• Contribution to the decision-making process of higher management about bid/no bid for potential business opportunities.
• Undertake full responsibility and ownership for the preparation of the technical and commercial bid.
• Coordination and liaison between other departments and tendering team, action planning on strategy set by the higher management.
• Review of bid conditions and obtain a clear understanding of the tender requirements and formulate the same in instructions to the involved discipline staff.
• Follow up commercial and contractual issues and prepare suggested assumptions and qualifications for internal management review.
• Management of major subcontracts negotiated during the tender period.
• Coordinating tender reviews and deadlines and adjusting them to the frameworks given by the Employers.
• Establishing project tender schedule and forecast of project cash flow.
• Risk/opportunities assessment of projects at tender stage.
• Establishment and management of synergy schemes with potential partners at tender stage.
• Finalizing tender submissions with higher management.
• Preparation and following up on post-tender clarification submissions and negotiations with Employer.
• Training and guiding a team of cost estimators, quantity surveyors, procurement engineers, planners and draftsmen.
• Supporting occasionally running projects with cost estimation/analysing of change orders and potential claims.
