the Philippines, I established a regional beverage distribution company, a modern
refrigerated retail meat shop, a restaurant, and a convenience store in my home area. In
Thailand, I renovated a vacant 40 room hotel and reopened within three months of
assuming management.
Senior Training Specialist, WHO, AFGHANISTAN- 2016
Lead technical expert for creation of a new training cascade and TOT for polio frontline
workers in Afghanistan. This included a multi-level training package, designing and
directing the TOT program for national, regional, and provincial senior staff, and
developing tools and mechanisms for monitoring and evaluating training rollout and
efficacy at all stages of the cascade.

Recruit, train, and supervise 31 professional ELT and subject matter professionals from
multiple countries. Lead assessment and curriculum development, maintain student

Education in Emergencies Surge Consultant, UNICEF NYHQ - 2014
Define technical criteria for determining qualifications of Education in Emergencies (EiE)
candidates, review current roster of approximately 500 candidates and rank according
to these criteria. In consultation with EiE Hub members and UNICEF HR staff, set
policies and guidance for maintaining the roster as a usable database, keeping it up to
date and relevant to evolving emergencies, and making the information readily available
for global UNICEF offices.
Head of Department, Yanbu College of Applied Technology, Saudi Arabia-2013-14
YCAT trained master vocational trainers meant to teach in future vocational “centers of
excellence” in which all trainees graduate with high technical and English language
skills conforming to the Common European Framework of Reference (CEFR). Activities:
establish departmental budgets, lead curriculum development, develop courses and
activities for the Master’s in International Vocational Education Training (MIVET), a GIZ-
University of Weingarten collaboration for the professional development of YCAT faculty.
Train and backstop trainers in course delivery by developing an in-service training
program that complements MIVET activities and leads to a system of continuous
professional development for faculty. Conceptualize, equip, and launch an independent
learning center with individualized learning modules for both trainees and trainers, with
specific attention to vocational specializations. Take a lead role in development of
policies, administrative procedures, and regulations consonant with the high standards
required of a center of excellence.
Senior Training Specialist, UNICEF Global Polio Eradication Program, Pakistan -
2012-2013
Designed, planned, budgeted, and wrote induction training for 1, 100 UNICEF COMNet
(Communications Network) polio eradication senior frontline staff. This training included
content in Communications for Development (C4D), Interpersonal Communications,
Leadership and Management, and Data Collection and Reporting for Monitoring and
Evaluation. Using a training of trainers approach, I followed trainers into the field for
purposes of quality control and assessing learning outcomes. During these frequent
field visits, I interacted closely with provincial and district government health workers,
UNICEF and WHO field staff, and vaccinator trainings. After these trainings I
accompanied vaccinator teams during every campaign in order to better inform myself
of the challenges they face and how training could improve their performance. With this
goal in mind, I wrote the contract for a research project that would assess training needs
for government, UNICEF, and WHO staff where polio reservoirs threatened continued
outbreaks. At the request of WHO, I collaborated with multiple experts and wrote the
new WHO vaccinator training materials, including trainer’s guides and trainee learning
materials. I worked with CDC, WHO, UNICEF, and the Balochistan provincial
government to provide polio eradication training for newly-appointed Medical Officers
(provincial public health doctors). I devised and maintained a comprehensive training
calendar as a planning, monitoring, and reporting tool. I compiled an extensive online
library of polio training and other key documents from India, Nigeria, Liberia, and
Pakistan. My supervisory roles comprised oversight of the implementing partner who
managed the COMNeT staff and of our STOP volunteers to ensure coordinated field
activities.
USAID Performance Management Plan Consultant, South Sudan -2011
After evaluating new USAID directives and reviewing past and planned mission
activities in South Sudan, I wrote the education sector Performance Management Plan
(PMP) and education strategy alignment report (EdSAR) for South Sudan USAID.
These documents formed the basis for USAID’s 5 year education sector plan,
emphasizing teacher education and measurable student outcomes in reading and math.
The USAID South Sudan mission was chosen to be the first to incorporate the new
USAID development strategy outlined in presidential directive PD-6, which mandates
new criteria for planning education interventions and evaluating outcomes.
