• Represent the Client's interest at the Construction site and provide continuous liaison between all parties concerned and the Contractor. The consultant will also report on all matters requiring the Client's attentions via the DSC project-management team.
• Monitor construction programme and cash flow, in order to achieve completion of the construction within the time and budgets targets.
• Determine that the Contractor's work is preceding in general accordance with the intent of the contract documents and issue all necessary orders and instructions to the contractor to execute the work in accordance with the Contract Documents.
• Answer the Contractor's questions regarding any portion or provision of the contract documents so that he will execute the work in the proper manner.
• Establish onsite quality management procedures technical supervision programme to ensure the attainment of the required quality.
• Arrange regular technical co-ord. meetings to ensure smooth progress of construction.
• Prepare and submit to the Client a monthly report on the progress of the work during the preceding month and record any accidents reported to have taken place on the coordination site.
• Prepare and issue supplement field sketches or written instructions to modify or clarify any portion or provision of the Contract documents so that the original intent of the Contract Documents is clearly understood by the contractor in order that he can properly execute the work.
• Evaluate and study all material and equipment submitted by the Contractor's and analyze the effect of any alternatives on the Project cost and schedule and advise the Client.
• Review all Civil and Structural shop drawings and submissions and issue necessary instructions affecting their rectification if required.
• Provide final approval to all Civil and Structural materials, shop drawings, method statements and equipment submitted by the contractors, ensuring compliance with specification.
• Monitor all required testing such as concrete, soil etc. The Consultant's staff performing such tests will keep accurate records of the results of such tests or inspections and shall notify the Contractor accordingly.
• Carry out regular inspections on site to ensure performed work as per required standards.
• After substantial completion of all or a portion of the work by the Contractor, prepare lists of items, materials or systems deemed as requiring remedial work or replacement. Such lists of pre-final and final acceptance inspections will be submitted to the Client, followed up by reports of actions have taken by Contractor.
• Obtain from the Contractor and deliver to the Client all necessary operating manuals, maintenance instructions, warranties and guarantees on materials, necessary or contractually required.
• After approval of all works, testing and commissioning of all systems, checking and finalizing As-Built drawings, ensure smooth handling over of the project.
