- Ensure that all work activities on the vessel are carried out in a safe manner and in adherence to the project HSE Policy, statutory regulations and guidelines.
• Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
• Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environmental issues.
• Support the HSE Manager in ensuring HSE compliance onshore and offshore and perform regular HSE audits in the areas of business and vessel operations.
• Attend pre-job, planning and client meetings as required on HSE related matters.
• Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements
• Ensure training, tool box meetings, and drills are implemented as part of the company’s offshore training and HSE program, i.e. emergency response systems, etc.
• Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the Regional HSE Manager for promulgation to the management
• Manage Safety Statistic reporting within Saudi Aramco. Track and provide regular HSE performance reporting to the Department head.
• Provide HSE aspects of Company Bid Submissions as requested
• Assist in the development of project specific HSE procedures.
• Conduct HSE trainings and orientation to all new employees.
• Ensure all worksites are HSE compliant with Company policies and safety standards.
• Support offshore HSE personnel in the development of work site HSE campaigns and good practices.
•Ensure that all work activities on the vessel are carried out in a safe manner and in adherence to the project HSE Policy, statutory regulations and guidelines.
•Report functionally to the HSE Manager/ / Coordinator with all matters concerning the HSE.
•Ensure that all construction HSE systems and equipment are in place, fully operational and correctly serviced (e.g. station bills, fire fighting systems, signs etc).
•Administer, monitor and audit the work vessel permit to work system.
•Participate in HSE meetings and evaluate the HSE aspects of proposed activities, also record any concerns raised at these pre job meetings.
•Take part in all accident/ incident / near miss investigations relating of any construction related incident.
•Complete the relevant sections of Event Report Form.
•Carry out and in-house safety related training.
•Ensure that any learning points are communicated to line management and the workforce.
•Ensure that the place of a serious or fatal accident is maintained/ unchanged for investigation purposes.
•Pass any safety related information down to the workforce.
•General policing of worksites.
•Implementation of any safety related procedures or safety awareness campaigns.
•Implement procedures prescribed by environmental management specifications and construction environmental control procedures.
•Manage environmental resource monitoring programme.
•Report Weekly and Monthly Safety Statistic.
•Enforce safety discipline in accordance to company contractors HSE procedures, HSE rules, regulations, and statutory requirements.
•Ensure all Subcontractors under their charge understand the job requirements and HSE procedures before starting work.
•Provide written instruction to established work methods in proper sequence including precautionary measures to be adopted.
•Monitor daily Tool Box Meeting for their work Subcontractor crew.
•Report, advise and or take corrective actions if HSE violations or unsafe work conditions are detected. Stop the work if necessary and resume when adequate corrective actions have been taken.
•Encourage the reporting by a person of ‘near miss’ incidents.
•Arrange for thorough investigations to be made of all ‘near miss incidents’ with lesson learned openly publicized to all persons concerned.
•Plan and execute field drills in conjunction with CLIENT HSE and Managing Contractor to ensure that all construction personnel are familiar with the emergency procedures.
•Ensure Managing Contractor environmental compliance as specified by the Local rules.
•Ensure Managing Sub-contractors’ compliance with contractual requirements related to Field Medical Facilities.
•Set good HSE example.
•Promote and show exemplarity.
•Conduct safety and / or environmental audit and inspect facilities within geographic area of ensure a safe working environment and compliance with regulatory laws, client and Company procedures. Conduct orientations, visit work sites, and distribute literature to implement and promote safety and / or environmental policies and procedures. Analyze and interpret scientific and technical journals, financial reports and regulatory documents. Develop procedures based on regulatory and / or client requirements.
•Respond to all inquiries or complaints from client, regulatory agencies and /or community groups related to safety.
•Reporting to senior management on HSE performance.
•Conduct proper documentation and maintenance of records in preparation for the System Audit.

•Assist the Management with the health, Safety and Environment business within the company.
•Manages overall implementation of approved specific HSE program with the field work force
•Represent the company in all ESH matters with the client.
•Make a written comprehensive report of all wok related accident, incident and near miss accident to ESH Corporate Manager and to the Project Manager.
•Keep organized records of all injuries, fire, vehicular accident, property damaged and near miss accident.
•Conduct pre-employment ESH orientation and induction course to new employees or transferees before deployment to work site in addition to client’s safety orientation.
•Ensure that proper waste management and disposal program is taken of.
•Conduct ESH training/refresher course for the awareness of site work force to work related subject.
•Responsible for implementing and administering all aspects of accident prevention, security, fire protection and control motor fleet accident prevention and the control of equipment and property damage.
•Conduct accident investigation, analyze and formulate recommendation for corrective and preventive actions.
•Prepare job safety bulletins and subject materials for toolbox meetings. Review and monitor such meeting to ensure effectiveness.
•Job responsibility involves taking care of all activities of construction, erection, and fabrication jobs as per approved safety Plan and LP (Loss preventions) Program.
•Conduct daily surveys of construction operations to ensure compliance with client /government safety standards and regulations. Identify safety defects and initiate corrective measures by responsible supervision.
•Prepare HIP(Hazard Identification Plan) and Conduct HAZID study
•Prepare SAP (Safety Action Plan) Implementing CAR.
•Organize and ensure toolbox / safety talk meeting daily job for briefing about hazards and its safety precaution.
•Review and approved the sub contractors safe working procedure.
•Daily inspection of work site for locating hazards & issuing report (following up implementation that is conducting daily micro safety audit)
