• Conduct a detailed health, safety and environmental impact assessment to the projects from the design phase until the projects’ final completion including operation and maintenance. According to the assessment a set of HSE mitigation measures and standard operating procedures will be generated in order to be incorporated and applied on the projects during all its phases. Taking as a reference the local laws and regulations (e.g. Ministries of health, environment, agriculture etc.) and international laws and regulation (e.g. OSHA Standards, Code of Federal Regulations etc.). Below are the projects implemented:
o Photovoltaic systems projects.
o Pump stations.
o Generators
o Wastewater treatment plants.
o Biogas plant.
o Sludge treatment plants.
o Composting units.
o Rain water harvesting.
• Liaise with the Lebanese ministries (e.g. Ministries of energy and water, health, environment, agriculture etc.) and Regional Water Establishments on the proposed projects till their handing over.
• Interfere with the Projects’ design and implementation to ensure their sustainability and safe operation.
• Introduce green energy and power saving technologies in order to reduce Green House Gases (GHGs).
• Calculate GHGs emissions reductions of implemented Projects’ to study the mitigations on climate change.
• Create an Environmental Review and Assessment Checklist and Environmental Mitigation and Monitoring Plan (ERAC/EMMP) to the construction projects and ensure their proper implementation.
• Conduct site assessments, inspections and audits to ensure compliance with the ERAC/EMMP and HSE Procedures.
• Provide advices and approvals on the HSE Plans and HSE documentations and procedures provided by the construction subcontractors.
• Provide training and guidance to the construction subcontractors on the proper HSE implementation.
• Conduct incident investigations and reporting.
• Develop and conduct emergency preparedness and response plan to WSC offices and conduct HSE trainings (e.g. construction safety, environmental protection, First Aid etc.).
• Conduct routine HSE Trainings to WSC employees.
• Develop and conduct HS&E inductions and specific trainings (in Arabic & English) onsite and in BACS Head Quarters for Manuals, Non Manuals and Managers/Directors.
• Conduct and facilitate HS&E Leadership Training for Supervisors and Managers.
• Run and organize a First Aid Program for BACS Project.
• Conduct and arrange First Aid Trainings for BACS Employees; certificates accepted from American Heart Association & Saudi Heart Association.
• Attend and conduct HS&E site meetings with the Construction Team and the HS&E Team, and create HSE Training programs that perfectly suite the scope of work.
• Played a role in People Based Safety PBS Program on the entire BACS Metro Project through training, supervision and supporting of observers and champions. In addition to, monitoring performance and collecting and analyzing the data generated from the PBS observations.
• Played a key role in a project wide Lockout - Tagout (LOTO) program for temporary and permanent facilities.
o Create an interactive workshop and training for MEP employees and subcontractors.
o Provide LOTO materials and allocating resources.
o Audit program implementation and report results to the Project Management.
• Involved in developing and conducting specific training program for Commissioning and Personal Track Safety for all BACS RMP Staff, including, but not limited to:
o Personal Track Safety for Labours and Supervisors (Supervisor/Engineer/Managers) levels.
o 3rd Rail Voltage Awareness Training.
o Permit to Work System.
o Conduct a specific training program for the Temporary Operation Team and make the Track Possessions ready to control all the activities that will be performed on the tracks like energization and train testing. And providing track possession to the construction work teams to ensure their safety.
• Created a training program for HSE Specialists onsite (the Safety Specialist Boot Camp) which has the main purpose to enhance the HSE
BACS Riyadh Metro Project is a Bechtel-led consortium worth of $10 billion to design and build two rail lines of the Riyadh Metro network in the Kingdom of Saudi Arabia. The lines, along with four others, will form the backbone of Riyadhs new public transportation network.

• Analyze incident investigation reports and create HSE Alerts and conduct onsite Stand-Downs to discuss all the report findings and raise the employees awareness towards safety.
