Advise and assist HSE Manager on different HSE aspects, and provide technical support to maintain and improve the optimal life cycle of facilities, contract awarding process, and new equipment acquisitions, to ensure that applicable standards and regulations are considered.
Duties:
• Ensure regular site inspections and conducted risk assessments for critical maintenance operations.
• Review new projects work packs draft plans and provide recommendation.
• Liaise with the Algerian Health and Safety Executive and other governing bodies (ARH).
• Provide support and advice regarding health and safety considerations
• Carry out incident investigations, record, and report all incidents, identify causes and provided recommendations to prevent recurrence.
• Developed the scope of work for the HSE management system development contract and participate in the awarding process of the contract.
• Supervised the selected service provider during the process of gap analysis, review and validation of updates of existing HSE procedures and the development of new procedures in collaboration with operational sites.
• Maintain a site-specific training program on the new HSE management system (HSEMS) as a part of implementations process.
• Organize trainings on the Work Permit System (PTW) for different levels of employees.
• Ensure the analysis of HSE performance indicators and the monitoring of mitigation actions.
Key Achievements:
• Updated the existing HSEMS procedures and reduce unsafe acts to 25%.
• 1.5 Millions man-ours free LTI in 3 shutdown operations of CPF and routine GE turbine maintenance
• Up to Four Thousand of PTW and risk assessment audited, reviewed and issued .
• Participated in the reduction of traffic accidents by 80% through a program called 'Best and Bad Site Driver’
Managed fire department Team, and ensuredCreating the fire and rescue department of ELMERK field First oil production site and setting up its objectives and mapping out its strategy to ensure the safety of personnel and process equipment to ensure the compliance with Algerian regulatory fire safety requirements.
Duties:
• Developed, implemented, and maintained up to date the site specific Safety, Emergency Management plan, forms, training materials.
• Manged and Ensured the highest level of preparedness of 40 firefighters, engineers, technicians and operators through an annual training program and emergency response drills.
• Ensured the availability of fire-fighting installations and equipment for any possible emergencies by implementing a preventive inspection and maintenance program.
• Ensured that an adequate inventory and an accurate record of supply and consumption of firefighting material (foam, dry chemical powder) are maintained
• Developed in consultation with HSE manager the annual fire department budget.
• Prepared the emergency specific response plan for shutdown operations considering different critical maintenances tasks.
• Managed firefighting and rescue operations during the triennial shutdown of ELMERK Installation.
• Supervised emergency response operations during crisis situations in ELEMRK field insulations and roads within a radius of 60 km.
Key Achievements:
• Undertake the incitation of fire training center Project until the final reception going through the SWO, Plans tractor selection process, and construction, commissioning of the installations and the equipment.
• Successful completion of all emergency responses by avoiding the worst cases.
• Achieved 100% of annually scheduled fire and rescue drills, and regulatory biannual emergency response plan drills.
Coordinating and carrying out safety tests of all the installations and the Fire and Gas systems (F&G) as well as the firefighting systems in order to obtain the energization authorization of the Algerian Hydrocarbon Regulatory Authority (ARH) for the installations of the ELMERK site.
Duties
• Adhere and lead the implementation of project HSE procedures. Leadership includes guiding the Contractors team through project reviews such as Hazard studies.
• Aid the change management processes of the project, minimising the impact and necessity of change.
• Support the discipline engineers in the prompt resolution of technical design reviews, clarification, and waiver requests from contractors.
• Closely monitor and expedite the closure of the outstanding actions with appropriate design disciplines and other members of the project team.
• Support for testing and commissioning of firefighting systems during installation start-up
• Ensure coordination and risk assessment for concurrent work during work permit meetings and briefing.
• Carried out fire safety tests of all ELMERK field instillations and wells.
• Provided the technical reports of the fire safety systems tests carried out on the well installations and the central processing facility.
• Carried out joint site inspections of the installations and the drafting of their reports as well as the follow-up of corrective actions.
• Ensured daily, weekly and monthly reporting of the various HSE key performance indicators and incident investigations as well as the follow-up of corrective actions.
• Organized, for the benefit of construction staff, training and awareness-raising on the various HSE themes in the classroom and on sites.
Key Achievements:
• Carried out all the safety tests of F&G systems with 99% of positive response without technical issues, an Operational use license issued from the Algerian Hydrocarbon Regulatory Authority with satisfaction.
• 100% of corrective and preventive actions identified during safety inspections and audits are closed.
• 500 man-hours recorded without LTI and reduce of frequency - severity rate indicator from 0.22 to 0.15 and TRIR (Total recorded incident Rate) from 694.44 to 231.48 in 12 month.
• Ensured the maintenance of drilling fluid properties via chemical and physical, and ensured the correct use and maintenance of solids control equipment.
