• Reviewing contractor HSE reports including near misses, incidents, MVA’s and all periodic reports

• Providing assistance, guidance, support and awareness to contractor to fulfill their contractual requirement as per Schedule D, CSAR, CSM, GI’s and MMSR etc.

Work Description:
•Implementation of organization HSE policy & particular project safety plan on job site and continuous monitoring.
•Coordination & support project management to fulfill, client safety requirements and responsibilities.
•Communicate frequently with management to report on the status of the health and safety program.
•Acts in an advisory capacity on all matters pertaining to health & safety for the guidance of employer and workers.
•Assist to develop health and safety systems, including policies, procedures and manuals.
•Make sure that, the organization is aware of, and complies with all legislation in relation to the use of its plant, equipment and substances, as well as in all workplace activities.
•Recommends or demands necessary action or procedural changes to correct areas not in compliance with regulations.
•Organize and schedule required safety staff on jobsite and first aid coverage.
•Communicate, coach and assist the field staff to ensure that all safety requirements are understood and met.
•Coordinate a regular meeting with project safety team to review issues, trends and upcoming conditions or events.
•Ensure project safety plan, site safety inspection forms, observation forms and log books are available on job site etc.
•Routine jobsite surveillance, inspection and monitoring.
•Participate in project progress meetings & HSE walkthroughs on site with client to analyze the HSE compliances.
•Participate in process of hazard identification and planning prior to execute the project.
•Lead the process for preparation of Risk Assessments & Job Safety Analysis (JSA) for critical activities.
•Ensure each critical activity is assessed for associated risks and all possible mitigation measures taken prior to start.
•Ensure workers are fully aware with hazards associated with job and safety precautions.
•Evaluates unsafe conditions/acts and recommends engineering controls, administrative controls, and/or PPE.
•Safety orientation for all new employed or hired workers prior to deployment on jobsite.
•Conducting weekly safety toolbox talk with all workers including site management, consultant and client representatives.
•Direct monitoring of critical activities e.g. electrical or mechanical shutdown jobs, tie-in to existing system, hot work near hydrocarbon area, critical crane lifting operation, work on live electrical equipment, working at height or above sea water surface, machine excavation inside the plant etc.
•Conducting scenario based emergency response and evacuation drills on jobsite, office and living camps.
•Checking the sub-contractors to ensure safety compliance, as per agreed contractual requirements.
•Ensure that all incidents, near miss cases and observations (unsafe act or unsafe condition) reported immediately.
•Perform incident and accident investigation, evaluation by analyzing the root causes to place effective corrective and preventive actions to stop reoccurrence.
•Promote HSE Culture by implementing HSE policy, introducing incentives and awards scheme and striving to achieve project HSE objectives.
•Conduct internal Audits and Inspections to evaluate compliance with Safety Policy and Procedures.
•Ensure hazardous substances stored, transported, handled, and disposed properly, required PPE provided & being used. MSDS available on jobsite and, at office.
•Routine inspection of workers welfare facilities to make sure proper hygiene for the wellbeing of workers.
•Participate in Safety Committee Meetings and Project Meetings, to highlight safety concerns.
•Designs, develops and conducts safety training programs according to the nature of company business and employee needs to enhance their job skills & awareness.
