MAJOR RESPONSIBILITIES
• National Systems Development:
1) Support Legal, methodological, and instruments: To strengthen and develop systems and available suitable work tools for Decentralized planning and finance budgeting.
b) Institutional Strengthening: To develop and strengthen the capacity of provincial institutions in planning, monitoring and evaluation of their activities.
• Technical Assistance to Decentralized Planning and Finance: To ensure Provincial systems functioning with participatory Strategic Planning, Operational and budgetary, harmonized and integrated.
• Technical Assistance to Management and Plan Implementation: To ensure better implementation of decentralized management plans and District development processes related to implementation (procurement, financial management, monitoring, construction etc.)
• Technical Assistance to Strengthening the Internal / External relationship: To ensure the efficient, accountable and transparent public resources allocated at any local level.
• Technical Assistance for Knowledge Management: To ensure good knowledge management and dissemination of good practices to consolidate Decentralized Planning and Finance program.
• Technical Assistance for Overall Program management: To ensure good management of the National Decentralization Program.
• Advise the Provincial Technical Leaders in monitoring and evaluation of all activities of the National Decentralization Program;
• Advise the Provincial Technical Leaders on staff supervision and all operations in all departments.
• Actively participate in the identification and development of new proposals to other funding sources and ensure developed measurable targets and monitoring quality and evaluation systems.

MAIN DUTIES SUMMARY
• Build local technical and managerial human resources to sustain and expand accomplishments achieved and provide technical strategy and support for the entire project.
• Planning and implementing development assistance programs benefiting agricultural producers and processors.
• Undertake data collection and analysis; project research and development; training and workshop preparation and presentation; provision of technical assistance to project beneficiaries and communities; and oversee agricultural project implementation.
• Identify qualified local sub-contractors for agriculture project implementation.
• Preview approved agriculture subprojects and prepare for implementation.
• Improve local sub-contractors capacity through conducting trainings.
• Visit programs or projects as requested by the working plan and write a report on each field trip and provide feedback to all relevant persons in time.
• Oversee and lead activities focusing on analyzing and strengthen value chains.
• Liaise with Department of Agriculture and other related offices and programs to identify opportunities for institutional strengthening/capacity building.
• Assess the constraints in terms of farmer capacity, know-how, and asset levels, farmer organization, agricultural supply, post-harvest management, and marketing services and business development, finance for agricultural production, services and marketing, choice of appropriate crop or livestock regime for best returns to small farmers, and local and national institutional and cultural factors that limit the ability to increase income and sustainable livelihoods for small farmers.
• Support capacity development in marketing for livestock and livestock products; promotion, branding, pricing and communication strategies.
• Help the District production Staff to plan, implement and monitor the agricultural production related activities in the sub-counties.

MAIN DUTIES

• Assist National Societies in the region to develop and implement food security programs during the food insecurity .
• Monitor regional food security information systems.
• Provide food security technical advice and training to National Societies and Delegations.
• Ensure maximum management and programming integration between Nation’s food security activities and Organizational Development, Disaster Preparedness.
• Work for and promote the best possible coordination and cooperation between the International supported programs and those run by bilateral National Societies, Government, NGOs, UN organizations (WFP and FAO in particular), promoting high quality and complementary Red Cross programs.
• Contribute to develop integrated regional and in-country partnerships.
• Support National Societies in developing monitoring capacity for food security programs by building on systems and developing impact indicators.
• Be prepared to contribute to budgeting and fundraising efforts for the Unit and to be budget holder if delegated by the Project Coordinator.
• Use qualitative and quantitative assessment procedures to identify and build up a profile of beneficiaries, their responses to displacement and their resultant needs.
• To establish appropriate distribution channels.
• Monitoring and evaluation of the distributions essentials
• Assisting the Head of Project/food security coordinator in understanding the development of the current food security situation and how that may impact future interventions in the area (synthesize assessment and evaluation reports and discuss their implications and possible responses with the Head of Project and other interested parties).
• Liaise and collaborate with local/international partners and representing ERU in agricultural/food security meetings with local authorities, partner organizations and Government bodies.
