Position: Site Manager / Assistant Project Manager (I managed the project which is worth 18 million KWD)
• Develop the commissioning program, manage its implantation and ensure that adequate resources have been allocated on the ongoing projects: 300/132/33kV S/S Jahra “X”, 300/132/33kV S/S Kifan “W”, 33/11kV S/S Um Al Aish “M”, 132/11kV S/S Saad Al Abdulla “A”, “B”, “C” & “D”.
• Responsible for day to day management of Project Qurain “W” S/S 300/132/33/11 kV in West Kuwait. Contract negotiations on behalf of MELCO with subcontractors: CCC- main civil subcontractor, Minimax - fire fighting system, Siemens - telemetry and telecommunication, ABB - intertrip communication, China Cable - HV power feeder cables, Viscas - HV power transformer cables and cable tails for OHL 300kV
• Managing key stages of Project:
1. Engineering (civil engineering, detail electrical design and engineering),
2. Procurement (main equipment procurement: GIS equipment and power transformers, BOP procurement and small BOP procurement)
3. Construction (civil works, electrical installation works, commissioning and testing works and energization)
• To ensure that project schedule is followed strictly. This schedule I have prepared in Microsoft Project Software and timely submitted to the Client MEW and main office in Japan.
• Supervising executed staff personnel and communication the results of progress (daily, weekly and monthly)
• Estimating Project costs and cost control (by Material Requisition Form, delivery notes, invoices and other supporting documents) during the entire project lifecycle
• Establish, track and control project scope and risk
• Establish of Project Chart Organization, Quality Management, Safety Management, Material Management, Site Office Management, Tools and Equipment control, Drawing and Documentation control
• Develop the commissioning program, manage its implantation and ensure that adequate resources have been allocated on the ongoing projects: 300/132/33kV S/S Kifan “W”, 33/11kV S/S Um Al Aish “M”, 132/11kV S/S Saad Al Abdulla “A”, “B”, “C” & “D”.
• Develop the commissioning program for FTOAC application, manage its implantation and ensure that adequate resources have been allocated on the following projects - completed in December 2006: 132/33/11kV S/S Menegeesh “C”, 33/11kV S/S Um-Qudair “N”, 132/11kV S/S Burgan “B”, 132/11kV S/S Rawdatain “C”, 132/11kV S/S Shuhadaa “B”, 132/33/11kV S/S Wafra “B” (Joint Operations: Kuwait Oil Company & Saudi Arabian Texaco), 132/11kV S/S Fahad Al Ahmad “C”, “D”, 132/11kV S/S Khaldiah “B” and Subiya P/S (300kV GIS extension).
- Act as primary interface between Commissioning and Erection team, general management level and support negotiations with local authorities in Kuwait.
- Report hierarchically and operationally to the Project Managers and General Manager in Japan.
- Manage the erection and commissioning phase of the project and develop the erection and commissioning strategy and manages its implementation through to Substations.
- Lead the Site commissioning organization and provide technical liaison and resolve technical problems as they arise from all interfaces of commissioning and protection engineering and inspection. Prepare Minutes of meeting, Site reports and Progress reports.
- Review the construction program and systems completion dates and confirm their acceptability for commissioning, advising any deficiencies to the General Manager.
- Ensure that safe systems of work are developed for all site activities. Monitor safety for men and equipment during complete erection and commissioning time.
• Supervision and preparation of the following Tenders for Rehabilitation of National Control Centre - Donation of Government of the Swiss (SECO & COLENCO - Baden) (I managed the project which is worth 15.3 million CHF total):
- Protection relays in HV network 110 kV, 220 kV, and 400 kV
- HV Mobile Laboratory
- Instrument transformers (CT & VT) for 110 kV and 220 kV network
- Energy meters
- Standard test devices for energy meters
• Manage the following activities:
- Manage of executing team for monthly reading of memory cards & maintenance of energy meters in network 400kV, 220kV & 110kV.
- Relay protection study, improvement of the relay protection systems, network fault calculations and protection relays setting proposals in the HV Transformer Stations, Thermal and Hydro Power Plants. Analysis of network disturbance short-circuits and load flow.
