As an essential pillar of the Egyptian National Economic Reform initiative, the tax reform started with the issuance of the new Tax Law in 2005 followed by the Presidential Decree to merge the Income Tax and Sales Tax entities into the Egyptian Tax Administration (“ETA”) comprising 52, 000 employees. I was contracted by the OUDA as the Director of Communications Program working under the leadership of ETA Commissioner, Mr. Ashraf Al Arabi. The Communications Program, being one of six ETA Merger PMO programs, supports the organizational modernization and transformation efforts. My role started with a thorough review of the current systems within the two entities in order to achieve deliverables such as: the definition of the Communications Strategies required for re-branding and re-positioning the administration in accordance with its new Vision, Mission Statement, Strategic Objectives and Values, introduced in 2006, alongside its strategic and high-level action plan for merger - the definition of the new overall bidirectional communications framework, system and feedback mechanisms - the development and implementation of holistic internal/external strategic communications plans conforming with budgetary requirements - the design and deployment of comprehensive and holistic campaigns targeting the appropriate internal/external audience, nationwide, with a variety of Above-The-Line and Below-The-Line communications tools - the development and implementation of an enhanced branding into internal and external products, services and initiatives - the design of the Communications Sector’s organizational structure including roles and responsibilities, job descriptions for all job families and the required skill-matrix - the assessment of current managerial and staff capabilities for the purpose of capacity building - coaching and training the work team to develop their technical and soft skill levels - designing a comprehensive solution for the internal/external portal communications gateways - leading/coaching the communications workforce comprised of ETA staff and newly recruited specialists - working in a cross work relationship fashion with ETA sectors leaders, the other five merger programs and national/international external experts and consultants.
