Performed on the Client side in the core management team from Project start-up for the first two years to Project Delivery through to date. Participated on the Tender Evaluation process for the selection of the D&B Joint Venture Contractor (Qatari Diar-Vinci (QDVC)-GS E&C-Al Darwish Engineering). Managed the PMC (Jacobs) responsibilities as required by the Project and the Qatar Rail business. The Red Line South Underground Project base scope budget is US$2.1 Billion and comprises the design and construction of the underground works below central Doha, including 6 underground stations, 3 switchboxes, 1 Mid-Tunnel Ventilation Shaft (MTVS), and auxiliary structures between Msheireb Station and the Hamad International Airport. The RLS UG package comprises 32 km of bored twin tunnels at an average depth of 25 meters below ground level utilizing 5 tunnel boring machines (TBM) simultaneously. The Project has achieved structural construction progress SPI of 0.9 in all the stations, and SPI of 1.00 for the tunnel boring activities.

Responsibilities included performing as member of the Metro Program Project Controls Start-Up Task Force to carry out review of Metro Program Policies, Plans, and Procedures, and Development and Standardization of Project Reporting Dashboards across the Metro Program. Responsible for Development, Review, and Maintenance of Weekly, Monthly Reports, and Issue Register. Participates in Project Progress Review and other Project and Program Meetings with Client, PMC, and Contractor as required. Led implementation of the Corporate Codification Manual at the Project Level as a basis for the Project WBS. Monitors and manages PMC Project Controls Team. Responsible for providing rating on PMC KPIs related to Project Controls, Document Control Management, Quality, and General Performance. Leading the PMC Team in the Draft and Review for final Approval of the Integrated Project Controls Plans and Procedures implemented at Metro Program level. Performed as part of the Technical Tender Evaluation Team for the Design-Build Contract Package with emphasis on Project Controls, P6 Programme, TBM Strategies, and TILOS Time Chainage Diagram. Managing Project Controls and Reporting affairs between Project and Strategic Program Management (SPM) group and Program Management Office (PMO). Designated point of contact for coordination and processing of Requests for Change (RFC’s) with other internal Departments. Responsible for managing the Document Control Group and Processes in an Electronic Document Management System (EDMS) environment. Coordination of activities regarding timely responses to the Contractor from the Engineering, Stakeholder Management, and Project Controls Teams. Review and Approval of Certified Work and respective Invoices in the Oracle ERP Financial System. Review and Approval of Provisional Sums Tender Plans. Interface with the Contractor’s Project Controls Team to ensure submission of deliverables. Responsible for providing Project Budget Forecast to Finance Department to be used in the Company’s Quarterly Forecast to the Ministry of Finance. Contributing to strategic thinking and planning to resolve internal interfaces with other Qatar Rail Departments and other Projects to de-risk the Metro Program and the impact to the MSI Contractor. Provides monitoring, analysis and input on mitigation measures on Key Interface and Take Over Contract Dates (KITO Dates). Provide cross-discipline support as required by Construction Manager, Commercial Manager, Senior Project Manager, or Project Director. Actively involved with the Incident and Injury Free (IIF) safety program as IIF Champion. Directly supervised personnel include Qatar Rail Planning Manager, Financial controller, and Document Controller. PMC Project Controls Managers, Engineers, Planners, Cost Engineers, and Risk Manager report indirectly as part of an integrated Team. Reports directly to Senior Project Manager and Project Director.

Santa Clara Valley Transportation Authority -VTA- Program Management - San Jose, CA

Project Controls Manager. Responsible for monitoring, forecasting and reporting budget and costs for seven major programs comprising over 110 projects for a total of US$2.3 Billion. Responsible for providing financial management support to VTA Program and Project Managers. Transportation Infrastructure Programs and Projects include a complex network of Highways, Rail Transit, and Facilities in several cities within the Santa Clara Valley.

Responsible for managing and coordinating Project Controls efforts for the Sonoma-Marin Area Rail Transit (SMART) $700 Million Program. Actively involved in Program planning activities concerning scheduling, overall program cost estimate, budgeting, construction contract packaging, cost analysis, and monthly reporting. Executes monitoring and supervision of Project Controls personnel assigned to construction segment/phases within the Program when applicable. Reports to Capital Projects Director, and Program Manager. Established Work Breakdown Structure and Cost Breakdown Structure (WBS/CBS) for the overall Program. Teamed with Program Manager and consulting team to draft the Cost Estimating Methodology for the Program. Manages the overall Program Cost Estimate to propose and analyze different alternatives for Program development phases. Develops, cost-loads and maintains the Program Master Schedule in Primavera 6 environment, as well as, design, and project specific schedule analysis and review. Creates and maintains Program Master Cost Estimate. Ensures quality and accuracy of cost estimate information. Meets up with Capital Project Director to review Cost Estimate evolution. Creates and maintains list of Potential Savings and Additions to the Cost Estimate. Calculates cost estimate for different segment alternatives for construction package analysis. Produces Cost Estimate Summary reports for Upper and Executive Management. Generates Cash Flow curves on different scenarios for construction contract packaging strategies. Provides Cash Flow information to be input into financial forecast models for funding purposes. Integrates the Program Management Group (PMG) to discuss all-discipline Program related issues and action items. Teams with other interdisciplinary managers to develop Monthly Program Cost Reports, project schedules, and construction and development phasing. Prepares Project Controls Plan and specifications for construction projects.

