Senior Interface Manager (City Infrastructure, and Transport Development)

As a Senior Interface Manager, Ahmed manages integration and interfaces between Infrastructure and vertical
assets projects within Qiddiya Portfolio to develop the Infrastructure and Mobility (Railway, Bus, Smart
Transport) programmes across Qiddiya City on an area of 376 km2 west of Riyadh City. Ahmed’s role is to
create a strategy for engagement between the programme, projects and various stakeholders within Qiddiya
and Riyadh City, as well as manage integration aspects across the portfolio to achieve the Saudi Vision of 2030
and World Cup 2034. Ahmed’s role is not limited to:
- Contribute to establishing and implementing robust Integration, Interface, and Stakeholder Management
Strategies, Plans, procedures, and processes across Qiddiya City's portfolio, starting with business
development and ending with operations.
- Develop, implement, and enhance internal and external communication and liaison processes.
- Reporting on overall integration, interface, and stakeholder engagement progress, ensuring
implementation of agreed strategies and reviewing key deliverables and approaches per
programme/project requirements and best practices.
- Monitor and report the performance of Master Planners, Consultants, and contractors.
- Identification of cross-functional issues and trends across the City’s portfolio at either the Development or
Delivery Stages, and tailoring escalation strategies that aim to promptly resolve such issues and disputes.
- Support project and programme managers in planning and delivering existing and future infrastructure,
Transportation, Mobility, and Railway projects, ensuring operational consistency across the protfolio.
- Provide Operation, Integration, Interface, stakeholder engagement advisory and facilitation services as
needed to different sectors.

Al Wadi Development Programme (PMCM) for ARDARA (A Subsidiary of Saudi Public Investment Fund)

As a Senior Project Manager and Integration and Interface Manager, and throughout a short-term contract,
Ahmed created a strategy for integration, interface, and Stakeholder Management between Infrastructure and
vertical assets projects within the programme initiated by ARDARA to develop the Wadi located at the heart of
Abha City on an area of 2.5 km2
. The strategy created by Ahmed fostered engagement between the programme
and various stakeholders within Asir Region, which contributed to forecasting and planning the programme at
its early stages to achieve the Saudi Vision of 2030. Ahmed’s role was not limited to:
- Establish an Interface and Stakeholder Management Strategy for the overall programme between all
disciplines and stakeholders.
- Engage with statutory bodies to settle procedures and processes to facilitate designing and constructing
different programme components in a congested, touristic city.
- Contribute to establishing and implementing robust programme management processes/systems.
- Manage planning and delivery of existing and future infrastructure, ensuring integration across all
programme disciplines.
- Develop, implement, and enhance internal and external communication processes.
- Plan, initiate, and prioritise infrastructure projects, temporary solutions, and permanent solutions to deliver
infrastructure to deliver the programme on time, considering the region's Governmental, Heritage and
Environmental characteristics.
- Reporting on overall integration, interface, and stakeholder engagement progress, ensuring
implementation of agreed strategies, reviewing key deliverables, RFPS, RFQS and approaches per
programme requirements and best practices.
- Monitor and report the performance of Master Planners, Consultants, and contractors.
- Implement Risk Management procedures and processes according to a formed quality management system.
- Oversee logistics plans that require strong engagement with relevant stakeholders through land acquisition,
demolition, and logistics transportation.
- Apply Innovative and Green infrastructure for Smart Cities (Neutral Carbon, Invisible Infrastructure, etc).

AlUla Infrastructure Programme Management Consultant (PgMC) and Programme Construction
Management Consultant (PMCM) for The Royal Commission of AlUla (RCU) \[USD 15 billion\]
(SEA, JV between SETEC, Egis, and Assystem)
As an Integration and Interface Manager, Ahmed manages integration and interfaces between primary and
secondary infrastructure programmes/projects and other developments within AlUla County. Ahmed’s role aims
to implement RCU's strategy by defining internal and external interfaces through the initiation, development,
and execution of programmes/projects, in addition to maintaining strong engagement with RCU's partners,
proponents, business owners, and external stakeholders. This role is a crucial leadership position for the
delivery of AlUla's Vision 2035 as it drives and strengthens engagement with all stakeholders through:
- Establish an Interface Management System between all disciplines and stakeholders that tackles all
requests and interfaces from initiation until the end of construction.
- Contribute to establishing and implementing robust programme management processes/systems.
- Support project and programme managers in planning and delivering existing and future infrastructure
projects, ensuring operational consistency across all programme disciplines.
- Develop, implement, and enhance internal and external communication processes.
- Liaise and negotiate with business owners and proponents of capital projects and future assets projects.
- Plan, initiate, and prioritise infrastructure projects and temporary and permanent solutions to deliver
infrastructure to all existing and future assets, developments, events, and facilities.
- Infrastructure reports on overall integration and interface progress, ensures implementation of agreed
strategies and reviews key deliverables, RFPS, RFQS, and approaches per programme requirements and
best practices.
- Contribute to developing innovative principles and ideas in complex infrastructure problems and provide

