• * To work closely with RI finance staff to implement, improve and maintain financial management policies, systems, structures and procedures including procurements and expenditures, inventory, requisition and record keeping systems.
• * To conduct country finance office assessments and to make recommendations through with a corrective action plan.
• * To provide training, leadership, oversight and direction to RI’s Country finance staff in order to enhance and develop overseas country national finance staff capabilities within a growing and expanding organization. The MERFO will be a key individual in the organizing and participating in Regional Finance Conferences and in-country training.
• * To assist the country and field finance offices with both the annual and special external donor audits and to ensure that in audit preparation there is the proper financial records and backup documentation in place.
• * To assist the RI finance field staff with the preparation of US Government, EU, UNICEF and other international donor agency grant & contract reports for submission to the donors.
• * To be available to fill in gaps in the absences of country and field finance staff.
• * To perform other duties, assignments, and/or projects as assigned.
• Budgeting and financial planning
• * Follow up and update of budget; Compare budget and planning with actual expenses; Provide monthly overview of budget balance to co-management and technical teams
• * Financial short-and long term planning: overall, yearly and quarterly (in cooperation with co-management and technical teams); monthly and weekly, inco-operation with accountant and financial administrator/logistics assistant
• * Overall management of bank and cash accounts, making cash calls on basis of the financial planning.
