He acts as Disaster Risk Reduction Consultant to the legislative body of Nueva Vizcaya Local Government.
He creates policy proposals i.e. Disaster Risk Analysis using Hazard Identification and Risk Analysis.
He spearheaded the creation of Standardized Safety School Plan in all of the Province using Sendai Framework, local laws and policies.
He created Contingency Plans, Operational Plans for flooding in Magat river, Landslides in Diadi and Sta Fe towns.
Coordinates emergency response activities with local jurisdictions as well as nearby provinces to save lives, the economy and the environment.
Coordinates response activities for emergencies that result of natural, technological or human-caused hazards.
Implement Contingency Plans and provide warning and emergency notification to local and national agencies in event of earthquakes flood or severe weather.
Follows predetermined operational Procedures for emergency and disaster situations.
Initiate initial needed response or other necessary activities related to unique incidents or those that are time sensitive.
Dispatch Emergency Liaison Officers to emergency or disasters to provide on-site assistance and act as direct link between PDRRM Operations Center and MDRRM Operations Center to incident Commanders.
Activate the Emergency Public Information System in case of impending disaster.
Participate in Information System Operations

Issues Public Information, Alerts, Warnings, and notifications.
Responsible for implementation of quality control, health safety and environment procedures and plans ensuring its proper implementation.
Establish and maintain QHSE procedures to develop standard documentations for quality control and assurance for the projects.
Perform Internal and External QHSE Audits.
Fulfill project QHSE requirements by use of applicable QHSE procedures tools and methods.
Perform Incident Investigation when required.
Inspect incoming, outgoing materials and endorse for quality assurance.

Arrange third party inspection and certification for equipments.
Control all lifting equipments in workplace, should carry identification number and valid calibration certificates.

Prepare quarterly QHSE plan, implement, track and record the plan progress.
Make site visits and visit reports.
Preparing monthly RAV/IVMS report violations.

Conduct in-house QSHE trainings and safety drill exercises.
Witness performance test of equipments under maintenance and endorse the test document for quality assurance.

Advising project supervisor and manager on the implementation of safety procedures.
Ensuring that all necessary statutory and other records are maintained.
Developing “safety consciousness” within the establishment by example, by advice and training.
Informing all members of the establishment of the status, requirements and codes of practice for safe-working, of procedures already adopted and of the provision and use of personal protective equipment (PPE), and to ensure their observance and proper use; to arrange for reporting and investigation of incidents with a view to further preventive measures or the dissemination of information to others.
Creating awareness of the hazards associated with the use of radioactive materials, carcinogens (cancer inducers), toxic chemicals and other aspects of occupational health hazards and dissemination of this information.
Carrying out regular Unsafe Act/Condition Audits to quickly identify hazards at the work site with corrective actions.
Coordinates company’s in-house HSE communication meetings and periodic HSE plans, data, implementation and audits.
