Function
Provides a direction and focus to the achievement of the Company's goal of zero incidents and objectives by assisting the management of the company in developing, facilitating and leading the implementation of the Company's HSE Management System.
Tasks and Duties:
 Develop and update policies, influence management at all levels to embrace and implement the requirements of HSE programs, and to include specific HSE goals' in their overall business plans.
 Identify the legal and client HSE requirements and obtain necessary permissions for the new set ups
 Manage subcontract HSE issues to align common goals and objectives with those of client
 Establish, maintain and measure the Company's HSE performance against established standards and facilitate the process of building employee ownership of the HSE programs and procedures.
 Ensure and participate in the development and implementation of an annual HSE Training Plan. Review and approve training proposals, including the assessment of external sources.
 Plan and Conduct technical safety audits, hazard (what if) analysis incident investigations through root cause analysis and loss causation model techniques at all levels and sites of the organization.
 Maintain data, reports, reviews and effectively follow up on incidents to ensure recommended actions have been taken by management reviews and communicated as ‘alert’ across the worksites/offices
 Identification of hazards for worksites and development of control measures to keep risk levels to ALARP through HAZOP, SIMOPS, Task Risk Assessment, Job Safety Analysis and communication of risks to all concerned
 Formulate and implement ERP for the vessels/yards/onshore worksites, keep it updated, training /drills as per ERP and performance monitoring by ‘Lesson Learnt’ techniques
 As part of PMT, support Project at all stages and core processes on HSE issues to achieve deliverables :Develop Project EHS plan, Project Security Plan, Task Risk Assessments, Emergency Response Plan, Waste Management and medical evacuation, Bridging document, equipment and trade certifications etc

Role: Head- QHSE for 3 offshore oil/gas processing plants
• Led a team of 10 Safety Officers and Firemen to ensure high standards of health and safety for 3 offshore oil/gas production and processing platforms employing circa 900.
• Developed integrated work permit system for entire Western Offshore

1.Identify and draft HSE initiatives with the focus on execution and KPIs
2.Responsible for formulating, coordinating, monitoring and implementing safety programs within plants and for new projects including training content.
3.Conduct technical safety audits, process safety, incident investigations through root cause analysis and loss causation model techniques.
4.Undertake project and routine QHSE specific plan development during tenders.
5.Launch QHSE project management and undertake review, risk assessment, HAZOP, HAZID studies, audits and inspections
6.Establish QHSE yearly objectives and budgets allotment for HSE related activities including procurement and maintenance of safety equipments
7.Conduct safety and/or environmental audits and inspections to ensure compliance to regulatory requirements.
8.Keep track of company/international regulations in related production, processing, handling, storage
9.Conduct orientations and distributes literature to implement and promote safety and/or environmental
10. Collect HS&E performance data, analyse and interpret scientific and technical journals, financial reports and regulatory documents.
11. Prepare information for the management in response to questions or concerns from employees, managers, clients and the general public.
12. Liaise with governmental bodies in relation to HSE local requirements.
13. Work for company certification for ISO 9001/2000 (Quality Management system), ISO14001(Environmental Management System) and OHSAS 18001 (Safety Management System), ISRS Level-7, Top side facilities recertification
14.Support the development and operation teams at offshore in delivering a continual improvement culture.
15. Monitor and Manage occupational health of employees by periodic medical examination(PME)
16. Coordinate HSE training for offshore personnel and contractors as appropriate. Monitor Contractor training programmes to ensure delivery of competent and safe workforce.

1 Analyse accidents and recommend actions to update the programs to control and minimize losses. Prepare reports on accident statistics, analysis of HSE incidents and follow up till completion.
2 Assist in formulation and development of safety programs, which includes procedures, practices and guidance and system improvement.
3 Quality control assignments for maintaining the quality and reliability of products, facilities, materials and services
4 Develop, conduct & supervise practical emergency simulations exercises for situations-HC Leakage, H2S leakage, well blow out, ESD/FSD, Vessel collision, man overboard, platform evacuation, medical emergency etc, training programs, safety meetings
5 Carry out Risk Assessment, HAZID and HAZOP study as a team member, identify hazards & recommends solutions. Review designs of new projects/modifications to ensure compliance with safety.
6 Ensure that all safety equipment -Life saving & fire fighting and first aid facilities are kept in working conditions. Integrity checks of other process and safety systems such as F&G system.
7 Participant in incident control during accident, emergencies or environmental pollution at installation and remain on-call for 24 hours.
8 Prepare Departmental Monthly Progress Report for Management Review.
9 Design, Develop and conduct Safety Training Programs for Company & Contractor Employees.
10 Planning and monitoring of schedules plant safety inspections.
11 Enhance cultural awareness and personal responsibility of all employees and contractors, and improved knowledge of offshore employees in HSE technical disciplines
