Job objective / Position Purpose
-To participate on the preparation and execution of investment projects manage and/or coordinate the engineering, construction and process activities.
-Overall responsibility for all project engineering activities and team for the development of a detailed Project Schedule integrating all discipline activities
- Assist in Budget and engineering study of the project.
- Lead and Mange mechanical disciplines engineers.
- Assisting project manager with execution of a Project:
To stay within the authorized- budget and schedule
To deliver the project according the expected quality.
- Organize Basic- and Detailed- Engineering.
- Participate and support management of change processes during all phases of the project.
- (as Team member) Finalizing the P&ID’s and balances and participating in the basic and detail engineering activities
-prepare, Monitor and co-ordinate detailed specifications / designs (RFQ)
-Ensure that design complies with relevant MEFSCO Design Guides and local engineering practices.
-Ensure all design reviews are carried out in accordance with the Technical Review Process
-Manage the preparation of detailed equipment lists for major plant items and ensure that it is done for all other items, e.g. piping and instrumentation components.
-Organize and participate in project meetings
-Manage the preparation of initial and on-going estimates of the project costs.
-Ensure the right selection of process, technologies, equipment, systems and procedures
-Review and approve as appropriate all Project Engineering docs.
-Prepare scope document.
-Coordinating with procurement for selection of equipment suppliers and vendors
-to ensure that a detailed construction program is prepared, which meets the requirements of local regulatory authorities and Installation Qualification and is consistent with the pre-commissioning /commissioning plan
-Manage Project Documentation, from Initiation to Handover, meeting all milestones within the Project Program to ensure that the project progresses in a timely manner
-Reviewing and Evaluate the contractor’s cost, schedule and execution plan.
-Support the Engineering Manager in Controlling & monitoring the scope, cost & progress.
-Monitor timelines and report progress and deviations to the team.
-Ensure timelines for Engineering & procurement are adhered to and spends are as planned and budgeted
-Provide effective supervision through all project phases for timely engineering, construction and commissioning
- Manage and monitor the engineering, construction, pre commissioning /commissioning at optimal cost while maintaining HSE and quality objectives.
- Explore options to reduce project time and cost.
- Conclude technical issues with Engineering Consultants & Contractors in line with the project objectives.
- Insure the formation of integrated team and associated resources and supervise the activities to ensure achieving project deliverables.
- Direct and supervise the implementation of the project including verification of bidders list, preparation of ITB documents consisting of terms of reference, scope of works, and project master schedule (PMS).
- Participate in the plant-level improvement process; evaluate improvement opportunities and implement improvement initiatives, including capital projects.

Main Responsibilities & Duties
To prepare commitments/ estimates for approval e.g.:
- Mass, utility balance, process preparation and calculations together with representatives of Process Development, Production, Maintenance, EHS, etc.
- Organizing and contribution to Hazard Identification Risk Assessment and safe design
- Cost calculation, Project schedule and construction (safety) plan
- Preparation of the Technical commitment, permit requests

Responsible for Mechanical commissioning and maintenance to suit project to the final design and ensure the design parameters set are maintained during Commissioning and Operation phases at site.

Managing and coaching the Service Engineering teams.
Maintaining and following-up on preventive and corrective maintenance.
Oversee installation, operation, maintenance, and repair to ensure that machines and equipment are installed and functioning according to specifications.
Perform required maintenance activities.
Conduct research that tests and analyzes the feasibility, design, operation and performance of equipment, components and systems.
To provide technical advice on maintenance practices for plant.
Investigate equipments failures and difficulties to diagnose faulty operation, and to make recommendations to maintenance crew.
Recommend design modifications to eliminate machine or system malfunctions.
Establish and coordinate the maintenance and safety procedures, service schedule, and supply of materials required to maintain machines and equipment in the prescribed condition.

To Ensure that all power services and other utilities plant are effectively operated and maintained, in order to achieve output targets, optimum efficiency and minimum downtime during continuous operation .

Operating (DCS), maintaining the plant to meet refinery needs and Responsible for all aspects of troubleshooting and repair of a wide range of machines including:
1- Natural gas type Steam Boiler for processes operation, LP steam distribution.
2- Steam Turbine for power generation.
3- Demineralization unit (ion exchanger), cooling tower, waste water treatment plant, sewage water treatment plant, diesel generator, air compressors, service water pumps.
Maintaining and following-up on preventive and corrective maintenance.
Provides the utilities report for the daily production meeting.
Plan and allocates day to day activities for the team at the start of the shift.
Completes an end of shift report and carries out an effective communication and handover exchange with the incoming engineer in the work area.
Directs and motivates the team, carrying out performance appraisals and initial disciplinary steps if required
Job description

Help and co-ordinate with the suppliers of equipment to ensure specifications and standards are within design criteria.

Technical Tender Packages Preparation including:
1- Contact and negotiate with potential suppliers/contractors searching for best proposal.
2- Studying and evaluating suppliers/contractors proposals and preparing comparison sheets to compare specification, prices and technical terms.
Day to day activities supervision from the viewpoint of quality and Schedule, Follow up the contractor's performance for the construction and erection, Supervision of final inspection, Commissioning, startup tests and handing over of:
1- 14 MW steam back pressure turbine supplied and installed by Brazilian company (NG) and all associated equipment and piping.
2- Two 80 T/hr, steam Boilers and all associated equipment and piping.
3- Demineralization unit( ion exchanger), cooling tower, waste water treatment plant, sewage water treatment plant, diesel generator, air compressors, processes vessels and pumps
4- Dried sugar conditioning silo, Tanks and foundation of pumps
