Working as HSE Manager at NEOM Projects involving construction of number of infrastructure projects including Schools, NEOM Hospital, media hub, exhibition center, multipurpose halls, NEOM Command Center & Police Station, hotels for the NEOM Community.
My responsibilities include, but not limited, to the following:

• Review and approve SH&E Plans.
• Understand the application of the legislation relevant to SH&E in the company’s operations and be aware of changes in legislation which might affect the company and circulate this information to management and employees as required.
• Provide input into the budgeting process to enable the arrangement of funds and facilities to meet the requirements of the SH&E Policy.
• Be aware of all incidents, near misses, observations, unsafe acts, and unsafe conditions that are reported and participate in the investigation process where required.
• Verify incidents are reported to regulatory bodies in accordance with local legislation.
• Preparation of risk assessments/ Review of RAMS submitted by contractors
• Review of SH&E training needs.
• Verify persons holding posts that require formal training (such as first aiders and emergency personnel) are provided with the necessary training as required by AECOM policies and procedures or legislation.
• Assist in the setting of SH&E objectives at project level and review them at relevant intervals.
• Assist Operations with establishing budgets, staffing, and the review and development of applicable Business Group or Business Unit recognition and rewards programs and the establishment of associated criteria.
• Undertake audits of the company’s locations and project activities.
• Monitor the corrective and preventive actions taken, where audits identify non-conformance or opportunities for improvement, for confirmation of their completion and effectiveness.
• Where appropriate and in conjunction with the Human Resources (HR) Team, arrange the provision of the medical surveillance program.

Program HSE MANAGER at AECOM

Worked as Program Safety Manager at MOTC’s Public Bus Infrastructure Program (involving 4 large bus depots, 08 bus stations, & 06 Park & Ride Facilities, 02 BRT Stations, and more than 2500 Bus Stops/Shelters. The Bus Depots involve construction of bus parking for electrical buses, workshop buildings with maintenance bays, Service Facilities, Multi-Story Accommodation Buildings, Dining Buildings with Convenience Services, Indoor Recreational Buildings, Mosques, Administration Buildings, Operation Control Centers and other ancillary buildings and infrastructure. The eight Bus Stations Construction include a terminal building, bus bays for boarding and alighting, canopy shading, sub-station, and landscaping. Construction of Park & Rides include car parking with canopy shading, security building, entrance gate canopy, utility buildings and ticketing booths.

Prior to start working at MOTC’s Public Bus Infrastructure Program I have completed a number of Roads & Infrastructure Projects (QS036-P01, P02, P03 & P04; QS016-P01, P02, P03 & QS057; QS028-P01/P02/P03) whilst working as HSE Manager for AECOM at PWA’s “Local Roads & Drainage Program-LRDP”.. The LRDP Program consists of number of Construction Packages involving construction of 3-lane dual carriage ways, open cut and micro tunneling sewerage, surface & ground water networks projects., electrical substations, bridges, various underground utilities, relocation of transmission towers, traffic diversion/management plans etc. where I lead a team of 20 Safety Advisors.

My responsibilities include, but not limited, to the following:
• Providing advice, guidance and support to all personnel including Directors, Managers, Supervisors and Engineers at all levels on all matters relating to Safety, Health and environment in the workplace.
• Implementing the strategy for Safety, Health and environmental compliance in all locations in the region.
• Ensuring that Safety, Health and environment resources are managed in the best continuing interests of the company.
• Setting realistic objectives, goals and targets while enrolling all personnel into the process.

AECOM - KSA worked as Field HSE Manager for “Jeddah Storm-water Drainage Program” under the SAUDI ARAMCO ownership I have completed the JSD Program consisted of 7 Construction Packages involving construction of 4 large channels that includes construction of open channels, box culverts, bridges, underground piping for stormwater drainage, roads & highways reinstatements etc. and 3 dams.
I headed the Project HSE Supervisors for the 7 Construction sites of the Program.
Brief Synopsis of responsibilities at JSDP:
• Manage all the HSE aspects of the Program and Report to the Program Manager and provide guidance and resources to the respective line managements.
• Help preparing and updating the Program Health, Safety and Environment (HSE) Management Plan.
• Manage Review of the Contract documents for each Construction Package in respect of HSE requirements and procedures and advise the Project Manager of any deficiency.
• Ensure through respective project leads that all the statutory requirements in place before starting respective jobs at the project sites e.g., Saudi Road Traffic Permits, Amana Excavation Permits, Amana Landfill Permits, Saudi Electric Company Permits etc.
• Attend meetings with governmental agencies’ representatives e.g., Saudi Traffic, Amana, Saudi Electric for resolving utility conflicts and other issues related to public.
• Conduct regular site HSE inspections with respective client site representatives and contractor management to ensure full adherence with Client (Saudi Aramco) HSE Management System for the Program.
• Prepare program wide plan for “Emergency Drills” and participate post drills critique meetings for recommendations to improve the emergency preparedness etc.

Area HSE Manager at JACOBS
