Head of Human Resources Team of General Census for Kuwait 2011 Project (6000 employees): Recruitment, Employment, Training, Allocation, Compensation & End of Service.
Set the human resources action plan and the work breakdown structure.
Coordinate with Central Statistical Office (CSO).
Coordinate with Monitor Group - Project Management.
Supervise the development of the “Workforce Administration Information System” of the project.
Manage a group of 15 personnel staff.
In charge for recruiting the executive staff.
Responsible for staff contractual related matters.
Supervise the 10 interview teams that are responsible for interviewing the required enumerators.
Responsible for the training program.
Monitor the training centers in the 8 census districts.
Manage the workforce allocation for the different census districts.
Follow up field related issues and cover the gaps of staff leak.
Supervise the compensation process.
Manage the end of services of the staff and closing stage.
Head of HR Department, reporting to the Chairman & Managing Director.
Handle workforce administration: HRIS, employee data capture & update, Leave Administration and Indemnity Administration.
Supervise monthly payroll preparation and ensure Ministry’s requirements.
In charge of Benefits Administration: bonus, health insurance & welfare.
Responsible for recruitment & employment processes: applicants tracking, vacant position identification, job description, interviews, selection, job offers, employment contracts, induction, probation period & exit interviews.
Ensure the implementation of HR Policies & Procedures.
Responsible for Manpower Outsourcing Projects.
Monitor employees’ government related issues: visas, residency transfers & renewals, medical screenings, work permits, civil IDs.
Develop Compensation & Benefits Structures.
Develop HR Policy & Procedure Manuals.
Formulate HR Forms.
Set Corporate Organizational Structures.
Implement Incentive Schemes.
Design Job Description modules for different levels.
Review & upgrade HRIS modules.
Control a group of 12 accountants and HR staff working in the department.
In charge for Compensation & Benefits System.
In charge for the Reward System.
In charge for the Departmental Budget System.
Monitor the preparation of monthly payroll for more than 20 projects (in Kuwait & abroad).
Monitor Attendance System & generate attendance error reports and warnings.
Check and approve final settlements for resigned, terminated and unfit employees.
Check and approve different kinds of payments for employees: pending salaries, vacations, leaves, vacation converted to cash…...etc.
Receive loan requisitions and recommend them.
Review personnel actions sheets (employment actions, salary increments, location & designation changes).
Handle international remittance for employees.
Manage the process of contract invoicing, on monthly basis, for 2 manpower outsourcing contracts (1000 employees).
Prepare budget and balance sheets, manage financial activities, and perform other administrative tasks
