• Lead the MEAL team across Northwest Syria, providing technical supervision, work
planning, capacity building, and performance follow-up for MEAL staff.
• Lead the planning, implementation, and quality assurance of Multi-Sector Needs
Assessments (MSNA) across Northwest Syria and Middle Syria (Hama) in coordination
with programme and coordination teams.
• Coordinate with humanitarian partners throughout the MSNA process, ensuring
harmonized methodologies, data quality standards, and timely implementation.
• Prepare comprehensive Needs Assessment Reports, Factsheets, executive summaries,
and evidence-based recommendations to support strategic programming and donor
decision-making.
• Lead the design and revision of assessment methodologies, questionnaires, sampling
approaches, Terms of Reference (ToRs), monitoring plans, and data collection tools.
• Oversee baseline, endline, PDM, market assessments, verification exercises, and other
MEAL activities while ensuring compliance with organizational SOPs and donor
requirements.
• Ensure high-quality data management, validation, analysis, visualization, and reporting
using Kobo Toolbox, Excel, Power BI, and other MEAL systems.
• Represent the MEAL Department during weekly Base Management Meetings and cross
department coordination meetings, providing updates on assessments, monitoring
findings, accountability, and operational priorities.
• Work closely with the MEAL Manager in planning mission-wide MEAL priorities,
strengthening systems, reviewing indicators, and supporting proposal development.
• Serve as Acting MEAL Manager during the MEAL Managers absence, providing technical
and operational leadership while coordinating directly with the MEAL Coordinator at
Headquarters on priority tasks, reporting, and strategic planning.
• Lead the preparation of donor-required assessment reports, factsheets, dashboards,
indicator tracking tools, and information products for ECHO, BHA, SCHF, GIZ, UNHCR,
and other humanitarian donors.
• Support programme teams in developing logical frameworks, indicator reference sheets,
monitoring plans, verification methodologies, and data quality improvement initiatives.
• Lead capacity-building initiatives for MEAL staff, enumerators, and programme teams on
MEAL methodologies, Kobo Toolbox, data analysis, accountability mechanisms, and
reporting standards.
• Ensure implementation of Accountability to Affected Populations (AAP) and Community
Feedback and Response Mechanism (FCRM) procedures across projects.
• Provide strategic recommendations based on assessment findings to improve
programme quality, accountability, and evidence-based decision-making.
• Produced high-quality Needs Assessment Reports and Factsheets used for programme
design and donor reporting.
• Strengthened mission-wide MEAL systems, including assessment methodologies,
verification processes, indicator tracking, and reporting tools.
