 Joint Venture Steering Committee Member for Asia’s Largest Advanced Chemical Recycling Plant Project, a Sustainability Project for conversion of end-of-life plastics to produce pyrolisis oil for production of certified circular polymer (CCP). As part of New Plastics Economy agenda towards a circular economy and sustainable plastics ecosystem, the plant will unlock plastics waste chemical recycling capabilities through the conversion of end-of-life plastics into pyrolysis oil, which can be used as chemical feedstock towards the production of sustainable plastic, closing the loop of the plastics life cycle by creating an ecosystem that promotes the transition to a circular economy.

o Govern the project from launch to sanction.

o Provide Advice, direction, bring experience/ knowledge and provide recommendations to steer the project to success.

o Define the project’s goals and objectives and ensure the project stays on track.

o Set Project Timeline, Budget and manage the project budget, ensuring it stays within the approved timeline and budget including total installed cost.

 Operationalization of Pyrolysis Oil Plant

o Responsible to shape, strategize, direct, and integrate the development and implementation of Business and Operations Readiness (B&OR) programs in operationalizing the Pyrolysis Oil Plant covering four critical clusters: Business, Marketing and Sales, Operations and Project Management throughout the projects’ lifecycle up until commercial operations.

o Engage, direct, negotiate and influence the key stakeholders including the respective Joint Venture partners, leveraging and combining strengths of each partner in the development of JVCO Business Philosophy and Operating Model.

o Assurance & Governance - Ensure organizational adherence to governance policies and guidelines.

 Joint Venture Set up and Incorporation - Shape and steer effective process and completion of merger filing exercise and Joint Venture (JV) Company set up for the project
 To strategize, drive and influence to achieve successful development of Business & Operation Readiness (B&OR) Master Plan and Programs for the assigned projects. Through effective SME collaboration and influential skills, to lead towards successful implementation of customized Master Plan and Program in B&OR Phase 1 and Phase 2 (EPCC Stages).
 B&OR is a critical success factor for safe, efficient and reliable commercial operation which will optimize operating cost and maximize returns to shareholders.

 To ensure projects’ B&OR aspects are aligned with Shareholders' strategic directions and visions to multiply the EBITDA within the next 20 years. As Custodian to effectively deliver accountabilities for projects assigned and ensure B&OR programs are delivered timely, cost effectively and in holistic manner
B&OR Program Implementation
 To strategize and lead B&OR implementation covering four critical clusters: Business, Marketing and Sales, Operations and Project Management throughout the projects’ lifecycle up until commercial operations.

General Manager, Refinery & Petrochemicals Integrated Complex Planning at PRefChem:A Joint Venture between PETRONAS & SAUDI ARAMCO

 Steer and drive effective execution of short, medium and long term operational plans, strategies and initiatives, plants to fulfill customers’ order, meet asset utilization targets and achieve lowest possible total cost to serve with the aim to maximize profitability and to achieve optimum product availability.

 Strategize and provide direction for the overall short, medium and long term Petrochemical Complex & Interfacing Cracker & Refinery Complexes production plans and endorse executable plans and scheduling by integrating various input such as operational constraints, market demands and supply outlook, logistic availability and economics impact; and collaborating through Production Planning and Optimization Committee to ensure overall complex production plan, schedule and profit are optimized as well as fulfilling customers’ requirement and business unit targets.

 Formulate and endorse the maximum monetization strategy of inventory via management of price risk & market volatility and operational constraint, integrating procurement plan of hydrocarbon feedstock with lifting plan for intermediate and finished product and lead the development of policy for overall Complex inventory management in order to achieve seamless operations, business sustainability and reliability.

 Guide and regulate operational and other strategic issues within Petrochemical and Interfacing Cracker & Refinery Complexes by providing direction for resolutions which includes key raw material allocation (ethylene and propylene) for petrochemical plants and implementation of product allocation and prioritization based on agreed documented work process, contract obligation, asset reliability, commitment to customers and profitability to ensure smooth, reliable and efficient operation at the required capacity and specification.

Head of Project - Refinery & Petrochemical Integrated Development (RAPID) Project at PETRONAS

 Process Optimization Strategy: Plan, direct and control all process technology and engineering activities of Phenolics Chemicals & HDPE complex for Project RAPID from Pre-Feasibility Study, Detailed Feasibility Study, Front End Engineering Design, Detailed Engineering, Procurement, Construction, Commissioning until the handover of the project, in order to ensure PETRONAS downstream business growth and sustainability and create Shareholder value.

 Technology Strategy: Strategize and manage the selection and development of technology packages as part of RAPID Petrochemical Derivatives complex architecture through close collaboration with PMD, FEED and EPC Contractor by setting objectives/directions/concepts and providing leadership in order to ensure the acquired technologies i) are the best commercially proven in the market ii) be designed and constructed as per the Licensors’ requirement and iii) will meet all the performance guarantees as per the agreed Contract so as to meet the overall RAPID processing objective.

 Project Engineering Strategy: Strategize the development of project engineering as part of RAPID Petrochemical Derivatives complex architecture through close collaboration with PMD, FEED and EPCC Contractors by setting objectives/directions/concepts and providing leadership in order to ensure safe, timely and cost-effective RAPID complex project execution.

 Total Quality Management: Responsible for compliance with the QMS; fulfilling the requirements of the International Standard ISO 9001 in executing the project. Shall ensure that all contractors use and operate a Quality Management System which is in compliance with the appropriate part of ISO applicable to scope of their work and the generation of sets of project documentation i.e. User Specific Requirement, Start-up & Commissioning Plan, Construction Plan, Risk Analysis, Validation Protocols etc.) and Contractual (Requirement in the ITB Document). Lead the Project’s execution of process and engineering by executing Design and Risk Analysis, HAZOP, Factory Acceptance Test (FAT), Installation Qualification (IQ), cGMP Requirement & Inspection, Operational Qualification (OQ), Performance Qualification (PQ) and related Validation Exercises.
