Program planning, customer relationships, HSE & quality:
Contracts drafting, evaluation, negotiation and execution
Establish and maintain relationships with both the client and external customer
Key focal point of contact for customers on contractual matters. Act as contractual “middleman” between company employees and customers, ensuring timely review and approval / reconciliation of variations
Provide guidance on contract matters to project managers or other operational staff, as needed
Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation
Coordinate / support project team for EPC deliverables in Engineering, Procurement & Construction
Ensure that contracts and proposals are properly entered into organizational databases and securely maintained including close coordination with project / operations team for collection of data’s for future bids
Handle on-going issue and change management
Monitor transaction compliance (milestones, deliverables, invoicing etc.)
Ensure contract close-out, extension or renewal.
Analyze progress reports, updated costs and forecasts
Ensure correct commercial engagement of subcontractors
Ensure weekly review of progress, budget resources and forward planning are carried out, and look ahead programs are in place
Chair and attend internal and external meetings and ensure the production of accurate records of any discussions and actions
Set the highest possible standards of leadership in promotion of HSE procedures and best practice, ensuring compliance with Company procedures and legal obligations
Ensure Inspection Test, ITP’s, QA/QC Plans are in place on a timely manner & promote best practice
Timely notification of variation to contract (VTC), preparation & evaluation of technical and commercial variation in close coordination with the project team
Coordination with customer / client for timely approval of technical & commercial variation to contract (VTC)
Project delay analysis in close coordination with execution team & involvement in preparation of recovery plan
Preparation & submission of extension of time (EOT) related to project delay with proper justifications / reasons
Work includes complete budget life cycle, implementation, Control and close outs. Establishing the budget and control concepts, Authorization for expenditure, transfer (AFE, AFT etc., )
Reporting and maintaining business KPI's and objectives for Capital, EOM, MM & OPEX budgets. Expenditure Control, Commitment initiation, follow-ups till closeouts.Plant equipment asset management, work order evaluation etcetera.
Five year business plans and close coordination with shut down plans.
Carry out analysis of budget variances and issue variance reports to the department manager and section heads.
Issuing timely cost reports together with trending and forecasting to enable proactive financial controls to be applied by department manager and section heads
Ensure correct posting of cost against the operating and capital budget account numbers by monitoring all maintenance expenditure & coordinate the audit plan for the department and follow up recommendation for implementation - time to time for the different cost centers and cost control parameters.
Main responsibilities on monthly, quarterly & yearly accruals finalization and to confirm with ledger reports & prepare fixed asset form and assets capitalization. Update asset register, initiate asset retirement request, asset transfer request, asset write off form.
Ensure development & implementation of competency cased training & development programs, through use of
Personal Development Plans (PDP’s) and UAE Nationalization directives.
Preparation of Yearly and five (5) year business plans with in the Habshan & Habshan-5 - maintenance Group on yearly basis in line with Company strategic objectives and Shareholders recommendations and guidelines.
Preparation of yearly and five (5) year direct purchase of EOM, MM, Capital items and Operating items related materials for engineering & technical support division in line with commercial division guidelines (Plant)
Developing, performance measures (Key Performance Indicators KPI) of engineering & technical support division to align the business activities to the organization strategy and to functioning as focal point for KPI for the technical group.
Activities establishing & automating progress tracking Registers for EPC contracts (Example : engineering, procurement services, sub-contracting services, manufacturing & delivery of bulk materials-equipment & packages, on-site works quantity based progress tracking systems)
Micro level planning of plant shutdown-oriented activities and establish hourly progress tracking system.
Key focal point for Chart of Account and ensuring all the user to familiarize with the code of practice.
This is the short term assignment and therefore the job limited with scope, schedule, cost distribution and adequate preparation of working budget vs revenue budget and mark the profit ratio for the project and contractual life cycle. The main accountability and responsibility includes the client requirement in reference with cost, revenue on billable data conversion (external) and working budget control template chart, initiation, scope finalization with stakeholders.
Senior Project Controls Specialist (PCO) is responsible for supervising and coordinating activities on allocated projects, as well as the legitimacy of the work assignments for allocated projects & personnel. Responsibility includes corporate governance, procedure compliance and should provide technical leadership to Global Project Control (GPC) personnel allocated to the PCOs assigned projects.
Responsible for maintaining GPC procedure compliance & standards to help achieve global consistency accountable for accuracy & timely delivery of all project & management estimates, reports & forecasts for costs & schedules on allocated projects including quarterly exception report
Ensuring that all project control activities such as project administration, change management, project estimating, cost management and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements
Support PMs in controlling & following up with Honeywell & 3rd party subcontracting deliverables, performance, & cost Invoices
Responsible for the development of scope, schedule, budget and estimate to complete data for assigned tasks. Lead in the creation of Work Breakdown Structure (WBS) and development of schedules and budget data (including resource loading) for those WBS elements
Support PMs in managing and maximizing project margins & analyzes unit rates to the extent that corrective action can be taken to minimize project losses assembles and compiles schedule and cost data and inputs into the project control database and provides output to the project team
Supports the project management team in maintaining timely and effective change management processes, procedures and systems
Develops and maintains status reports including: labor productivity, schedule status, financial analysis, cost performance
Reports and earned value curves reports
Review weekly % billability for personnel on allocated projects
Ensures the accuracy of earned value data on allocated projects active participation in project review meetings & provides clear, accurate project assessments & gives proactive advice to drive successful project completion.
Preparation of March chart till final baseline schedule for the Dukhan Road project, Doha, Qatar.
Periodical schedule development up to level 4 schedule which includes contractual rates loading for monthly billable and monthly executable schedule follow-ups.
