Manages and coordinates company's health, safety and environmental function across sub-functions such as environmental health and health and safety to meet company’s business requirements. This is the top health, safety and environmental position for a specific location but is governed by policies and frameworks established by the larger corporation.
Representative Activities
- Working within corporate strategies and policy frameworks, designs, proposes and implements health, safety and environmental strategies, guidelines and procedures within broad principles and policies set by the organization to meet HES requirements supporting short and long-term business needs.
- Advises management on government regulations relating to environment, health and safety, and recommends necessary action to attain compliance.
- Oversees programs for existing and potential environmental, health and safety concerns and recommends resolution.
- Develops programs for environmental remedial action and leads teams for critical incidents.
- Maintains relationships with regulatory and government agency personnel.
- Manages and motivates subordinate staff; reviews and assesses performance, builds employee capacity, supports their professional development and enables employees to optimize their contribution to the department.
1. Formulate EHS policies, procedures, objectives and targets and implement audit programs so as
to achieve the company’s goals and meet regional and government EHS workplace requirements.
2. Identify the overall education and training needs on EHS programs of the company and propose
to management the implementation of such programs to ensure that the employees understand,
accept and support the relevant requirements.
3. Investigate and report to the management incidents and accidents occurring on site and identify
the root cause of the problems and recommend remedial and preventive measures including the
necessary actions to prevent recurrence of such incidents.
4. Establish and maintain EHS documentation and keep updated files of mandatory safety rules and
regulations, training, inspection and audit records to ensure EHS activities are properly
documented and filed according to needs.
5. Coordinate with Logistics on TDS issues and act as the Safety Adviser in case there is no TDS
Adviser on site. Attend TDS related trainings.
6. Prepare safety review documents of planned new site facilities and participate in the deliberation
of such reviews.
7. Implement programs for existing operations and future business activities including audit, ISO
9001 and 14001 certification application/confirmation, etc. in order to secure the compliance
with mandatory regional standards and adequacy relative to company conditions.
8. Conduct and sustain EHS audits, training programs, actual drills with Saudi BASF employees and its
facilities to ensure compliance to EHS Management Systems.
9. Formulate Emergency Response Program in coordination with top management.
10. In his absence or during his annual leave, the Operations Manager is taking over of his duties and
responsibilities.
- Ensures the implementation of a detailed, task level, day to day Safety and Health program, utilizing the EH&S work process, standards and procedures. With guidance from the EH&S Delivery Leader, ensures all plant needs are covered in the program.
- Initiates requests for change to the EH&S Delivery Leader to improve the best knowledge and experiences.
- Ensures that the safety & health aspects of Operating Discipline are adequate and applied to achieve Safety and Health performance goals. In most cases, would perform the role of Section / Element Owner for the Safety section of Operating Discipline.
- Acts as the department resource for related Safety and Health information on procedures, guidelines and standards.
- Department contact for Safety and Health issues.
- Coaches teams and individuals on Safety and Health related tasks and activities.
- Assists in developing and achieving area or plant Safety and Health goals.
- Ensures compliance tasks are completed.
- Performs / coordinates Safety & Health monitoring, data collection, analyzing & reporting for the Plant
- As required, participates in the Safety and Health related reviews and projects.
- Coordinates the schedules for audits in the Safety & Health related areas
- As required conducts and documents investigations of incidents and ensures follow up actions to prevent re-occurrences that are addressed
- Lead Root Cause Investigations on any injury and Category IV Loss of Primary Containment incidents
- Populates the One Stop Communication tool on a regular basis.
- Implement Reactive Chemical protocol for the department/site
- Perform Housekeeping audits
- Lead BBP, Behavior Based Performance, and STAC, Safety Task Analysis Card, programs for the department
- Maintain safety documentation, including MSDS and Safety Training books
- Accountable for the plant’s “Equipment Training Process” steps that are assigned to this role
- Participates in the MOC (Management of Change) process
- Conducts EH&S Return to Operations reviews
- Participates in approval process of new equipment and upgrades
- Manages hazards reporting
- Lead/participate in RCI’s for EH&S events and missed compliance tasks.
- Manage and audit safe behaviors including analysis of Behavior Based Performance processes.

- Met the objective on Basic Safety and Health Procedures and Dept. Quality Manual.
- Determined priorities and completed work assignments in a timely manner.
- Monitored process performance (samples, levels, temperature, etc.), and responded appropriately to deviations.
- Ensured quality work with minimal supervision and achieved PVC plant goals
- Participated in plant safety and quality programs and adhered to safety policies and procedures.
- Identified and troubleshoot equipment operating problems and upsets.
- Monitored all equipment and systems; and made adjustments in order to safely produce quality products.
- Assisted in developing and complying with SOP's and assisted in training and coaching of personnel in the SOP's.
- Troubleshooting and locating equipment on P&ID. Got familiar with differences between DCS and SCADA systems.
- Learned Isolation procedure of major equipment during November 2014 shutdown.
-Visiting various business and industrial premises to inspect processes and procedures and ensure good health and safety practice.
-Ensure that safety operations are in compliance with OSHA standards.
- Investigate and report on any workers compensation case, employee injuries, equipment accidents and property damage.
-Ensure workers are provided with suitable protective equipment, such as eye goggles, ear protectors or appropriate types of gloves and clothing.
-Investigating procedures for working in hazardous environments or with potentially harmful substances.
-Conduct risk analysis and issue safe work method statements regularly
- Conduct monthly employee safety audits, issue audit reports and make necessary changes in the standard procedures
- Carry out safety inspections and incident investigations.
• Awareness and understanding of all legal Safety Health and Environmental rules and regulations/ legislation and procedures in the company to ensure the compliance of the same;
• Ensure that subcontractors operate in a safe manner and comply with the project HSE procedures;
• Liaise with departments and clients in controlling the permit to work system;
• Carry out regular and random inspections on all sites and record results;
• Record and compile HSE statistics;
• Maintain the necessary HSE related records;
• Develop and implement safe systems of work for the project in conjunction with the HSE Manager of the company.
• Ensure that risk assessments have been carried out where necessary;
• Ensure the use of protective clothing and equipment for the job;
• Report unsafe conditions or defects in plant or equipment to the Construction Manager and Project Manager;
• Report any injuries resulting from work activities;
• Investigate into site incidents and analyze causes and associated preventive actions;
• Ensure the maintenance of a high standard of housekeeping at all times;
• Conduct HSE induction for the site workforce;
• Conduct tool box training for labours;
• Continually inspects the work areas to identify unsafe acts and conditions and advises line supervision of those that cannot immediately be corrected;
• Assists with incident investigations and compilation of complete reports in a timely manner;
• Monitors the system of maintenance and inspection of firefighting equipment
• To maintain emergency preparedness and initiate emergency response, conduct mock up drills;
• Observes condition of machineries and equipment, reports deficiencies to concerned department;
• Stops work if imminent danger exists and informs concerned;
