SCOPE OF ACTIVITIES:
• Managing the detailed engineering works as well as the engineering for the construction for the project including all process units, storage, utilities, off plot facilities, off-sites, and pipelines.
• Coordinating the review process by PMC, PMT and reviewing and approving engineering work and drawings by the EPC contractors to assure compliance with project specifications and contract requirements.
• Managing engineering work for OWNER responsibilities such as roads, tie-ins, electric grid connection etc. to insure that the designs are integrated with the plant design.
• Developing and managing of project controls to track the project budget and schedule in coordination with the Project Controls Manager.
• Assisting with development and implementation of operator training plans and plant startup plans.
• Review and approve all contractor and sub-contractor’s designs and drawings to assure compliance with project specifications and contract requirements in collaboration with the PMC and PMT.
• Develop and implement a plant information management system.
• Ensure HAZID and HAZOP’s are completed and recommendations are implemented.
• Identify problems, develop action plans, and take necessary action to ensure engineering work is completed correctly and on time.
• Ensure that design includes necessary safety features including safety shutdowns, SIL ratings, relief system designs, etc.
• Work closely with the Project Controls Manager and EPC contractor to ensure a robust, reliable control system.
• Ensure that necessary spare parts are identified and are on hand for plant start up in coordination with the Commissioning and Start up Manager.
• Manage the project risk management plan and ensure implementation with respect to the Engineering works.
• Ensure constructability review is provided in the design in consultation with the Construction Superintendents.
• Assure that contractor design will meet capacity and efficiency requirements.
• Develop project controls system to track and report project costs.
• Review and approve contractor invoices.
• Assure that contractor design meets environmental and safety requirements.
• Work with the Project Control Manager to develop and maintain project schedule, project control scheme and progress monitoring (CPM) scheme.
• Work closely with EPC contractor’s engineers to manage design work.
• Work closely with the PMC to coordinate the review process of the Engineering works.
• Provide written and verbal reports on engineering activities to the Project Manager and others as required.

Engineering - Procurement - Construction (EPC)

SCOPE OF ACTIVITIES:

• Prepare and review ITB (Invitation to Bid) documents submitted in the proposals stage.
• Prepare and review contract requirements for project execution.
• Verify scope of work, budgeted man hours, budgeted quantities, list of deliverables, and project specifications for execution of the work.
• Coordinate with projects and planning departments on schedule related issues.
• Identify equipment parameters including equipment sizing, controls, power supply, material of construction, pressure requirements, utility requirements, limitations of operating environment and other parameters.
• Prepare of Equipment Data Sheets, and technical Specifications for Enquiry.
• Technical comparison and evaluation of bids for compliance with requisition and applicable standards.
• Prepare of Equipment purchase order.
• Review vendor drawings and documents; ensure vendor documents meet with order specifications and applicable codes.
• Co-ordination of interfaces with other engineering disciplines
• Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs.
• Monitor vendor manufacturing progress to insure equipment delivery as per schedule.
• Attend performance acceptance tests on all different types of rotating equipment.
• Interface and provide clarification, guidance and technical support to construction sites and commissioning engineers, provide startup assistance as required.
• Provide operations with engineering support to troubleshooting all rotating equipment problems, detailed analysis and recommendation to these problems.
• Work with vendor technical representatives to resolve equipment technical problems.
• Participate in HAZOP meeting with the client, third parties and representatives of other engineering disciplines.