- Telecontrol and telemetry systems for primary & secondary regulation of active power and system voltage.
- Cooperation with Professor Harald Weber from University of Rootstock - Germany, regarding excitation systems and AVR systems in the Power Plants and primary & secondary regulation of active power and system voltage for HV networks.
- Since November 2003 I am member of Europe UCTE Working Group for Operational Handbook “Emergency Procedures” (UCTE OpHB policy 5).
- From 15th till 22nd February 2004 I have attended training course for ZMD&ZMQ electrical meters in factory Landis+Gyr in Zug, Switzerland and gained certificate for installation, commissioning and parameterization of these type of meters. Also, I have been on presentation in Factory MTE for production of Meter Test Equipment in Zug.
- From 22nd till 25th March 2004 I have attended training course for ACTARIS SL7000 electrical meters and using the AIMS7000 software and gained certificate from GANZ METER Company Ltd. - Hungary for installation, configuring and reading of these types of meters.
• Manage the following activities on the BOO-Project (ISLA Refinery - New Power plant) for MHI (Mitsubishi Heavy Industry) in Curaçao, Netherlands Antilles:
- Communication with Client, Reporting to Electrical Project Manager.
- Supervision and coordination with all interfaces of commissioning and protection systems, Projects correspondence, Site reports and Progress reports.
- Preparation of all Site Test Sheets, Procedures and Method statement for testing.
- Cable data bases.
- All erection works for 30, 15, 6.6 & 0.4kV systems.
- AC & DC Systems Testing.
- Earthing System.
- SCADA System Testing.
- Primary, secondary & stability tests.
- Testing of following protection terminals: ABB and Mitsubishi.
- DCHV Tests for 15 & 6.6kV cables.
- ABB’s SWGR 30, 15 & 6.6kV installation & testing.
- NORTEL telephone system installation and testing with FOC cables.
- Integration work between old and new Power plant.
• Manage the following activities for the 132/11kV Substations: Al Yarmouk “A”, Mina Abdulla “G”, Zahraa “A” and Shuhadaa “A” in Kuwait:
- Negotiation with Client - local authorities in Kuwait.
- Manage the commissioning phase of the project.
- Procurement of all necessary primary & secondary test equipments.
- Supervision and coordination with all interfaces of commissioning and protection systems, Projects correspondence, preparing Minutes of meeting, Site reports and Progress reports.
- Preparation of all Site Test Sheets, Procedures and Method statement for testing, according with technical standards and IEC rules.
- Cable data bases.
- AC & DC Systems Testing.

- CT & VT Testing.

• Manage the following activities on the S/S GIS 400/132 kV Nahda Project in Dubai-UAE & S/S 220/66/11 kV El Siuf in Alexandria-Egypt:
- Communication & negotiations with Client. Reporting to Project Manager
- Supervision and coordination with all interfaces of commissioning and protection systems, Projects correspondence, preparing Minutes of meeting, Site reports and Progress reports.
- Preparation of all Site Test Sheets, Procedures and Method statement for testing, according with technical standards and IEC rules.
- Remote End-Protection Change for Power Station Abu Qir in Egypt.
• Manage the following activities:
- Member of the team responsible for: relay protection study, improvement of the relay protection systems, network fault calculations and protection relays setting proposals in the HV Transformer Stations, Thermal and Hydro Power Plants. Analysis of network disturbance short-circuits and load flow.
- I worked as a Power System Control Engineer and used following systems: SCADA/EMS systems, VF communication system, radio-relay system, SIEMENS digital telephone exchange, telecontrol and telemetry systems for primary & secondary regulation of active power and system voltage. Member of the International team which have been responsible for many “live” tests of parallel operation of the electric power systems. These are electric power systems within second UCPTE synchronous zone (EPS-Serbia, EPCG-Montenegro, NEK-Bulgaria, CONEL-Romania, MMW-Hungary, KESH-Albania, ESM-Macedonia, PPC-Greece and ERS-Republic of Srpska).
