The objective of the consultancy is to represent, design and support MIS / IT systems for the TDRP projects in Africa. Design and develop an Information Counseling and Referral System (ICRS) for South Sudan DDR Program covering registrations based on fingerprint technology, baseline study and data analysis, livelihood and opportunity mapping, counseling & referral, payment system for salaries and profiling of ex-combatants. Propose and deploy the new IT infrastructure and Internet services for DDR Commission in all 10 states and 3 Transition Facilities. Build ICRS in such a way that it allows data export, reporting and interlinking line ministries, UN agencies and implementing partners and support in delivering the reintegration project. Procurement of IT equipment, writing ToRs, participate in bidders’ selection and liaising with implementing partners on MIS and M&E etc.
Achievements:
Under the contract with the Bank, Following ICRS components have been developed and deployed so far:
• Registration module (developed under the contract with BICC)

Management Information Systems (MIS) Specialist at The World Bank

The objective of the consultancy was to asses the feasibility of UNDP DREAM system as a registration tool for DDR Program in South Sudan. Propose a linking mechanism between DREAM and the new system called Information Counseling & Referral System (ICRS) yet to be developed. Conduct the study on the proposed ICRS architecture and evaluate its implementation in light of the availability of existing network infrastructure.

Achievements:
Participated in a mission to South Sudan to evaluate DREAM, ICRS design and propose the design of interface between them. Conducted detailed meetings with SSDDRC, UNDP and UNMISS staff, field trip to Torit, analyzed the existing Infrastructure in terms of site readiness, VSAT systems and IT hardware. Delivered a presentation in SSDDRC on feasibility of DREAM as a registration system, ICRS architecture, data security and synchronization and reporting and connecting implementing partners (IPs). Prepared and submitted a presentation, modified South Sudan ICRS strategy document and a detailed report on DREAM and ICRS connectivity and synchronization architecture. The mission was a success and SSDDRC and TDRP appreciated the efforts.

The overall objective of the mission was to assist the World Bank Team to identify the elements needed to develop a registration system for the Nigerian repatriates returning from Libya and Ivory Coast that would include the creation of a database of the repatriates with a socio-economic profile. This database will allow the programs to identify those eligible for the most adequate support and ensure proper monitoring. The system to be built has to support different sites within Niger, remote villages and mobile teams to be able to register the repatriates and then data is synchronized on a daily basis to central site in Niamey and all other sites. The system will provide extensive reporting and will help directing the repatriates to the proper project among four ongoing Bank projects based on their socio-economic profile.

Achievements:
Participated in a mission to Niger to analyze, plan, design, budget and propose an MIS system for registration of repatriates coming back from Libya and Ivory Coast. Conducted a detailed study of the MIS and existing systems of the four World Bank financed projects, detailed meetings with Government counterparts, IOM, UNICEF, OCHA and other implementing agencies to analyze the gaps within existing MIS systems. Proposed a feasible solution to reduce the impact of change, accommodate repatriate profiling, tracking and monitoring the assistance, statistical reporting structure and prepare the MIS data as baseline for Monitoring and Evaluation. The World Bank country office and Government counterparts have accepted the proposed solution. Developed a profiling form, wrote the technical section for the Aide Memoir and developed a profiling system with detailed reporting.
