• Lead the development and implementation of contract-wide Health, Safety, Environmental, and Security (HSES) programs, ensuring full compliance with applicable legal requirements, client standards, and industry best practices.
• Oversee industrial hygiene monitoring, environmental performance evaluation, and implementation of corrective and preventive actions.
• Design, deliver, and evaluate HSE training programs, including development of training materials, tracking compliance, and assessing organizational training needs.
• Manage and monitor subcontractor HSES performance, ensuring alignment with project safety standards and reporting requirements.
• Ensure full compliance with Combating Trafficking in Persons (CTIP) requirements by conducting regular inspections, verifying worker welfare facilities, and ensuring fair labor practices in accordance with contractual obligations.
• Support project planning and execution by integrating safety measures to maintain a safe working environment at all times.
• Lead and participate in accident and incident investigations, perform root cause analysis, and implement effective corrective and preventive actions to avoid recurrence.
• Implement, monitor, and continuously improve safety programs and initiatives across all project phases.
• Promote sustainable and environmentally responsible practices, including waste management strategies such as Reduce, Reuse, Recycle, and Repurpose.
• Maintain accurate environmental records, including waste disposal, water usage, sewage, and hazardous materials tracking.
• Conduct routine site inspections and audits to identify unsafe acts and conditions, ensuring timely corrective actions are taken.
• Provide regular HSE performance reports (weekly and monthly), including data analysis, trends, and recommendations to site and senior management.
• Facilitate toolbox talks, safety meetings, and awareness campaigns to strengthen safety culture and workforce engagement.
• Deliver and support HSE training programs for employees at all levels to ensure competency and compliance.
• Ensure proper maintenance, inspection, and readiness of firefighting and emergency response equipment.
• Provide continuous HSE oversight, guidance, and support to contractors to meet project safety objectives and regulatory compliance.
• Ensure strict adherence to QCS 2014 and all client-specific HSE requirements throughout project execution.

• Establishes a contract-wide environment, safely, and health program which includes; compliance; and behavioral monitoring program that conforms to applicable legal and other requirements; knowledge of industrial hygiene evaluation processes and equipment; Environmental program evaluation, corrective actions, and monitoring processes; Training program to include development of training packages, measuring training effectiveness, monitoring training compliance, and gauging the training requirements of the organization and manage subcontractor SHES program monitoring and reporting.
• Conduct CTIP (Combating Trafficking in Person) to ensure all workers’ welfare facilities are in place as per standard and cross inter to ensure all workers are paid according to their contract.
• Assist planning and safe execution of work at the workplace to ensure that a safe work environment is always maintained.
• Conduct investigation of Accident and / or Incidents and suggested preventive solutions.
• Implement Safety Programs and monitors its developments.
• Conduct regular CTIP inspection (Combating Trafficking in Person) to subcontractors to ensure the welfare facilities provided to all workers as per standard.
• Promote ecofriendly construction such Refuse, Reduce, Reuse, Repurpose and Recycle.
• Generate daily records of general waste disposal, water consumption, sewage and chemical waste.
• Continually inspect the worksite/areas and identify unsafe acts and conditions, and advice management of those need immediate attention and actions.
• Conduct and support SHES -related incident investigation, participate in root-cause analysis, determine corrective actions, and communicate lessons learned reports as needed.
• Provide line/site management on a weekly and monthly basis with analyzed trends and statistics on all HSE matters.
• Conduct regular tool-box meetings and HSE meetings.
• Conduct/Assist in HSE training of all levels of employees.
• Ensure the effective system of maintenance and inspection of firefighting equipment is implemented.
• Conduct occupational safety oversight, monitoring, support and guidance for all contractors on-site to meet the expectations of the project’s safety strategy and maintain regulatory compliance.
• Ensuring compliance with QCS 2014 and the Client’s requirements and procedures within the project activities.

• Conduct Safety Induction for all new employees and run update sessions regularly for all existing employees.
• Assist in TBT (Preparing Toolbox Topics and assisting for conducting TBT).
• Perform and conduct Risk Assessment, Pre-Task and Health Hazard Analysis and Health Hazard Recognitions.
• Encourage employees to report any issues/concerns regarding HSE to their line management through Hazard Observation Card Procedure.
• Prepare internal HSE weekly reports and daily site inspection checklist.
• Ensure hazard identification & risk assessment are carried out for all activities and ensure the safe control measures are identified and set in place.
• Maintain a good relationship with the site supervisor for implementation of the H&S requirements.
• Engage with general workers and promote a positive H&S culture on site.
• Assist the HSE training supervisor in the preparation and delivery of H&S training.
• Performs Internal Audits on a frequency basis according to audit plan.
• Participate in safety meetings, audits, performance evaluations, and inspections to provide input and expertise where necessary.
• Monitor and inspect contractor PTW system if they are compliant.
• Carry out comprehensive H&S inspections of the workplace and continuously monitor day-to-day work in progress.
