•Supervises and controls the activities of assigned personnel. Provides leadership and direction in team building to achieve set objectives. Performs supervisory functions and exercises financial authority at the level established by management. Aligns HR as a proactive business partner to Dolphin’s needs in Qatar.
•Initiates and monitors all recruitment activities, to ensure that they are within approved manpower budgets and drives the annual manpower planning and budgeting processes.
• Sets criteria for recruitment, evaluates alternative selection methods and presents recommendations to Director HR&GS. Reviews quality of recruits, evaluates Dolphin’s recruitment methods and makes recommendations as necessary. Is a key stakeholder in the recruitment and retention of Nationals. Takes ownership of Dolphin Energy Qatar’s Nationalization targets.
•Prepares salary and grading policy recommendations for Director HR&GS approval, ensuring that packages are internally equitable and externally competitive.
•Conducts job analysis with managers to determine staffing requirements and levels. In conjunction with Compensation and Benefits prepares new job descriptions and reviews existing job descriptions, to ensure systematic and consistent recording of information.
•Formalizes organization structures in coordination with managers and maintains Dolphin’s Organization Charts.
•Guides managers on employment best practices and advises them, as well as interviewing/counseling employees, in cases such as unsatisfactory performance, problem of discipline, prolonged sickness and complex medical claims.
•Liaises with Director HR&GS for the development of personnel policies and procedures. Reviews existing policies and procedures, annually, and presents recommendations to amend as necessary, to maintain market competitiveness and/or comply with changes in labor law.
•Guides HR Heads to ensure that all HR activities are in accordance with set procedures, and that entitlements are awarded in accordance with employee’s grade/contract status.
•Maintains regular visits to Abu Dhabi to ascertain that HR practices and procedures are aligned.
•Develops, in collaboration with Training and Development Manager, a system of target setting and performance review. Initiates performance review cycle and supports managers on implementation.
•Initiates benchmarking studies in all facets of HR Dolphin to ensure Dolphin HR practices are world class. Recommends corrective action to achieve this goal where necessary.
