A- Analyze, advice and support
• Analyze and share information and the local technical teams
• Support the assessment activities of the targeted sites at the liberated area;
• Provide advice and support the implementation of project activities, where required and advice on project contracting requirements
B- Coordination and provision of technical and oversight support to the management of the facilty fund portfolio
• Coordinate the periodic and ad-hoc result-based monitoring and supervision missions to projects and programs financed by the facility, based on approved indicator;
• Drafting of TORs for consultancies / Services;
• Supervise consultancy works and review and assess products / services provided by consultant and experts counterparts and notify/advise the head of secretariat on quality and recommended appropriate actions to undertake for improvement of result:requirements.
C- Coordinate the development and implementation of FFIS and FFES projects, procedures and guidelines
• Follow up on the preparation of Bill of quantities (BoQs) with respective authorities and verify the BoQ before initiation the procurement process
• Lead and support in the review and verification of BoQs already prepared by the respective departments of national counterparts
• Lead and support FFIS engineers in the technical• Develop and design interventions based on accurate information and risk analysis on the ground and utilizing lessons learned from the activities in the consultation and coordination with project manager;
• Construction inspection including inspection of materials, equipment’s to be installed.
• Check materials received at construction/renovation sites against damages, missing parts and appropriate ratings; ensuring that the materials/ equipment provided by the contractor meets UNDP requirement and standards
• Discuss the sites issues with the contractor and promptly report back to UNDP if a problem arises that requires UNDP input.
• Check and certify substantial construction progress/ completion and corresponding payments. Advice UNDP withhold payments for any work which has been rejected or any work which not compliance with the contract documents;
• Ensure the contractor maintain safety on site and finalize projects.
D- Facilitate knowledge building and knowledge shearing on engineering monitoring and evaluation focusing on achievement of result.

• Lead the implementation of all IOM's operational activities in Diyala Governorate in close cooperation with stakeholders from government, international community and NGOs based in Diyala.
• Assist in monitoring all administrative, financial, programmatic, and operational activities in close coordination with other programmatic and unit focal points in IOM's sub office in Diyala and IOM's Head of Liaison Office and Programmes in Baghdad
• Closely monitor procurement, payments, settlements and service fee charging according to IOM's procurement manual and administrative and financial procedures, in close coordination with the logistics and finance units in Baghdad. Indicate funding needs, endorsed by relevant program managers, to the IOM Office in Baghdad and liquidate fund advances. Ensure the timely submission of required documentation, including field cash reports to the Finance Assistant of the IOM office in Baghdad.
• Facilitate regular communication, coordination and free flow of information among programmatic and unit focal points in IOM's sub office in Diyala through, amongst others, regular meetings. Identify and facilitate potential synergies between new and ongoing IOM project activities in Diyala Governorate.
• Closely monitor projects being implemented in Diyala governorate in close coordination with the IOM Iraq Project Development and Support Unit (PDSU) as well as to be coordinated at the
planning stage with government officials and that projects are endorsed by the governor's office of Diyala and other relevant government entities.
• Participate in regular coordination meetings organized by government, UN agencies, NGOs and private sector and share meeting minutes, feedback from conferences, workshops to IOM's office in Baghdad and COM.
• Administratively Supervise programme and unit focal points based in IOM's sub-office in Diyala and provide guidance to them in accomplishing planned activities, monitor movements of staff travelling within and outside Diyala, and ensure the adherence of all staff to IOM's Staff Rules and Regulations.
• Monitor IOM's assets and submit an updated inventory on a monthly basis.
• Submit weekly plan, reports, activities included all achievement and activities in Diyala Governorate to the HoLP and relevant national officers.
• Organize work of VRCs and submit Logbooks to logistics and HoLP on weekly basis.
• Submit NFF/minutes of all meetings to HoLP and relevant nation officers.
• Perform such other duties as may be assigned by HoLP in Baghdad and/or Chief of Mission.
