• Overall HSE supervision of Rig and Contractor’s personnel in compliance to the Company and International HSE Standards and the best HSE practices.
• On Scene Commander for onshore/offshore Tier 1/Tier 2 Oil Spill Response Plan;
• Inspecting and verifying daily and monthly HSE Reports related to inspections, audits and hazard observations
• Organizing and leading Weekly and Monthly HSE Meetings on the Rig
• Participating to TBTs for day and night shifts
• Consulting and assisting Contractors HSE in improving their performance
• Liaising with Local Authorities - Marine Inspection, Emergency Department, Drilling Emergency Rescue Department, and Environment Protection Department etc.
• Supervision of all HSE drills/exercises performed by drilling contractor.
• Conducting scheduled facility audits to ensure compliance with the HSE procedures.
• Leading or taking part in Incident Investigation Process.
• Reviewing and making comments and recommendations to Contractor’s HSE personnel while development of procedures, instructions and flow charts.

Controlling compliance with laws and regulations in relation to labor protection, health, sanitary safety and fire safety;
* Controlling compliance with the laws and regulations in relation to protection of the environment;
* Controlling compliance with requirements of regulating authorities performing technical supervision and liaising with such authorities
where necessary;
* Supervising compliance personnel and giving advice as and when required;
* Liaising with regulatory authorities, preparing and making routine submissions under the supervision of the Chief Executive Officer.
* Preparing technical evaluation and other materials;
* Inspecting the design of existing fire protection systems in Hydro Power plants
* Working with Planning Department for improvement of old Fire System design in plants to adhere to modern fire protection standards
* Undertaking immediate actions in case of any emergency and informing the Chief Executive Officer of the Employer;
* Producing analytical reports in respect of the above for the Employer’s management with a regular frequency;
* Promoting safe working environment;
* Developing and implementing corporate Integrated QHSE Management system;
* Developing and implementing internal HSE standards and procedures in full compliance with local and international HSE standards;
* Developing and organizing HSE related training;
* Reporting HSE incidents and near misses to the Employer;
* Supporting relevant Hydro Power Stations personnel during the Incidents and Near Misses investigation process, assisting in the
development of the Preventative and Corrective Action Plans;
* Developing and implementing Unsafe Actions and Unsafe Conditions Observation Program;
* Participating in external and internal HSE audits;
* Assisting in developing and implementing Emergency Drills Program;
* Holding monthly HSE meetings with all Hydro Power Stations staff in attendance;
* Control HSE performance of the contractors and subcontractors.

• Supporting Logistics operations in achieving Goal Zero.
• Ensuring appropriate logistics HSSE strategies, systems, policies, standards, and tools are in place and functioning throughout the Kashagan Venture.
• Maintaining strong, working relationships with other Kashagan HSSE representatives and Contractors HSSE.
• Managing Logistics HSSE staffing & resources (HSSE Techs, HEMP, Medical, health-related IA) and budget to deliver:
- HSSE training programs and resources
- HSSE performance reporting
- Logistics Operations HSSE plan review/approval
- Contractor HSSE management
- Office safety
- Corporate NCPOC HSSE initiative rollout
• Organizing Transport Safety Steering Committee meetings
• Reviewing NCPOC Logistics Department Contracts

Responsible for overall HSE in Caspian Region (Kazakhstan and Azerbaijan).
• Support and Coordination of HSE team activities.
* Leading, directing and supervising staff of HSE professionals under general direction in the various disciplines for the implementation
of HSE programs, processes and strategies over defined locations (Caspian Region -Kazakhstan, Azerbaijan & Turkmenistan).
* Coordinating the delivery of HSE products and services to operations and shared services personnel, in support of business
acquisition and execution.
* Duties may span across all business sectors, but are likely to be a location specific.
* Interfacing with and negotiating with regulatory bodies, clients and subcontractors.
* Acting in a lead role for a specific HSE business process, or a particular geographic area.

* Responsible for ensuring the development, implementation and effective functioning of the HSE management in the Company
* Monitoring the condition of labor protection and timely provide each employee with accurate and complete information on the state of
occupational safety and health in the workplace
* Control and monitor the safety of production processes and operations
* Undertaking measures to ensure the Company's regulations, rules, regulations on labor protection and safety
* Preparing the drafts of orders, decisions, directives, regulations, methodologies and survey instruments for the labor protection

* Control for providing fire and loss preventative measures in the Company to prevent accidents
* Inspecting and auditing the design of existing fire protection systems in Heating plants, Hydro Power plants for the adherence to fire
and safety regulations & standards
* Leading the development and implementation of measures aimed at the fulfillment of legal requirements to comply with environmental
protection standards and regulations
* Organizing the preparation of prospective and current plans for the protection of the environment, monitoring their implementation
* Leading the development of measures to improve the environment on the basis of the study and identification of the best practices of
domestic and foreign enterprises
* Establishing of the Company effective environmental information system which could be applied to all levels of management, staff
familiarization with the environmental legislation requirements
* Participating in the development of environmental training programs

* Assisting Local Authorities in social programs related to HSE. Keeping good relationship with them

• Responsible for overall Safety in AES Ekibastuz Power Plant.
• Responsible for introduction and implementation of ISO 9001, OHSAS 18001and ISO 14001 requirements in Power Plant
• Responsible for the corrective actions prescribed by external Safety and Fire Protection auditors, State HSE Inspection, State Hygiene Inspection, Corporate Internal auditors and Environmental State inspection.
• Inspecting and auditing the fire protection systems design of Power Plant and maintenance periodicity
• Taking part in external and internal inspections and audits.
• Responsible for Incident investigations processes and control of corrective actions implementation
• Responsible for internal safety standards creation and implementation.
• Responsible for maintaining and promoting safe working conditions for the workforce and all other parties.

Organizing initial and on-going training for:
* Safety and First Aid personnel
* Supervisors and Managers
* Inducting all site personnel into the Project Safety Plan prior to commencement of work on site, and follow up with Site Safety and
Toolbox Meetings on a regular basis in accordance with the requirements of the Project Safety Plan.
* Developing and implementing project specific Job Safety Analysis (JSA’s) as required by the Safety Management Plan.
* Carry out regular inspections of the worksite with Senior Management, Supervisors, Foremen and Safety Audit Groups.
* Reviewing Project Safety Performance and provide reports to the Project Manager, advising of trends on site and recommendations
for corrective action, for inclusion in the Monthly Reports to Senior Management.
* Participating in accident and incident investigations and provide reports as required by the Project Safety Plan, including the
administration of the accident and incident reporting systems and ensure distribution of statistics and trend information to the
appropriate persons.
* Conducting regular tests or audits of emergency/rescue procedures as required by the Emergency Response Plan.
* Administering the supply of Personnel Protective Equipment (PPE), and ensure an adequate display of safety promotional material
and that there is an adequate supply of visual training material available for Safety/Toolbox Meetings.
* Supervising and coordinating traffic control signage and ensure implementation of specific Traffic Control Plans when required.

Responsible for overall Safety in all HII locations in Kazakhstan and Azerbaijan.

• Reporting incidents to local authorities and to HII Internal Radian Health and Safety System.

* Updating of HSE inductions procedures and controlling of refreshing courses implementation by HSE Coordinators to new employees

* Conducting trainings “Safe crane operations”, “Safe rigging and slinging”, “Safe Manual handling”, Falls and falling objects”, STOP
training, PTW training, Deutag internal procedures familiarization etc.
* Organizing weekly HSE meetings.
* Participating and actively taking part into Toolbox meetings for different departments