SEATTLE AREA OFFICE-Bellevue Headquarters. Internal Project Controls Manager. Cost Engineer for the Northwest Region headquarters office. Provide Cost Control and Financial Management support to over 80 projects in the U.S. Northwest Region out of the Bellevue Headquarters office. Manage changes to contracts through Project Accounting Procedure documentation for every new task order for multiple projects across the Northwest Region. Update and provide maintenance to Project Accounting Procedures in the JACOBS Project Operations Dashboard (JPOD) On-Line System. Support accounting processes for the Region’s multiple projects. Other responsibilities include setting up and coordinating Operational Project Review Meetings on a monthly basis. Provide support and assistance to various project managers and projects, Regional Project Controls Manager, as well as Upper and Executive Management on an as-needed basis.

SEATTLE-TACOMA INTERNATIONAL AIRPORT-Port of Seattle-Aviation Project Management Group. Capital Improvement Program Primavera 6 Scheduler. Responsible for project specific scheduling for the overall program including Infrastructure, Security, Terminal & Tenant, Stormwater & Landside Groups, and Airfield & 3rd Runway Programs. Responsible for updating and maintaining the Program Schedule in a Primavera 6 environment.

WSDOT Construction Offices. Primavera 6 Scheduling Consultant. Review, analyze, and approve contractor’s Baseline and As-Built schedules. Develop WSDOT As-Built and Critical Path schedules as well as Progress Reports to WSDOT Project Manager with Critical Path analysis and recommendations. Advise WSDOT on alternatives and strategies to obtain better information from the Contractor for Schedule Updates and Maintenance. Progress, Update, and Maintain schedules in a P6 Enterprise Project Structure (EPS) environment. Provide training on best scheduling practices and Primavera Project Management software (P6) to WSDOT personnel.

Kirkland I-405 Stage 1 Design-Build Project, Kirkland, WA. Schedule Engineer/Environmental Compliance Engineer and QA/QC Engineer for this $47.5 million project for Washington DOT that included 4.2 Kms. of I-405 freeway expansion, bridge reconstruction, noise walls, MSE walls, traffic barrier, three mitigation sites, major stormwater management structures and ITS. Responsibilities included converting proposal schedule into baseline schedule and getting the baseline schedule approved by WSDOT. Provided schedule maintenance and update; cost and resource loading; five week schedule update and maintenance; monthly progress updates and reports; and job progress/cost control reports. As Environmental Coordinator managed environmental compliance efforts. As QA/QC Engineer provided quality assurance and control activities throughout the project, both field and administrative.

Kiewit Pacific Co. - Pacific Structures District Office. Vancouver, WA.
Estimating Engineer for estimates of various Bridge Structure Projects throughout the Western United States of America (WA, OR, CA, and ID) and Canada (AB, BC, and YK). Types of structures estimated included reinforced concrete noise walls, traffic barrier, precast girders, single span bridge foundation, substructures, and superstructures, massive steel structures, and massive steel bridges.

I-25 / I-225 T-REX Design-Build Project, Denver, CO. QA/QC Concrete Structures Inspector. $1.6 billion project for the Colorado DOT. The project involved 27.4 Kms. of combined expansion work on I-25 and I-225 in Denver, several bridge and structure improvement, tunnels, interchanges, light rail system and stations, parking lot structures, noise walls, MSE walls, pedestrian bridges and traffic barriers. Performed QA inspection on different concrete structures for over-sized shaft foundations for train stations, tunnel structures, retaining walls, noise walls, light rail ITS system, moment slabs, and bridges.

Facilities Services-Construction Unit, Oregon State University, Corvallis, OR. Construction Inspector for the Weatherford Hall Renovation, Dixon Recreation Center Expansion and the Cauthorn Residence Hall Water Pipe System Restoration project. Supervised and inspected major and minor construction jobs on campus. Led weekly construction meetings; monitored subcontractors, ensured permanent open communication channels with superintendents and general contractor’s staff, provided daily reports on construction progress and provided utility locates on field prior to construction work. Medical and Odontological Center COMFENALCO. Assistant Construction Manager/Senior Construction Manager Assistant. Responsibilities included budget and cost control, construction quantities survey, calculating and printing reports for senior construction manager’s office and for external auditors. Managed survey crew measuring completed work. Also evaluated construction progress and subcontractors’ progress payment. Prepared construction progress report for external auditors and owner. Urbanistic Design of Parque del Cacique Condominium. Engineering Assistant responsible for providing topographical revision, calculation of roads center line equations, calculation of coordinates of sewer points and caps, in addition to revision and correction of road center lines adjacent to the project as well as project boundaries. Also, generated, drafted and located the contour lines on the plans; project localization on drawings; preliminary urban planning design. Determined natural ground profile on road center lines, driveways and parking areas. Adjusted slopes and cross sections, elevated road center lines and other elements to define dirt moving.
