Damascus.
- Establish and enforce an internal procurement Standard Operating Procedures (SOPs), mapped CO procurement business processes, and harmonized workflows within the Procurement unit and among all field offices and community centers.
-Focal person for all supply chain components and coordination with on-site clusters, UN consortiums and relevant INGO workstreams.
-Monitor and attain compliance throughout both emergency procedures in affected areas and basic compliance in non-affected areas.
-Lead the procurement strategy discussions and procurement plans with projects and other stakeholders and donors to ensure mutual alignment and timely implementation.
- Elaborate supplier selection and evaluation criteria’s, and quality and performance measurement mechanisms and ensure efficient scope and reach to relevant suppliers.

- Ensure timely delivery and effective procurement guidance and logistical support to the implementation of DRC programmes across Lebanon
- Ensure all procurement plans are prepared by budget holders/ project managers on timely manner and with qualified inputs to enable proper and complaint procurement procedures and eliminate last minute requests.
- Provide technical guidance to field offices and monitoring tools, procurement plans reporting’s / KPIs to SMT
- Involved in budget forecasts for support departments and drafting relevant tools linked to business continuity, result contracts, risk analysis, contingency plans, task cards and others.
- Involved in grants proposal drafting, ensuring that logistics requirements and costs are reasonable versus market values and that programme delivery timelines are feasible.
- Supply Chain focal person for all DRC partners - local NGOs (capacity building & implementing partners) provide trainings and workshops to evolve and meet the minimum requirements of DRC and donor procedures. (12 partners in different areas)
- Ensure management of procurement contracts and trackers, and elaborate and implement internal control system via ERP systems, which ensures purchase orders / contracts are duly prepared, dispatched, and corrected on a timely basis whenever needed to ensure timely deliveries.
- Continuous studies and analysis with HQ and RO on monthly basis to maintain the needed modifications and compliance to all Procurement and logistics policies and guidelines at Country level due to the restrictions dedicated to some markets per Country operation.
- Ensure proper and fair selection / evaluation of suppliers and lead the high value tenders at country level with Country Director and appointed committee.
- Ensure country warehousing strategy is in place to meet programme needs, and warehouses are effectively managed and optimized.
- Ensure monitory and control over cargo dispatching turnover from/to DRC warehouse and partner’s storage with efficient assessment of the shipping facilities and storage location status depending on the nature of the goods - medical or normal consumable goods.
- Ensure that the fleet size is appropriately balanced in terms of cost effectiveness vs meeting programme needs, and that the fleet is managed, maintained and efficiently utilized.
- Providing driving tests in coordination with the safety department (theoretical trainings, eye test, practical tests)
- Maintain effective records and follow-up on all vehicle documentation including logbooks, fuel consumption, accident and maintenance records.
- Ensure effective asset and IT management / reporting, and disposal / donation strategies in accordance with DRC and donor requirements.
- Maintain clean assets records via DRC ERP system with relevant financial data / donor allocation and assets tags.
- Ensure effective housing and premises policy in place and proper apartments, offices selection in coordination with the safety department.
- Ensure effective premises contracts and negotiations at country level in coordination with DRC lawyer and relevant ministries / entities.
- Ensure proper training and capacity building for both support and non-support staff at country level to meet any modifications in the operations handbook or process’s.

- Determine resourcing requirements from programme managers, review budgets and shape base logistics staffing structure to meet programme delivery needs.
- Lead and ensure proper supply chain procedures and regulations / SoPs trainings for the operations and support staff including vendors, government and partners whenever needed.
- Support the drafting proposals and ensure that all logistics/procurement requirements and costs are adequately taken into account and procurement plans are ready for kickoff meetings.
- Manage the cash flow and budget allocations for support expenses at base level such as premises contract vehicle rent and running costs, and office supplies.
- Track and maintain proper and safe transport system and distribution channels to equipment and programme items to beneficiaries.
- Ensure proper follow-up on all base programme activities financial aspects via the monthly financial meeting with budget holders and finance.
- Define the fleet requirement for the base in coordination with programmes and head office and ensure proper follow-up on all vehicle needs, GPS and consumptions.
- Maintain effective- up to date assets records and updates asset lists and asset coding based in compliance with the assets handbook and donor’s regulations for assets transfers, donations and depreciation.
- Ensure all IT equipment are functioning properly and up-to-date meeting donor’s licensing policies.
- Provide the needed trainings and guidance to both programme and logistics team on the minimum operating procedures for donors.
- Ensure Shelter and Wash materials stored under suitable conditions and monitor their in/out movements with the needed warehousing procedures (stock cards/ bin cards)
- Ensure proper archiving system to all logistics and procurement documentations.
