The objective of the consultancy is to represent, design and support MIS / IT systems for the TDRP projects in Africa. Design and develop an Information Counseling and Referral System (ICRS) for South Sudan DDR Program covering registrations based on fingerprint technology, baseline study and data analysis, livelihood and opportunity mapping, counseling & referral, payment system for salaries and profiling of ex-combatants. Propose and deploy the new IT infrastructure and Internet services for DDR Commission in all 10 states and 3 Transition Facilities. Build ICRS in such a way that it allows data export, reporting and interlinking line ministries, UN agencies and implementing partners and support in delivering the reintegration project. Procurement of IT equipment, writing ToRs, participate in bidders’ selection and liaising with implementing partners on MIS and M&E etc.
Achievements:
Under the contract with the Bank, Following ICRS components have been developed and deployed so far:

Bonn International Center for Conversion (BICC) is providing advisory services and technical support to the South Sudan National DDR Commission on behalf of German Foreign Office. Under the contract with IBCC, I developed the Registration Module of Information Counselling and Referral System (ICRS).

The software was developed under the contract and was deployed in South Sudan in Mapel Transition Facility in South Sudan
As Program Manager Francophone, manage IBM NWSM project for 8 Francophone countries to support Airtel IT operations as per contract. Driving and supporting contractors including IBM, Comviva and Avaya Technologies. Ensuring policy implementation, reporting and incident handling across 8 countries. Drive & Manage service quality and improvement of service delivery processes. Preparing technical proposals and implementation of change control procedures. Supervising helpdesk, network and server support activities. IT procurement and delivery for all the involved projects. Ensuring regular reporting, escalation of Level 1, 2 and 3 incidents. Vendor coordination and assuring L3 support delivered and issues resolved within SLA timings. Monitoring the cleanup and upgrade of IT infrastructure, inventory & asset management and management of customer relationship.

The objective of the consultancy was to asses the feasibility of UNDP DREAM system as a registration tool for DDR Program in South Sudan. Propose a linking mechanism between DREAM and the new system called Information Counseling & Referral System (ICRS) yet to be developed. Conduct the study on the proposed ICRS architecture and evaluate its implementation in light of the availability of existing network infrastructure.
Achievements:
Participated in a mission to South Sudan to evaluate DREAM, ICRS design and propose the design of interface between them. Conducted detailed meetings with SSDDRC, UNDP and UNMISS staff, field trip to Torit, analyzed the existing Infrastructure in terms of site readiness, VSAT systems and IT hardware. Delivered a presentation in SSDDRC on feasibility of DREAM as a registration system, ICRS architecture, data security and synchronization and reporting and connecting implementing partners (IPs). Prepared and submitted a presentation, modified South Sudan ICRS strategy document and a detailed report on DREAM and ICRS connectivity and synchronization architecture. The mission was a success and SSDDRC and TDRP appreciated the efforts.
The overall objective of the mission was to assist the World Bank Team to identify the elements needed to develop a registration system for the Nigerian repatriates returning from Libya and Ivory Coast that would include the creation of a database of the repatriates with a socio-economic profile. This database will allow the programs to identify those eligible for the most adequate support and ensure proper monitoring. The system to be built has to support different sites within Niger, remote villages and mobile teams to be able to register the repatriates and then data is synchronized on a daily basis to central site in Niamey and all other sites. The system will provide extensive reporting and will help directing the repatriates to the proper project among four ongoing Bank projects based on their socio-economic profile.
Achievements:
Participated in a mission to Niger to analyze, plan, design, budget and propose an MIS system for registration of repatriates coming back from Libya and Ivory Coast. Conducted a detailed study of the MIS and existing systems of the four World Bank financed projects, detailed meetings with Government counterparts, IOM, UNICEF, OCHA and other implementing agencies to analyze the gaps within existing MIS systems. Proposed a feasible solution to reduce the impact of change, accommodate repatriate profiling, tracking and monitoring the assistance, statistical reporting structure and prepare the MIS data as baseline for Monitoring and Evaluation. The World Bank country office and Government counterparts have accepted the proposed solution. Developed a profiling form, wrote the technical section for the Aide Memoir and developed a profiling system with detailed reporting.
IT Manager - DDR Program in Democratic Republic of Congo
Key Challenges: Design IT infrastructure and a secure registration database with socio-economic profile, application and network infrastructure for ex-combatants, provide real-time technical support for registrations on geographically distributed sites, synchronize data to head office in National DDR Commission. Design payment database and application for reinsertion phase to ensure secure payments, avoid fraud and develop reporting architecture for donors, implementing partners and government agencies. Manage the day-to-day project activities and supervise IT operations and staff across all sites
Achievements:
• Developed the entire technical portion of the proposal in response to RFP covering IT infrastructure, budget, application architecture, database and synchronization and reporting
• Analyzed the requirements and designed the overall IT infrastructure and a comprehensive database to store data on ex-combatants’ personal, professional, military, weapons, socio-economic and reinsertion benefits
• Designed data synchronization application to synchronize encrypted & compressed biographical and payment data of ex-combatants across DRC
• Lead the development of dot net based registration application and develop the core module of biometric Iris Recognition
• Installed network of over 20 nodes in data center, configured Windows 2003 ADS, Terminal Services & ISA Server
• Installed & configured over 50 Windows and SQL database servers for sites and implemented security and regulatory compliance using ISO/IEC 17799:2005

Database Administrator - UNHCR Repatriation Project in Pakistan
Key Challenges: Design database & registration application using biometric Iris Recognition technology to prevent fraud in aid distribution for Afghan refugees. Synchronize database servers of all Voluntary Repatriation Centers in the country to prevent duplicate registrations of refugees, management of operations and IT Staff
Achievements:
• Managed IT operations and supervised over 10 Systems Engineers
• Designed a biometric database for Voluntary Repatriation Centers for data storage of refugees
• Designed data synchronization application to synchronize encrypted & compressed data across the servers
• Trained System Engineers to work in biometric databases in VRCs
• Designed backup & recovery solution for the database servers and write code in VC++.Net for Iris technology
• Deployed Windows 2003 Servers as Domain controller and Database servers, setup DNS, DHCP, WLAN and replication
IT Team Lead - Joint Civil and Voter Registration Pilot Project in Afghanistan
Achievements:
• Designed the backend database in MS SQL Server and Face recognition database in MySQL
• Developed portions of the application for Iris recognition, Face capture, image quality control and data synchronization using low level windows APIs, C++.Net interop services and patent SDKS for biometric solutions
• Trained system administrators in Dari / Farsi language
Key Challenges: Teach subjects to graduate and post-graduate classes in computer science department. Prepare exam papers, curriculum, students grading and supervise final year projects

• Achieved excellent recognition and considered outstanding lecturer at the University for implementing modern teaching methods that include case studies, research, practical projects and developing student confidence
