Controlling & Monitoring: (Quality Assurance / Quality Control)
• Review and approve shop drawing plans, material submittal, and method of statement for each and every activity listed at work breakdown of structure, before the contractor start working the activity on site.
• Review and approve concrete compressive strength and steel reinforcement test before contractor start steel fabrication and concreting.
• Witness soil compaction test on site and approve before placing formworks, reinforcements and fresh concrete. Review and approve third party geotechnical testing company.
• Inspect coordinates, elevations or location of structure to be built.
• Oversee, supervise and inspect all civil engineering related works from substructure to superstructure; such as “Earthwork excavation and backfilling works, dewatering & shoring, shuttering & deshuttering, blinding concrete, damp proofing, concrete masonry, reinforced concrete, steel reinforcement, concrete curing, Pre-Engineered Building System erection works, site development, asphalt & concrete roads, landscaping and finishing”.
• Inspect and approve all “Inspection Requests” submitted by contractor prior to their activities performed on site.
• Witness and supervise on site fresh concrete tests, during concreting progress.
• Helps monitor mandatory personnel protective equipment of manpower working on site.
• Issue a “Job Site Instruction” or “Non Compliance Report” to contractors found not following the required specification, approved plan and work methodology.
Controlling & Monitoring: (Budget & Schedule Control)
• Review and approve quantity computation of materials used on site.
• Record and input approved quantity to a database in reference of approved Bill of Quantities.
• Review and approve contractor’s monthly invoices in light with the database quantity inputs against actual works performed on site.
• Review and evaluates contractors’ variation orders causes and impact to project budget.
• Review contractors’ work breakdown structure; identify critical path and activity floats.
• Monitor and notify contractors’ schedule for activities that are about to be delayed.
• Review and approved contractor’s reports; daily, weekly, and monthly progress report, cash flow, schedule and BOQ monthly updates.
• Coordinating project team’s activities and output.
• Preparing and presenting specified reports, daily/weekly/monthly to client.
• Identifying any existing or potential problems, disputes or conflicts and resolving them, with the cooperation of all concerned in the best interest of the client.
• Verifying with the project team members concerned any claims for extensions of time or additional payments and advising the client accordingly.
• Evaluate contractor’s performance based actual works performed against project objective and the approved milestone of the project.
• Conduct a weekly progress meeting with the client, contractor and other parties involved.
• Supervise building construction from substructure, superstructure and finishing touches such as residential subdivision, commercial areas and amenities.
• Supervise land development construction which includes earthworks, road networks concreting, electrical poles erection, and landscaping.
• Supervise and inspect installation of site drainage pipe, potable water and hydro testing.
• Monitor and check the quality of contractors’ output if does he/she performs the project activities in accordance with the approved plans and specifications.
• Conduct technical inspections of contractors work done and prepare punchlists for contractor’s rectification.
• Issue job site instruction or recommendation for project activities not conforming or needed to be done for the project.
• Conduct a weekly meeting with the contractors to discuss the actual progress, quality, safety measures and target schedule.
• Review and approve contractor’s monthly invoice in reference to actual works the contractor has done on site.
• Prepare and submit weekly and monthly report to manager showing the actual progress against the approved baseline schedule of the project, ongoing activities and causes of activities that have been delayed.
• Liaise with government officials in processing land titles, tax declaration lot, tax declaration house, payment of real property taxes, certificate authorizing registration, building permits, land zoning certificate, certificate of occupancy, electrical and water connections. Liaise government officials with problems and issues which the project is concerned.
• Inspect contractors’ works which is due for handover, receive the handover if the work is satisfactory in accordance to plan and specification, reject handover and make punchlist for contractor’s rectification of not acceptable works.
• Control and monitor important company documents through a cabinet/locker/vault filling system, database inputs using Microsoft office software and manual log for incoming and outgoing documents.
• Prepare handover of completed contractor’s work to client, in accordance to plan and work specification.
• Respond all concerns of clients; identifying claims, problems and conflicts involving contractor’s work or others, resolving them with the cooperation of concerned parties.
• Maintains good and harmonious relationship with the client and contractors through trustworthy commitments and ensuring company’s service at above or within the expectations.
• Provide construction oversight of Civil Engineering tasks: preparation of site drainage and runoff detention calculations; design of site paving, grading, and soil erosion control; construction of roadway and pavement; routing and design of underground utilities; preparation of earthwork quantities; supervise housing units construction.
• Review and evaluate the value of the contractor's variation orders and claims, prepare recommendations to my superior & the client and assist in negotiations with the contractors regarding the changes according contract documents; maintain surveillance of all project activities and where necessary initiate corrective actions to meet the projects objectives.
• Ensure the compliance with the technical specification and performance criteria.
