Taking up the ordinary purchasing role as a senior procurement engineer leading two junior engineers (remotely reporting to the central procurement unit at Alfanar headquarter in Riyadh, KSA) for a group of Alfanar running projects in KSA, UAE and Bahrain “Please refer to Job history, field# B for the detailed role description”

Role# 2
Taking up a full operational role including purchasing, logistics, customs clearance and governmental related affairs for Alfanar renewable energy project in Egypt \[50 MWAC PV Plant at Benban, Aswan (Phase-I)\]. The role included the following:

 Expediting/Processing of all the issued PO's till delivery to project site
 Tracking of shipments once departed from the origin until arrival at ports.
 Co-Ordination with central logistics (KSA) & shipper for preparation, issuance and dispatching of shipping documents.
 Submission and issuance of duties and VAT exemption letters from the related governmental authorities (GAFI, MOF and NREA).
 Conducting visits to above mentioned entities to clear any obstacles in the process (whenever required).
 Monitoring closely the process of customs clearance with the brokers and clearance of any obstacles/issues with customs authorities.
 Maintaining tracking sheets for the entire clearance process.
 Updating the relevant parties through accurate reports about material delivery.
 Maintaining soft copies records and hardware archives.
 Tracking the deductions of received material from the main BOQ of the project.
 Receiving invoices/receipts/claims from brokers, review the same and verify each document in preparation for financial settlement.
 Initiation and follow up of vendors/ customs/brokers payments with accounts.
 Coordination of land transportation between ports and site ensuring that client’s regulations (Quality& HSE) are well fulfilled by transportation contractors.
 Reporting for delays/problems on time if any, working on a corrective and preventive actions to avoid same in future.
 Updating with any changes in laws/instructions/market conditions/governmental decrees

* Reception of project hand over documents from tender department.
* Issuance of Main/Major material Contracts and Purchase Orders fulfilling the pre-bid agreements performed during tendering stage.
* Reception of PR’s and RFQ technical documents from project team.
* Preparation and floating of RFQ’s to vendors.
* Forwarding the received bids to project team for technical evaluation, co-ordination between the two parties until clearance of all clarifications/requirements from vendors.
* Preparation of comparison sheet and negotiation with the approved vendors (depends on the authority limit “i.e. PO value”) to obtain the best solution in terms of price, technical evaluation, delivery time, payment facilities and project manager recommendation as well.
* Handing over the case to the project Purchase officer to generate the DPO on SAP.
* Obtaining Project manager and SCD management (depends on the authority limit “i.e. PO value”) approval on the DPO.
* Expediting the PO release strategy on SAP until final issuance of PO to vendor.
* Expediting the order acknowledgement and handing over the PO to project team for follow up.
* Monitoring supplier performance, fulfillment, and compliance to PO terms and conditions along the PO/Contract validity.
* Preparation of cash flow timetable for the Main/Major material PO’s/Contracts at the beginning of the project and forwarding the same to accounts department.
* In co-ordination with project team and vendors, arrangement of inspection of goods, follow up the clearance of all comments/snags until securing the release for shipment order from project team.
* Reviewing vendor’s payments requests and authorizing of the same from SCD management (with respect to the applicable authority limit “i.e. PO value”).
* Reviewing vendor’s Letter of Credits (LC’s) and its amendments/extensions and authorizing of the same from the SCD management (with respect to the applicable authority limit “i.e. PO value”).
* Reviewing vendor’s Bank Guarantee’s (Advanced Payment and Performance) and its extensions/releases and authorizing of the same from the SCD management (with respect to the applicable authority limit “i.e. PO value”).
* In co-ordination with projects department, preparation of foreign currency statement and bi-weekly monitoring of updates of foreign currency requirements for both issued and expected Purchase Orders and providing the same to accounts department.
* Reviewing logistics PO’s/Contracts (ex. Appointment of freight forwarders and Inland transportation for heavy lifts) after being prepared by logistics department and authorizing of the same from SCD management (with respect to the applicable authority limit “i.e. PO value”).
