As part of the Financial Services Risk Management team in the MENA region, Youssef has assisted and advised clients in the areas of Governance, Risk, Compliance and Internal Audit. He led several engagements in KSA, Egypt and Qatar.
Youssef assisted several institutions in formulating their IA Strategies in addition to the alignment of the IA strategy with the overall strategy the institution.
Youssef conducted several Internal Audit Quality Assurance Reviews based on the IIA Standards for Financial Institutions in the region. He performed detailed reviews and identified gaps and areas for improvement in relation to the IA governance, policies and procedures, process, people, IA tools and technology.
Youssef led an enterprise risk management project for the largest insurance company in Egypt to develop the risk governance structure, risk committee charter, development of the risk appetite statement, policies & procedures for the various categories of risks, risk assessment workshop, key risk indicators (KRIs) and risk reporting templates in addition to the risk awareness training and workshops.
Youssef led the development of the governance, risk and compliance frameworks along with the necessary policies and procedures for a major credit bureau in the GCC.
Youssef was involved in the development of the Supervisory Review and Evaluation Process (SREP) guidelines and ICAAP evaluation scorecard for one of the central banks in the region.
Youssef participated in Saudi Arabian Monetary Agency (SAMA) inspection reviews where he led the work-streams related to internal audit, risk management, compliance, governance and other functions such as strategy, budgeting, finance, accounting and human resources functions.
Youssef worked on special projects with one of the ministries in KSA. He advised and presented interim reports and projects’ deliverables to the Deputy Minister.
Youssef also performed a review of the wholesale banking division of one of the largest bank in Doha to assess its maturity amongst its peers, and assess whether its current capabilities can fulfill the Bank’s vision. The assessment was conducted based on the analysis of seven key pillars; Customer & Markets, Products & Pricing, Delivery Channels, Processes, Dynamic Performance, Governance, Risk & Compliance, and Technology & Systems.

Managed engagements in Financial Services (FS) Industry and reporting to the Partners as part of Deloitte FS Team in the Middle East.
Managed the outsourced internal audit function of one of the well-recognized investment banks in Qatar and three other insurance companies where he:
 Performed risk assessment exercise to develop risk based internal audit plans;
 Developed internal audit function’s budget and staff plan;
 Led the execution of internal audit projects and presented results to the Audit Committees; and
 Played an advisory role and supported management and the Board in achieving the business objectives while enhancing the control environment.
While managing the internal audit function of one of the investment banks in Doha, Youssef gained extensive experience in the Private Equity business in a diverse range of sectors including healthcare, energy, industries, food & beverage, luxury and real estate. Performed Private Equity investments reviews to assess the adequacy of the investment processes; screening, evaluation, due diligence, deal structure, documentation and term sheets, approvals and disbursement.
 Review of the investment opportunity in accordance with the investment strategy;
 Review of the legal and governance structure of the targets and assess whether Legal risks identified in the Legal due diligence reports are properly addressed in the share purchase agreements, shareholders agreements, articles of associations and other legal documentations;
 Review of the various due diligence reports (Financial, Operational, Market, etc.) then verify whether findings and red flags are properly investigated and whether mitigation plans are properly addressed in the pre- and post-acquisition plans;
 Review of the investment risk management reports to assess whether investment risks are adequately captured, mitigated, monitored and reported;
 Review of the exit strategy and plans to identify gaps; and
 Post-acquisition investment Review to assess the actual performance of the investee/acquired company vs the forecast in the initial investment proposal and actual Business plan and budget; in addition to the contentious monitoring of the investment’s risks;
Youssef led the Risk Assessment exercises to develop Risk-Based Internal Audit plans for one of the biggest bank in Qatar and for the Stock Exchange. This included performing quality assurance on work products, leading meetings and interviews with senior management and the responsibility for analyzing risk and controls and reporting on results.
Youssef managed several corporate governance assignments which include performing gap analysis according to local regulations and leading practices then developed the corporate governance frameworks and related policies as well as the board and committees’ charters.
Youssef reviewed clients’ compliance and AML programs to assess the governance structure of the compliance function, the effectiveness of the design and implementation of AML and compliance policies, procedures, systems / IT platforms and related controls; including the risk based approach, the risk profiles of business relationships, and the various due diligence and KYC forms.
Youssef was involved in the review of Enterprise Risk Management frameworks which included the assessment of risk management policies, procedures, risk appetite and tolerance, system used for the risks and controls’ identification, assessment, monitoring and reporting.

Group Internal Audit Division - Managing the Internal Audit Department at The Lebanese Islamic Bank (a subsidiary of Credit Libanais Bank) and reporting to the Group Head of internal Audit. Responsible for the preparation of the annual audit plan, scheduling and assigning work in addition to the execution and review audit programs, working papers and audit reports. Responsible for the preparation and presentation of quarterly reports to both the audit committee and management. Coordination with the external auditors.
Youssef also assisted management in the restructuring of the Lebanese Islamic bank to align its processes with the parent company, Credit Libanais bank.
Youssef performed several corporate credit files reviews to assess:
 The standard credit documentation requirements;
 The legal opinion concerning the company’s legal status and the authorized persons to borrow on behalf of the company;
 The type and term of credit facility in comparison with the purpose for which the facility is required ( Short, Medium & Long Term facilities vs Working Capital, Capital Expenditure or Long Term investments);
 The existence of feasibility studies and due diligence reports;
 The adequacy of the credit analysis report to identify and assess the transaction’s risks; business risk (industry outlook, competitors, suppliers, clients, planned strategies, substitutes, continuity, labor, experience, skills, quality management, etc.), facility risk (terms and conditions, account movement, position, pricing, profitability, etc.), client’s risk (historical background, net worth, repayment history, achievements and objectives, etc.), financial risk (actual and projected financial statements for the tenor of the requested facility, ratio analysis, cash flow analysis, capital protection, leverage, interest, repayment capacity, cross border risk, etc.), structure risk(repayment, collateral, legal covenant, etc.);
 The credit bureau reports that were taken into consideration while performing credit assessment;
 The internal credit rating report for each exposure;
 The adequacy credit memos, and whether credit approvals and disbursements are in line with the approved authority matrix;
 The collateral terms, origin of the asset, relevant appraisal of the collateral, clean title deeds, liquidity and stability of the collateral, registration of the collateral, legal perfection of the collateral, if other creditors have seniority in security arrangements and enforceability;
 The collaterals’ concentration within the bank portfolio;
 Ongoing mechanism to monitor financial covenants of the client during the period of the loan;
 NPL monitoring process, loan restructuring process and remedial actions taken; and
 The adequacy of the credit limit management system and user access rights.

Engaged in the audit of Bank Audi branches, cheques, fund transfers, general expenses, suspense and regularization accounts, bank reconciliation, human resource, factoring, fixed assets, retail products, special investigations in addition to the activities of the insurance company of the Group.
Using ACL, Youssef Developed an AML Script that facilitates the analysis of customers’ transactions (Cash, cheque, internal and wire fund transfer transactions) along with the review of relevant KYC forms.
