Updating the existing maps and databases of all layers related to education (schools, universities, instituitions, etc.)
and establish a process to ensure the GIS system compliance to continuous schools’ data changes, and consequently
assure the update of the digitized maps, different required layers, and entities’ coordinates
Creating multiple web applications using ESRI web app builder based on various departments’ needs as well as
setting up trainings on how to benefit from these application in employee’s daily tasks.
Establishing a process to improve quality assurance for site visits results on the different geographical units(by
creating survey forms using survey123), and to optimize the utilization of the GIS system by the different organizational
units in MEHE and according to their needs.
Assisting the Ministry of Education in decision making processes related to schools construction, rehablitation,
extensing and closing as well as opening new sections for new students.
Coordinated a national needs assessment for construction of public schools across Lebanon. This new approach has
been designed to improve the efficiency of the system, while tackling barriers to pupil retention and learning outcomes.
The needs assessment will be the basis of a future government decree on school construction and will be used for
prospective bilateral construction projects of around 100 million Euros.

project/programme monitoring and reporting
Creating SharePoint webpages and improve the existing ones according to various departments’ needs.
Providing guidance and ensures programme teams are using tested and standardized data collection tools (including
tools for outcome monitoring using quantitative and qualitative data collection methods as well as tools for quality
monitoring, needs assessments and evaluations)
Providing direct support to staff and partners on data quality control, storage and analysis

UNICEF Lebanon Country Office, in coordination with the Ministry of Education and Higher Education (MEHE), is working
towards bridging the digital divide to provide all children attending public education with access to world class inclusive
digital learning solutions.
Purpose and Objectives :
Assess the status of internet connectivity and infrastructure and digital/ICT equipment, access to power/electricity and
WASH facilities across up to 1237 public schools, 7 MEHE Regional Offices and 142 TVET schools and develop
recommendations towards enhancing this component across the selected locations.
Produce an interactive mapping tool that includes informed visual representation of data collected .
Prepare detailed proposed solutions for enhancing internet connectivity and access to power/electricity supply across
the locations.
Scope of work:
Phase 1: Design the assessment and data collection methodology and tools (using KOBO)
Phase 2: Implement the data collection process across the selected locations and prepare field descriptive reports as
well as review, verify and clean the data collected.
Phase 3: Present the assessment outcomes and create layers or groups of layers that show the geolocations of schools
and MEHE Regional Offices’ (REOs) as markers and that display the data collected (as pop-up) upon clicking on a
school/location geo-pin.
Phase 4: Develop recommendations regarding enhancing access to the following two key components: enhancing
access to internet infrastructure and connectivity .