Operation and Maintenance of Riyadh Metro Project (Package 5, Lines 3, 4, 5 & 6) \[SAR 11 billion\]
(A Joint Venture between Hitachi Rail STS, Alstom, and Gruppo Ferrovie dello Stato Italiane)
As an Interface and Stakeholder Manager, Ahmed was responsible for boosting all disciplines and departments
by co-defining internal and external interfaces, implementing FLOW's strategy for the operation of Riyadh
Metro, and sustaining engagement with all external stakeholders. This role is a crucial leadership position for
operations and maintenance functions, responsible for driving and strengthening engagement with all
stakeholders through:
- Represent FLOW as a direct point of contact with local authorities, lead and manage authorities’
interactions/meetings, and manage relationships/engagements with third parties, governmental bodies,
utility agencies, and the private sector through frequent interactions.
- Oversee the department's daily operations and recommend and drive efforts for operational improvement.
- Develop, refine, and ensure proper documentation and implementation of all policies and procedures.
- Commence and monitor Interface and Stakeholder engagement activities with the employer, governmental,
statutory, and non-statutory bodies to achieve business plans and strategies.
- Ensure close coordination, alignment, and communication across all delivery-oriented entities and key
stakeholders, ensuring effective stakeholder management plans with clear responsibility for delivery.
- Contribute to developing Emergency Response Plans, procedures, and processes, ensuring the application
of best practices, compliance with local regulations, and adherence to an all-encompassing stakeholder
engagement strategy.
- Stakeholder mapping and settling internal and external communication protocols through everyday

(FAST, JV between FCC, SAMSUNG, Alstom, SETEC, Strukton, Freyssinet, ATKINS & TYPSA)
As a Senior Interface and Stakeholder Management Engineer, Ahmed provided leadership and management
of technical interfaces influenced by stakeholder engagement through the design, permitting, construction, and
handover to clients or other entities. Ahmed contributed to the success of Riyadh Metro lines 4, 5, and 6 through:
- Manage multiple cross-functional interdependencies and various project initiatives, support and guide other
disciplines to successfully achieve high-quality outputs.
- Led the interface team for stakeholder engagement in registering and resolving all requirements and
interfaces with the Client Project Management Consultant, statutory bodies, and internal and external
stakeholders in all written and verbal correspondence.
- Liaise with external stakeholders through building and maintaining solid relationships and responding to
enquiries and complaints.
- Develop and foster community relationships and support senior management as the organisation's public
facade.
- Establish and regularly enhance interface and Stakeholder Management Plans by creating and updating
procedures, communication protocols, and interface control documents.
- Improve the Land Access procedures regarding land acquisition and handover agreements.
- Resolve discrepancies between the Scope of Work, Limits of Work, and Right of Way.
- Analyse delays in obtaining permits and approvals from stakeholders and develop mitigation plans to
ensure obtaining required permits and approvals within the planned time.
- Participate in working groups addressing permitting and approvals, interface management, business
process efficiency, HSSE, logistics, sustainability, legacy, and other areas affecting project delivery.
- Organise Value Engineering workshops between concerned entities during the project's early stages and
throughout its life cycle.
- Identify potential future interface issues that may result in scope changes or schedule deviations.

Ahmed was part of a world-class infrastructure programme to deliver several transformational projects
supporting Qatar's medium and long-term development priorities. Through this role, Ahmed had a hand in
transforming engagement with clients, consultants, contractors, and operators. He made a difference by being
part of design management and delivery for Ashghal's programmes:
- Analyse and map the relationships between various parties, including clients, stakeholders, program
management team, and other contractors and consultants.
- Develop, manage, and implement the programme interface management process to inform and develop
governance and decision-making processes.
- Oversee liaison and create/maintain communication links among critical parties.
- Establish communication protocols and agreements with utility agencies by creating Memoranda of
Understanding (MoUs), Service Level Agreements (SLAs), Collaboration Protocols and Approval
Processes.
- Coordinate activities of stakeholders and consultants' requirements to ensure all activities and interfaces
are efficiently planned and resolved in line with programme requirements.
- Prepare technical guidelines and learnt lessons learned strategy for efficient operational management and
more reliable timelines for consultants and stakeholders.
- Conduct comprehensive project design reviews for managed projects regarding stakeholder engagement
and NOC processes, considering effective planning and operation.
- Monitor and track utility design reports, prepare trend analysis reports and propose utility savings initiatives.
- Assisted with preparing policies, procedures, and processes and led continuous improvement of interface
management procedures.
- Contribute to responding to enquiries and complaints received from key stakeholders.
- Contribute to obtaining stakeholders' requirements, improving coordination/cooperation, and avoiding
sudden changes that may impact projects during various stages.
- Conducted two task forces for utilities and street lighting works between all relevant disciplines, including
Ashghal, consultants, and stakeholders, to achieve Qatar National Vision 2030.

Ahmed was part of the professional team responsible for providing design and consultancy services across
high-profile projects. Ahmed has contributed to the design, hydraulic modelling, interface solutions of wet
utilities, and Stakeholder Management. Ahmed's responsibilities included the preparation of technical
proposals, technical specifications, BoQs and tender documents for the following projects:
- King Abdul-Aziz International Airport Development Project (KAIA), Sub-Consultant of adpi. \[USD 3.8 billion\]
- Technical Studies for Helicopter Facilities Design for the Royal Saudi Naval Forces (King Faisal Naval Base)

- Technical Support Studies for Makkah Municipality

- Development and improvement of several of Riyadh's streets, tunnels, interchanges, and pedestrian bridges.

As a member of the team, Ahmed contributed to the provision of complete design, assessment and hydraulic
analysis for wet utility networks, water and wastewater treatment plants and the development of master plans
in addition to utility interface and stakeholder management for the following projects:
