• Setting the standards and developing the overall safe management system documentations by outlining the system elements and the performance standards required for compliance.
• Developing the organisation Health, safety and environmental policies, manual, SOPs an emergency response plan and outlining responsibilities for management and compliance.
• Developing HSE operational forms, registers, and templates to be used across the organisation portfolio.

• Review of Technical submittals MSRA, Contractor’s IMS Plans and other relevant project QHSE related submissions.
• Prepare monthly HSE reports
• Interviewing and approving TFMs QHSE leads
• Drive the HSQE Risk Management process within the company, providing support and educating staff in risk analysis and hazard identification, reviewing and developing policies and procedures.
• Continually reviews and evolve the IMS aligning to local, regional and international regulation and best practice.
• Responsible for ensuring Certification, Accreditation Audits are completed successfully with the minimum of observations and non-conformance.
• Ensure effective and timely communication of all incidents, accidents and near-miss situations.
• Oversee the delivery of the site emergency programmed activities, such as Crisis Management, Business Continuity and Fire action plans, Fire Marshall, First Aid training and Civil Defence compliance.
• Lead the HSE induction programs for in-house and external parties.
• Identify training needs and implement programs to provide a safe and healthy working environment for all personnel, contractors and students.
• Communicate, report and monitor Serco’s Health and Safety KPIs and performance objectives to the General Manager and HSQE Head.
• Manage, direct and control administration support services for the site.
• Manage the custody of financial information and records, vendor contracts and correspondence.
• Manage maintain and capture of all information related to vendor agreements, payment requests orders, etc. promptly.
• Assist in the managing of service contracts.
• Prepare client and management reports as requested
• Provide monthly activity report to General Manager.
• Preparing annual service report for the client
• Ensure that the policies and procedures laid down by management are always followed accurately.
• Ensure that all income and operating costs are correctly charged and accounted for.
• Assist the site management team with planning and the development of policies.
• Manage and co-ordinate site technical staff with respect to minor HR, shift scheduling and support senior site operational in recruitment and staff turnover.
• Maintain and monitor service provider, technicians and use of spare parts.
• Managing the Site Stores, Cleaning, Mechanical, electrical and Architectural spare parts
Directed and planned all essential central services such as Space Planning, Reception, Security, Maintenance, Budget Preparation and Analysis, Document Control, Transport, Asset Management, Contract Management, Cleaning, Catering, Waste Management.
•Reviewed Soft Services expenditure incurred on monthly basis
•Calculating and comparing costs for required goods or services to achieve maximum value for money
•Checking that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies
