Introduction and Responsibilities: ➢ Summary: Subject project is sponsored and managed by Saudi Arabia Oil Company who is well known as "Saudi Aramco", giant of oil& gas, has both the largest proven crude oil reserves and largest daily oil production. It's operations span the globe which include exploration, producing, refining, chemicals, distribution and marketing.
CNCEC is a large comprehensive corporation, directly administrated by the State Council of China, specialized in EPC contracting of chemical, petrol-chemical project globally.
➢ Functions & Achievements: • Assist Procurement Manger to work out Procurement Schedule as well as to identify Long Lead Items in accordance with MTO, Project Schedule (ROS date), material lead time, etc.
• Assist Procurement Manger to work out Procurement Progress Report/Plan. Then follow the Progress Report strictly onward and keep it updated, foresee the total delay against P (plan date) in order to take advance action to make up time loss.
• Procure Engineered Material in line with (MR) Material Requisition, Progress Report and following project procurement process flow.
• Negotiate price, lead time, warranty, confirm terms& conditions to finalize the commercially most suitable vendor.
• Work closely with Engineering for pertinent issues: TBE, Technical Clarification, Engineering Change, MR Update, Documents Submittal, etc.
• Organize technical clarification meeting with vendors.
• Work closely with QC for submittal, IAP (inspection Assignment Package), PIM (Pre-Inspection Meeting), Inspection, etc.
• Management of manufacture progress after PO, including tracking, expediting, inspections, etc., in order to meet project progress.
• Issue shipping release/ further storage notification upon receipt of inspection release report from assigned 3rd party inspection, in order to meet project schedule.
• Evaluate the chosen vendors' performances based on its performance indictors
• Update Vendor Database and report to Procurement Manager
• Supervise and monitor main sub-contractor's procurement progress from MTO up to material receiving (ACWA Emirates LLC, subcontractor of Sewage Water Treatment Plant) as well as anticipate and eliminate any possible risk during execution, in order to meet project schedule and report to PMC weekly.

➢ Functions & Achievements: • Responsible for procuring engineered material, mainly are rotating equipments in accordance with (MR) Material Requisition, Progress Report, etc. to meet project schedule: • Responsible for bulk material procurement including civil material and construction tools& equipments.
• Negotiate Price, Lead Time, Warranty; confirm terms& conditions according to CBE Procedure to finalize the most commercially suitable vendor.
• Work closely with Engineering for pertinent issues: TBE, Technical Clarification, Engineering Change, MR Update, Documents Submittal, etc.
• Organize technical clarification meeting with vendors.
• Work closely with QC for submittal, IAP (inspection Assignment Package), PIM (Pre-Inspection Meeting), Open Package Inspection, etc.
• Prepare and issue PO following TBE&CBE conclusion and client's approval to submittal of proposed vendor's documents..
• Management of fabrication progress of the materials, including tracking, expediting, inspections, etc., and filing, in order to meet project progress.
• Issue Shipping Release/ Further Storage Notification upon receipt of Inspection Release Report from assigned 3rd party inspection.
• Check /review vendors' documents, including notes, invoice, packing list, quality certificates, etc.
• Evaluate the chosen vendors' performances based on its performance indictors.
• Update Vendor Database and report to Procurement Manager.
