• As per ISO 9001:2015 standards advise the management on organizational development and change management process. Design policies and procedures on recruitment, performance management and staff development, HR administration etc. revision of existing policies such as employee handbook in alignment with quality management systems and the legislation applicable. Deliver leadership training and staff management training to department directors and managers.
Business adviser on change management and organizational development through Total Quality Control. Successfully revised corporate internal operations policies achieving ISO certification. Recent clients include Ster Group, Hawax Corporation, Hawax Security, Davan Energy, Shimal Oil in Iraq. Assisted US Government contractor companies with immigration liaison (VT Group).
Funded by German Ministry of Foreign Affairs, by BMZ and by ECHO and own funds of the Order of Malta, I lead the support services team working on emergency health and livelihood projects in Iraq, funded by the German Ministry of Foreign Affairs, ECHO, German Ministry for Development and other institutional donors:
• Created risk management procedures and mentored 4 local NGOs with policies in compliance with local requirements and monitoring mechanisms for reporting to donors
• Staff policies, staff performance management policies, and training plans
• Aligned staff contracts with local laws, payroll systems and incentives with government partners from Iraq Department of Health in three cities.
• Aligned procurement policies and wrote new standards and contracts. Created mechanisms of monitoring the cash assistance distribution to beneficiaries and accountability to donors, audited and certified by international auditors
• Supervised staff in HR, finance, logistics and support services.
Funded by the Grand Duchy of Luxembourg with co-funding from local partners, I supervised the regional finance in implementation of Luxembourg Government development assistance bilateral projects in Montenegro, Serbia and in Kosovo, various sectors: in Health Reform, VET Reform and Centers of Competence development, Water system infrastructure, institutional capacity building, and Forestry:
• Finance management and HR policies development and recommendations for 8 bilateral projects in the Balkans Region including: Kosovo, Serbia, Montenegro, and Albania
• Internal HR audit and financial compliance supervision of bilateral projects in the region
• Regional policies harmonization with local legislation
• Bilateral agreements administration, including major contracts’ administration, three-party agreements and staff recruitment and development.
Funded by USAID, I was responsible for South Iraq USAID CAP programs in infrastructure, vocational education and training and emergency, Finance Management of Iraq Community Action Programs I, II and III, which were funded by USAID and local contribution and monitored through Kuwait office:
• HR Policies development in alignment with South Iraq legislation and with program requirements.
• Finance Management of Iraq Community Action Programs I, II and III, which were funded by USAID and local contribution and monitored through Kuwait office.
Provided technical advice and expertise for the revision of electoral legislation training and helped manage the electoral process to meet international standards and the recommendations of election observation missions. Training on data-entry and managed 220 data entry clerks.
Worked to support and strengthen democratic institutions in Yemen through citizen participation, openness and accountability in government.
Funded by USAID, this position covered all aspects of HR, procurement, finance and audit.
• Management of operations of all Yemen projects of NDI in electoral reform, election monitoring, local governance, women empowerment in politics, conflict mitigation and local communities’ development and capacity building.
Revision of all HR and administrative internal policies in alignment of statutory changes from a public enterprise to a corporate status. Revision of HR and development policies, and system for performance management of 121 staff of the division in line with ICAO, IATA and government requirements for both civil servants and public servants
Finance and HR Management of programs funded by USAID and own generated funds. Middle East (Amman, Baghdad and Kuwait) offices set up of finance, admin, logistics and HR procedures according to internal and donor policies.
Projects funded by DfID, EC, USAID, Swiss Development Cooperation, UN etc. Managed the Finances and maintained systems of payments, authorization, banking, coding, cash flow, monthly accounts and reconciliation for two countries Kosovo and North Macedonia. Recruitment and training of new staff in finance.
Projects funded by EC, USAID and UNDP in emergency shelter and housing reconstruction in central Kosovo. I managed all aspects of finance and HR and reporting internally to HQ in Edinburgh Scotland
