Snr HSSE Specialist - BCC Project | Key Responsibilities
Lead the implementation, maintenance, and continual improvement of the Project Health, Safety, Security and Environmental Management System (HSSEMS), ensuring full compliance with corporate policies, client requirements, ISO standards, and applicable Saudi legal regulations.
Provide strategic HSSE leadership and technical guidance to project management, construction teams, and subcontractors, driving a proactive safety culture and ensuring effective integration of HSSE requirements into all project activities.
Develop, review, and continuously improve HSSE management plans, procedures, Safe Systems of Work (SSOW), risk management processes, and project-specific control measures to support safe project execution.
Lead incident, accident, and high-potential near-miss investigations using Root Cause Analysis (RCA), identify systemic failures, recommend corrective and preventive actions, and monitor their effectiveness to prevent recurrence.
Direct the planning, implementation, and assurance of Permit-to-Work (PTW) systems for high-risk activities, including work at height, lifting operations, confined space entry, hot work, excavation, electrical isolation, and simultaneous operations (SIMOPS).
Lead project-wide hazard identification and risk assessment (HIRA/JSA/TRA) processes, ensuring hazards are adequately identified, evaluated, and controlled throughout all phases of construction.
Conduct HSSE assurance activities including inspections, compliance audits, leadership safety tours, behavioural observations, and contractor performance assessments to verify compliance and drive continual improvement.
Coordinate internal and external HSSE audits, client inspections, and regulatory visits, ensuring timely closure of findings and sustained compliance with contractual and statutory requirements.
Mentor, coach, and supervise the project HSSE team and subcontractor HSE personnel, enhancing competency, accountability, and consistent implementation of project HSSE standards.
Develop and deliver HSSE training programmes, toolbox talks, awareness campaigns, and leadership engagement initiatives to strengthen workforce competence and promote positive safety behaviours.
Plan, coordinate, and evaluate emergency preparedness exercises, including work-at-height rescue, confined space rescue, fire and evacuation drills, medical emergency response, spill response, and crisis management scenarios.
Monitor HSSE performance through leading and lagging indicators, trend analysis, inspections, and management reporting, providing actionable recommendations to senior management to enhance project performance.
Collaborate closely with engineering, construction, quality, and project controls teams to proactively identify operational risks, evaluate design and construction changes, and implement effective mitigation measures without compromising safety or productivity.
Champion continuous improvement initiatives by analysing HSSE performance data, identifying opportunities for operational excellence, and implementing best practices that support the project's Zero Harm objectives.
