A- Responsibilities / ToRs
- Technical support to improve the community health system through primary health care systems development and strengthening at community level, based on community relays;
- Technical support to improve access to nutrition and maternal, newborn and child health services and to support child development in the first 1000 days.
- Technical support to renewing ‘Mother House” Dar Al Oumouma's role as an elevator to encourage childbirth in a supervised environment and postpartum consultation.
- Technical support to increase demand of maternal and child health / nutrition services at community level, through a combination of development communication strategies for better community engagement and sustainable behavior change.
- Technical support for improving the nutritional status of mothers and children through integrated and multisectoral activities focused on responding to micronutrient deficiencies.
- Support to the Maternal and Child Health Program through a mentoring approach to strengthen the capacity of partners and the development of evidence-based frameworks on the effectiveness of proposed interventions
1. Missions carried out in the Daraa Tafilalet and Marrakech Safi Regions
1.1. Mission of maternal and childcare offer evaluation: Support of a Consultant in charge of new generation of House Mothers called Dar Al Oumouma (DAO) to evaluate them, Interviews with NGO managers of Mother Houses (DAO), with local authorities, staff of Health centers (CSR2) and focus group with beneficiaries 23 -24/07/2020
1.2. Three Missions 2020 - 2021 for data collection and testing of Maternal and Child Health variables: Support of a Consultants in charge of DAO evaluation to develop Specifications for the new generation DAO, interviews with national NGO/ DAO managers, with local authorities, CSR2 staff
1.3. Three Missions 2021 - 2022 for data collection and and Supporting of a Consultants in charge of DAO to train Relay Persons intermediaries(PRC) in charge of Awareness, support and guidance of Mothers & Children to good maternal & newborn health and Nutrition practices, and to train them on C4D and Community Engagement
1.4. Review and comments on consultants’ deliverables: Support for a new generation DAO establishment in Morocco, Study on the Community Relay Mechanism (DRC) Community Health System & Positive Parenting Practices 'interviews, DRC Specifications, Basic kit for community relays PRC,
2. Workshops and Document Production:
2.1. Workshops Animation: Animation of authority’s representatives’ groups, Provincial health delegations of Draa Tafilalt Region on a maternal and child health SWOT for the project implementation phase, conduction of. Dozens of Workshops in 5 Provincial districts of the Region to identifying Sites and Beneficiaries and supporting 50 National NGO and CSR2 to disseminate maternal & newborn health’s good practices and Community Engagement.
2.2. Fr / Ar translation of the Community Relay System DRC Specifications and reporting guidance, and Presentations and Call for Expressions of Interest…
3 Coordination and implementation of the Partnership / Tripartite Project clauses at sub national and provincial level by ensuring communication and cooperation between regional and provincial actors: Focal points for Health & INDH, Regional Directorates, Services representing partners, Circle INDH Chiefs & Local Committees, Consultants & Service Providers, DAO Management Associations, and Rural Health Center Managers
1-Supervision:
A- Local staff (5-8): Hiring, managing and payment
B-Design and implementation of humanitarian projects (Shelter / NFI-WASH and Food Security).
C-Procurement, Tendering, Recruitment and Missions Procedures.
D-Administrative & financial assistance, reporting and logistics
2-Management:
A-Coordinating & Partnership: (with CR / CR mouvment, IOM, OCHA, UNHCR, UNHAS-PAM ...), Shelter Cluster’s member / NFI and WASH - Bangui and QRCS ' spokesperson to NGOs and the authorities.
B-Mission: Needs Assessment of beneficiaries, of Idientification stage, of monitoring and evaluation, of progress work, and for trainings
3-Technical actions:
A-Preparation / Approval of Official Docs (Terms Of Reference, Travel Order, Tenders, Recruitment Notice ...
B-Preparation of conventions & agreements, translation Ar / Fr - Fr / Ar, hierarchical mailing…
C- Proposal and displaying draft projets&projet Ideas, activity reports and Mapping
D-administrative, financial and logistical management in case of absence / lack of some staff
E-Technical contribution in project design, monitoring&evaluation, in Clusters, in Calls for Proposals’ analysis, and in beneficiaries’ identification
-Financial and administrative management of the regional parliamentary office (budget, Archiving, Incoming and outgoing files, Office automation, typing, Mailing ...)
-Supervision of the staff (2) and Administrative reception
-Representation of members in ministerial delegations, authorities and political actors
-Coordination and cooperation with local NGOs
-Arrangement and management of legislative and communal electoral campaigns
