• Project Management Consultant (PMC), Preparation of Telecom FEED documents and drawings.
• Detailed design of telecommunication systems generally used in the Oil and Gas Industry.
• As an Engineering Consultant, provides expert advice, construction and commissioning support to field implementation team.
• Responsible for executing all aspects of telecom related scope delivery and optimization of the design in most cost effective manner.
• Performs planning, managing, prioritizing and scheduling the workload and various project activities related to discipline scope.
• Reviews alternative methods and solutions for complex telecom engineering problems and selects the most efficient and economical option to achieve the design objectives and international standards.
• Responsible for telecom related engineering activities and deliverables, modeling inputs, project reporting and design integrity checks/reviews to ensure that all key issues are identified and mitigated.
• Review contract requirements for project execution, participates in the preparation of the Technical Document Register (TDR), identify requirements and scope of work; Specifications, Calculations, Drawings, Philosophies and other relevant documents.
• Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.
• Identify the scope of work & requirement and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify the total number of engineering deliverables, man-hour allocation, time schedules and other requirements for execution of the work.
• Plans and organize the issuance of telecom related engineering drawings and technical documents for Inter-Discipline Checks (IDCs) coordinate with other engineering disciplines in the integration of data inputs. Provide telecom related inputs for the preparation of plot plans.
• Review the ITB (Invitation to Bid) documents submitted during the proposal stage, issue inquiry requisitions, review vendor offers, prepare equipment, material and man-hour estimates
• Preparation of technical queries to vendors/client, participate in the technical evaluation of vendor bid offers. Prepare and review Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications, project requirements and are within budgeted costs.
• Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials. Ensure materials are obtained within scheduled timeframes and budgeted costs.
• Interact with Quality Assurance for quality issues; strictly ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests; facilitate audit procedures of engineering systems within the department.
• Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers, provide start-up assistance as required.
• Perform and check calculations, specify equipment, and solving moderate to complex engineering problems.
• Experienced working with remote engineering offices.

Responsibilities:
• Responsible for the project execution that includes: Design verifications, supervision on installation & mechanical completion, pre-commissioning, commissioning and takeover of the entire telecommunication package.
• Review contract requirements for project execution, vendor deliverables, organize the preparation of the Technical Document Register (TDR), Method of statements, identify requirements and scope of work; review Specifications, calculations, Data Sheets, Plot plans, General Arrangement (GA) drawings. Provide guidance and comments, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
• Closely working with Consultants & Clients on the project scope and document issues.
• Meet with vendor representatives, inspect vendor works and workshops, provide dispatch clearance and test certificates.
• Co-ordinates with the client about Telecommunications Regulatory Authority (TRA) of UAE for frequency and license issues of telecommunications equipment, and Etisalat for telecom related issues.
• Oversees a team of highly qualified engineers and technicians as well as contractors throughout the installation, testing and commissioning including the installation of the 70-meter telecom tower and Active shelter integration.
• Coordinates with other engineering disciplines to ensure proper integration of the equipment especially SCADA, PLC’s, RTU’s and Flow computers.
• Focal point for all telecom issues. Supervise contractors to ensure HSE policies/procedures adhere.
• Perform inter-discipline checks.
• Lead a team to undertake commissioning activities
• Implement & test telecom system as per project commissioning test sheets. Ensure temporary supplies and commissioning spares are adequate for the system testing.
• Plan, Monitor and assist in Vendor / Integrator activities as required. Act as project representative for the discipline during meetings with project team, customer discipline lead and relevant regulatory agencies such as certifying authorities, auditors, third parties, etc.
• Completely involves in the engineering and construction of the following projects:

 Abu Dhabi Company for On shore Oil Operations (ADCO) as Telecom Project Engineer for the Telecommunication system package in Construction of BQ Station facilities, RDS-1 and 16 inch Transfer Line Project with 15 oil wells and 10 water wells.

ADCO Telecom system includes:
1. CCTV System (Pelco - Explosion proof with washer tank)
2. UHF Digital Trunk radio System (Motorola MTR 3000)
3. Fiber Optic based SDH network (General Electric STM 1/4 - 155 / 622 Mbps)
4. Fiber Optic Cable laying, splicing, termination and testing.
5. Wireless System (Wimax connectivity for 25 Water and Oil Well Head Sites)
6. PAGA System (GaiTronics)
7. PABX System (NEC-NEAX 2400 IPX, FHF and Cybiotronics)

• Responsible for Telecommunication, TETRA and Security System Projects as well as maintenance in Qatar Petroleum (its subsidiaries), Ministry of Interior, Government and private sectors.
• Plans and supervise the routine/planning of maintenance activities, tests and modifications for various telecom systems. Performs hand-held radio and mobile phone bench repairs down to component replacement and soldering. Maintenance report & documentation.
