Design Development, Planning & Design Department
Duties & responsibilities:
* Ensure that all proposed developments and fit out are completed in compliance with the
approved design statutory regulations, master planning guidelines, international and local
standards, municipal orders and local building regulations
* Manage the creation of client design briefs
* Liase & provide feasibility, budget estimates / test fits with Marketing, Corporate Strategy, QS,
Contracts and other Engineering disciplines (MEP, Infrastructure, Traffic) Stakeholders
* Participate in prequalification process and provide assessment of consultant capabilities
* Provide bidders/Consultants lists for projects
* Write and issue the Bidders/Consultants Recommendation Report
* Provide the Design Tender Documentation including, Writing the TOR (Terms of Reference)
and RFPs (Request for Proposals), including Project Details, Scope of Work, Submission of
Documents/deliverables, Remuneration Schedule, Project Program, Staff & Resources &
Design Brief sections
* Provide tender evaluations for Design/ technical stage submissions
* Provide advice on scope of service for inclusion in contract documents
* Participate in all design presentations and review all design related submittals from concept to
final delivery
* Participate in Higher Management/Client Design Presentations
* Administer the consultant contract in relation to contract implementation, measuring completed
work, variation orders etc.
* Manage design review and delegate other professional disciplines to related colleagues (MEP,
structure, Transportation, etc.) Manage and seek approval on proposed value engineering
options
* Manage design progress against the Project Programme
* Review design documentation for the purpose of validating brief compliance
* Review design documentation for the purpose of validating code compliance
* Assist in obtaining authority permits (eg. DCCA, DCD). Note: the obtaining of permits is the
responsibility of the consultant or contractor based on the related scope of service
* Review and approve all proposed materials, their substitutes and colors
* Review and approve mock-ups
* Review and approve substantial changes or substitutes of material / equipment
* Contribute to the development and implementation of Development Control policies, systems,
processes, procedures to ensure consistency.
* Carry out the research and develop Architectural guidelines regulations and standards to
update existing guidelines or establish new guidelines and standards in line with international
and local standards.
* Provide clarification on policies, processes and procedures to Consultants, Contractors and
Project Managers to facilitate the stakeholders concerned throughout the project life cycle.
* Manage Stakeholder relationships at all levels (internal & external Stakeholders)
* Manage the end-to-end verification at various stages for approval of the building permits and
completion certificates involving review of architectural design and in line with the regulations of
the zoning authority
* Contribute to the development and delivery of departmental work plans that facilitate the
delivery of agreed objectives of the entity.
* Oversee all design activities for interior design efforts and manage the various stages of the
interior design process.
* Conduct design studies to explore and integrate new market trends in office, residential,
hospitality, commercial, retail interiors in future projects
* Develop and maintain material and FFE library, dealing with FFE suppliers, vendors and
consultants.
* Provide design input to enhance quality of product & Space planning
* Advise on material selection and compliance to design intent
* Manage Design Consultants on a day-to-day basis to ensure that all submission, presentations
and design material are in line with the Interior Design & Architecture Guidelines, design intent
and specifications in order that interior designs and technical drawings executed and in line
and aligned with Stakeholder requirements, approved designs, quality standards and are
coordinated documents ready for appointment of contractors
* Perform final review on mock ups, show villas, apartments, or units for execution
* Select material in accordance with project team and consultants and ensure adherence to
standards and design intent
* Monitor drawing reviews and follow-up with the project teams to monitor the implementation
efforts and ensure alignment with technical drawings.
* Prepare Design presentations with the design team and assure the quality of the same and
compliance to design intent and stakeholder requirements
* Conduct site visits, review and approve Mock Ups, review contractor material submissions with
consultants
* Liaise with, Senior Design Managers and Directors, Executive Director & CEO to reflect any
forecast design changes, quality issues and cost impacts.
* Support the project team in resolving interior design technical issues by attending coordination
meetings, proposing and validating viable technical solutions and ensuring their implementation.
* Coordinate and report on issues regarding interior design, progress and internal value chain
processes while overseeing projects’ achievement of goals and delivery
* Provide technical Design support for Marketing Stakeholders with regards to marketing
materials such as physical models, project 3d renders and animations
* Co-ordinate with Contracts & Finance Stakeholders regarding Consultant payments
