Lead, implement, maintain, and improve continually the Health and Safety Management System in accordance with
OHSAS standards.
* Develop and implement safety policies and procedures in organizations and operations.
* Identify best practices and lead continuous improvement initiatives to reduce work process risks raise safety awareness
and improve safe work practices.
* Develop, implement, and maintain employee training programs as indicated by regulatory guidelines, hazardous
condition monitoring, and use of safety equipment.
* Provide technical advice, coaching, guidance and mentoring to managers and employees on safety initiatives and
necessary changes.
* Performs safety surveys and inspections, prepares reports of findings and recommendations for corrective and
preventative measure where indicated and follows up to ensure measures have been implemented.
* Interfaces effectively with peers and peer organizations - Engineering, Supply Chain, Finance, HR, Continuous
Improvement, and quality- to achieve Cimarron goals and objectives
* Conduct Plant audits to review records, permits, field conditions, safe work practices, and assess employee knowledge
of safety policies and procedures.
* Provide operational oversight, direction, and support of health and safety aspects.
* Ensure corporate programs and standards are executed
* Provide feedback for how we can improve as an organization - ways we can simplify and become more
efficient/effective
* Making decisions about health and safety that may affect work activities or other people.
* Ensuring legal requirements regarding health and safety are met.
* Ensures competency of the team to deliver its primary functions.
* Lead safety business plan efforts for district
* Actioning safety reports and carrying out workplace inspections.
* Ensuring safe work method statements are completed and ensuring safe work practices.
* Leading by example and promoting health and safety at every opportunity.
* Oversee a department of environmental, health & safety, process safety management, emergency response.
* Ensure compliance with regulations, as well as HSE guidelines.
* Ensure all required recordkeeping and reports are made as per regulatory requirements.
* Provide technical and regulatory expertise to assist staff and field personnel in the solution of complex health, safety,
and environmental problems.
* Participating in Accident/incident investigations.
* Accountable for developing and supporting departmental goals.
* Track and analyze key HSE Performance Indicators and develop appropriate action plans.
* As a key member of the Refinery Management staff, participate in the development of refinery management
philosophy, as well as support and implement management policies and practices.
* Regularly communicate with other company refineries to identify “Best Practices, ” and develop plan for implementation
locally.
* Maintain and improve the performance of department personnel. This includes organizational changes to meet
changing needs, hiring of new personnel, and administering a personnel performance improvement program that
includes goal setting, performance evaluations, and counseling to achieve high standards of performance.
* Development and control of department budget and identify opportunities for cost improvements.
Safety Talent Development:
* Mentor and identify development needs for Plant Safety employees
* Participate in interviewing and hiring safety professionals
Build Relationships:
* Collaborate and communicate frequently with Plant Management teams.
* Collaborate with safety professionals across the organization
Manage Incidents:
* Accountable for incident management system data
* Ensure plant are set up for effective treatment management
Investigation Management:
* Ensure proper root cause is identified and shared
* Follow any corporate, group or district protocols for incidents.
