Human Resources
• Lead and be held responsible for the implementation of all steps in the recruitment process: advertising positions, short-listing candidates, attending interviews, calling references, making new job contracts. This process will be overseen by the HRM/DCD and done in conjunction with the requestor of the position, normally the line manager.
• Monitor when contract amendments are due and draw up the drafts for approval by the DCD and PC/line manager
• Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, and record keeping.
• Help to build and maintain an office culture that supports Medair values and accounts for its intercultural reality
o This includes staff development in any area, whereby the officer will plan and execute trainings based on relevant HR topics
• Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
• Plan and oversee NRS inductions
• Deliver the HR briefing to all new IRS and NRS
• Manage NRS health insurance data (and/ or NSSF) updates as Medair’s representative with the insurance company.
• Manage the NRS staff database with contract and personal information.
• Responsible for overseeing the daily attendance and fingerprint software, and reporting absences and disciplinary actions to be taken to the line manager.
• Plan NRS inductions to be implemented by the HR Assistant
• Prepare for and support internal and external audits, providing all HR information required by local legislation, donors, HQ or other bodies.
• Directly line manage the HR Assistant, and oversee the line management of all employees below the HR Assistant on the organigram (such as cook and cleaner).
• Provide employment confirmation letters to past staff, current staff upon request, or upon departure from Medair
• Any task as assigned by the line manager.
Administration
• Ensure a clear and transparent paper trail is adhered to for all HR activities and that all filing and archiving is in line with Medair and donor requirements which follows international accounting standards.
• Spot check and verify all HR files of employees are kept up to date, filed securely and scanned periodically
• Ensure all original and necessary documents are sent to Beirut office in a timely manner
Finance
• Work with DCD and Finance to:
Gather necessary data from HR/Admin in the field location and finalize inputs for monthly payroll, such as sick and annual leave days, and help finance schedule salary and other related payments as needed.
Communication
• Maintain open and frequent communication, where applicable, with the support team and field management
• Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of base-related activities and requirements
• Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships
• Ensure colleagues are informed of the required HR procedures, and be available to answer any HR related questions and to provide coaching and guidance as necessary
• Translate sensitive documents and difficult situations, maintaining strict confidentiality at all times
• Able to “read between the lines” and translate not only word for word, but contextually especially between cultures
• Maintain strict confidentiality surrounding all HR information
• Remain flexible to assist in other duties or other administrative tasks as required by the Project Support Manager
